Patna/Chhapra: Amid elaborate preparations and tight security, Prime Minister (PM)
Narendra Modi
is set to address a mega public meeting at Jasoli village in Siwan district on Friday, marking yet another high-profile visit to Bihar in the run-up to the state assembly elections scheduled for Oct-Nov this year.
At the rally, Modi will launch and lay the foundation for 22 development projects worth Rs 9,519 crore, covering housing, railways, infrastructure and industrial growth. He will also flag off two major rail initiatives, the new Patliputra-Gorakhpur Vande Bharat Express and India's first export-bound locomotive to the Republic of Guinea from the Marhaura rail factory.
"This event reflects the PM's deep trust in CM Nitish Kumar's development model," said deputy chief minister Samrat Choudhary, adding that several high-value schemes are coming to the state due to this faith.
"The PM will inaugurate 11 Amrit Bharat and four Namami Gange projects and the Vaishali-Deoria rail line," he added.
The PM will also transfer the first instalment of PM Awas Yojana benefits to 53,666 beneficiaries and hand over keys to 6,684 urban poor families, securing their dream of a pucca house under the flagship housing scheme.
To combat heat and monsoon showers, five massive German tents, each with a capacity of 60,000 people, have been erected at the rally site.

BJP leader and health minister Mangal Pandey said the venue is expected to host nearly three lakh people.
Among the standout projects the PM will launch is the inauguration of the Patliputra-Gorakhpur Vande Bharat Express, which will drastically cut travel time between Bihar and eastern Uttar Pradesh. The eight-coach semi-high-speed train, equipped with modern amenities and a capacity of 1,130 passengers, will operate six days a week, reducing travel time between the two cities by nearly two hours.
Commercial stops include Hajipur, Muzaffarpur, Motihari, Bettiah and Narkatiaganj, providing faster options for thousands of daily commuters.
"This new service will enhance regional connectivity and boost economic activity," said Danapur DRM Jayant Kumar Choudhary, calling it a milestone under the Vande Bharat mission.
Also in the spotlight is the first export consignment of locomotives from the Marhaura plant to Guinea.
These state-of-the-art 4,500 HP engines, featuring high fuel efficiency and modern air-conditioned cabs, are manufactured by Wabtec Locomotive Pvt Ltd, a joint venture with Indian Railways. Officials noted that the plant, built on 70 acres, has already delivered 683 locomotives to Indian Railways and employs over 600 people.
The new export order will see 150 more units produced, reinforcing Marhaura's revival as an industrial hub.
Meanwhile, Siwan is under a virtual lockdown ahead of the PM's visit. Traffic restrictions are in place on NH-531 and NH-27, and all schools and Anganwadi centres have been ordered shut for the day due to expected congestion and extreme heat.
"Safety and traffic management are paramount," said a senior district official. Seventeen parking zones have been set up in Jasoli Kharg and three more in Pachrukhi, while three helipads each have been prepared for the PM and CM.
While NDA leaders hailed the visit, opposition voices struck a critical note. RJD MP Manoj Kumar Jha took to social media to question the blanket closure of educational institutions. "Is this an election tour or a governance initiative?" he asked, adding that banning educational activities for a political rally sets the wrong precedent.
Choudhary dismissed such comments, calling them "cheap and frustrated reactions from the opposition" in the face of mounting public support for the BJP.

Panbazar road overbridge to be ready by July: NFR
Guwahati: Construction of the Panbazar road overbridge (ROB), which began last year, is expected to be completed by July, Northeast Frontier Railway (NFR) officials said. The bridge is likely to ease traffic congestion in the Paltan Bazar and Panbazar areas, two of the city's oldest cosmopolitan areas. Tired of too many ads? go ad free now "As of now, concretisation work on the bridge's approaches is going on. But most of the work has been completed, including laying the foundational structures, significant fabrications, and placing the bow string girders. Advanced sub-soil strengthening through geo-cell technology has also been completed. The project is expected to be complete by July this year," said Kapinjal Kishore Sharma, chief public relations officer, NFR. The construction work of the ROB has not been progressing on a smooth note. The CPRO said the presence of the fire brigade station posed a challenge in the stacking of construction materials, limiting workspace efficiency. Approximately Rs 48 crore in cost, the project was undertaken by a Kolkata-based construction company to facilitate the smooth movement of the electric locomotives as part of the NFR's ongoing electrification process, where high-voltage lines have been installed. However, the old ROB, which was built in 1965, had turned into a 'dead wire zone'. The area under the bridge was a neutral point, and since it was not charged, it restricted the speed permanently to 15 km/h. As a result, locomotives approaching Guwahati railway station failed to maintain the required momentum, causing them to halt in that area. "Waterlogging also used to be a recurring challenge, especially during heavy rains, causing signal failures and disruptions. Tired of too many ads? go ad free now With the necessary adjustments to this project, the lifted track levels will prevent waterlogging, ensuring smooth operations even during monsoons," Sharma said. He added that the new ROB will aim to address the limitations of its predecessor while introducing significant enhancements. With a span of 60 meters, it will provide improved vertical and horizontal clearance. It will also feature a three-lane wide road replacing its two-lane limitations, which will increase its capacity to handle higher volumes of road traffic as well, thus ensuring a smoother transportation system for commuters.

