
Industrial Area Phase-III: A vision still waiting to rise

Chandigarh: Despite clear directives and decades of planning, the much-anticipated development of Industrial Area Phase-III has remained just a vision. Two years after the then UT adviser instructed officials to fast-track the project, not a single brick has been laid.
Originally envisioned in 1977 as part of the Chandigarh Urban Complex Plan, Phase-III was meant to complement the thriving Phases I and II. Yet, while those zones have evolved — and even faced challenges like industrial migration — Phase-III is still a blueprint on paper.
Following the directions from the then UT adviser, around 20 sites were identified by the estate office for auction, but these never materialised.
Industrial Area Phase-III is located near the villages of Raipur Kalan and Mauli Jagran. It is triangular in shape, bounded by the link road to Mauli Jagran/Raipur Kalan, Route No.2 on the northern side, the Panchkula/UT state boundary side, and the Ambala Chandigarh railway line on the south-western side. It has an approach through the railway station road from the village of Daria, and the village of Raipur Kalan falls in the Industrial Area Phase-III.
The proposal to establish Phase-III was initiated as part of the Chandigarh Urban Complex Plan, which was prepared by the interstate working group as per the direction of the Coordination Committee constituted by the govt of India. The Industrial Area for Panchkula was also proposed simultaneously and in close vicinity. Initially proposed on 114 acres, the area was later increased to 153 acres. It has plots of varying sizes, ranging from marla plots to 4 kanal plots.
Land for Industrial Area Phase-III was acquired in 2003, and the detailed planning for Phase-III was also undertaken in 2003.
"The area being in close proximity to the railway station was visualised as a major hub of warehousing. Nearly one-third of the area has been reserved for warehousing. Plotted sites for industrial units are only around 10% of the total Phase-III area. Nearly 80 acres have been reserved for green areas, parking, and other similar activities," a UT official said.
Boxes: Strategically located
Nestled near Raipur Kalan and Mauli Jagran, the triangular Phase-III is strategically placed. It's bordered by key transport routes and lies close to the Ambala-Chandigarh railway line, making it ideal for logistics and warehousing. The area spans 153 acres, with a layout that includes:
Warehousing: 45 acres
Industrial plots: 14.65 acres
Roads & parking: 43.97 acres
Green/open spaces: 36.44 acres
Sail steel stock yard: 10 acres
Sewage treatment plant: 0.91 acres
What went wrong?
Despite identifying 20 sites for auction, the estate office never followed through.
Bureaucratic inertia and shifting priorities have left the area undeveloped. Ironically, while Phase-III was designed to be a warehousing powerhouse, only 10% of its land is earmarked for industrial units.
Changing dynamics
As Phases I and II grapple with industrial units migrating to nearby cities, the UT administration is under pressure to rethink land use. There's talk of allowing business-to-consumer activities and land use conversion, signaling a shift from pure industrial planning to a more mixed-use model.

Vigilance department probes outsourced hiring in Chandigarh MC
1 2 Chandigarh: Amid the ongoing controversy surrounding excess staffing in the municipal corporation, the vigilance department of the UT administration has launched a detailed enquiry into the hiring of outsourced employees. The probe focuses on appointments made through the Government e-Marketplace (GeM), allegedly without proper verification of credentials. SP Vigilance, Geetanjali Khandelwal, has formally written to the municipal commissioner, requesting comprehensive records related to the engagement of outsourced personnel. The letter emphasises the urgency of the matter and cites previous unsuccessful attempts by the enquiry officer to obtain the necessary documentation. "Efforts were made by the enquiry officer to acquire the requisite documents in the past and letters issued. I shall be grateful if the above-mentioned record, information is provided at the earliest to facilitate the speedy finalisation of the enquiry," Khandelwal stated in her letter. Bhopal: The western corridor of Bhopal that was cleared by the state govt before 2023 assembly polls, but was stuck after being marred with irregularities, is now slated to take off once again. The project, which was to start from well before Mandideep while coming from Jabalpur side, would now start from after Mandideep towards Bhopal, to avoid controversies that influential people purchased land on sides of the corridor soon after the corridor was announced. Officials said the second issue was environmental concerns from the project, as it moved from close to the catchment area of Upper Lake. To address the issue, the govt has decided to come up with an over bridge at the point where the corridor raised environmental concerns by passing through wetlands. As per the new plan, the corridor would now start after Mandideep while coming towards Bhopal. This would reduce the corridor's length by four kilometers from 42 kms, as originally planned, to 38 kms. There would be a new 500 meters over bridge over Kolans river to avoid protected wetland site on the catchment of upper lake. The project was expected to give the city its much awaited ring road. Officials said, the 52 kilometers existing by-pass in Bhopal city on national highway 46 starts from Gyarah Mill and ends at Bhauri Bhopal-Indore route. It covers the city from three directions due to which vehicles moving towards Indore have to cover 23 kilometers additional distance. In Oct last year the public works department constituted a four member committee comprising officials of public works dept, representatives of dist collectors concerned and representative of district registrar. The complaint was made to the PMO and the govt of India, ministry of road transport and highway has sent it to the public works department, MP. Officials said the complaint was regarding purchase and sale of land along the proposed by-pass by the officials and issues related to land along the route of proposed western by-pass or corridor. There was no issue in the project and it would take off after a new site selection survey, officials added. The need of a western bypass was felt in the city for a long time. The 38 kilometers western highway would start from close to Mandideep (on Bhopal and Mandideep road) and end on Indore road in village Phanda Kalan. It would be developed with four lane access control criteria and service roads will also be there. As per the initial plan, out of the total project cost worth close to Rs 3000 crore, Rs 427 crore would be for land acquisition, Rs 19 crore for utility shift, Rs 15 crore for environment management, apart from the corridor construction. After development of the western bypass, Mandideep industrial area would get directly linked with industrial capital Indore. Similarly, it is also expected to save time for people moving from Kolar towards Indore. The heavy vehicles coming from Jabalpur and Narmadapuram could move towards Indore from outside of Bhopal that would have saved 23 kilometers of distance and one hour of time. After completion of the west by-pass, the Kolar road and Sehore road (Ratibad village) would witness increased industrial activity and it would also get alternate routes for Indore and Rajgarh. In the project, 6 lane structures with a four lane road and two lane service roads on both sides were planned. One ROB, two flyovers, fifteen underpasses and two major junctions were proposed along the alignment of the route. It was proposed to be constructed on hybrid annuity model- a variant of the PPP model used for implementation of highway projects.