HC judge calls for deeper engagement with law
Dimapur: Justice Y Longkumer, judge of Gauhati High Court, Kohima bench, on Friday called for deeper engagement with law, greater professional development and renewed commitment to justice by the lawyers. She said the panel lawyers, who often serve as the first line of access to justice for the marginalised and under-represented, now play a unique and essential role as educators, advisors and counsellors for common citizens at a time when the Indian legal system is undergoing a pivotal transition with the introduction of new criminal laws. Longkumer was speaking at the one-day orientation programme organised by the Nagaland State Legal Services Authority on new criminal laws — Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), Bharatiya Sakshya Adhiniyam (BSA) — for panel/retainer lawyers and Legal Aid Defence Counsel System lawyers in Kohima. She said the Indian criminal justice system is undergoing significant reforms with the introduction of the BNS, BNSS and BSA, replacing the IPC, CrPC and Indian Evidence Act. "These new legislative reforms are not just mere cosmetic changes but represent a new way of thinking on how the justice system is perceived, delivered and experienced by the common citizens," Longkumer said. She said the lawyers, who serve in the legal services panel, are often the first line of access to justice for the marginalised and under-represented, and their role now is more important than ever. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Top Cardiologist Says This Food Can Do Wonders For Your Health Gundry MD Learn More Undo "You have to learn to adapt to changes with professionalism and as it is with any legal transition, there will be challenges and uncertainties in the interpretation," the judge said. On existing practical difficulties, Longkumer cited the existence of different interpretations and sources, questions and the practical burden of unlearning and relearning while observing that now they have to change their mindset and start to unlearn the IPC, CrPC and learn the new laws.

ICICI sought to acquire HDFC, reveals chairman Deepak Parekh
Former HDFC chairman Deepak Parekh and ICICI Bank chief Chanda Kochhar MUMBAI: Former HDFC chairman Deepak Parekh, in a candid disclosure, said that then ICICI Bank chief Chanda Kochhar had proposed a merger between the two lenders - well before HDFC's eventual reverse merger with its banking subsidiary. During an interaction with Kochhar on her channel, Parekh said: "I remember you talking to me once. I remember it very clearly. It's never been talked about in public, but I'm willing to share it now. You said that ICICI started HDFC. 'Why don't you come back home?' That was your offer." Parekh said he declined the offer, saying "it won't be fair" or "proper with our name and the bank and all". Parekh said the eventual merger with HDFC Bank, completed in July 2023, was driven mainly by regulatory pressure. RBI had classified NBFCs like HDFC, then holding assets over Rs 5 lakh crore, as systemically important, breaching the Rs 50,000-crore threshold. "RBI supported us and they pushed us into it to some extent and they helped us," he said. However, he added that there were "no concessions, no relief, no time, nothing". Describing the day the merger concluded, Parekh called it "a sad day and a happy day". He said, "It's good for the institution. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 180k traders turn to IC Markets for optimum CFD trading conditions IC Markets Sign Up Undo It's good for the country to have large banks. Look at how large Chinese banks are. We have to be bigger, larger in India." Parekh believes that Indian banks must grow through acquisitions to become stronger in future. On broader economic concerns, Parekh cited persistent uncertainty in supply chains, trade policy, and export conditions as top CEO concerns. Calling insurance the "least understood product", Parekh criticised "mis-selling by banks" driven by high upfront commissions.
