Industrial Area Phase-III: A vision still waiting to rise
1 2 Chandigarh: Despite clear directives and decades of planning, the much-anticipated development of Industrial Area Phase-III has remained just a vision. Two years after the then UT adviser instructed officials to fast-track the project, not a single brick has been laid. Originally envisioned in 1977 as part of the Chandigarh Urban Complex Plan, Phase-III was meant to complement the thriving Phases I and II. Yet, while those zones have evolved — and even faced challenges like industrial migration — Phase-III is still a blueprint on paper. Following the directions from the then UT adviser, around 20 sites were identified by the estate office for auction, but these never materialised. Industrial Area Phase-III is located near the villages of Raipur Kalan and Mauli Jagran. It is triangular in shape, bounded by the link road to Mauli Jagran/Raipur Kalan, Route No.2 on the northern side, the Panchkula/UT state boundary side, and the Ambala Chandigarh railway line on the south-western side. It has an approach through the railway station road from the village of Daria, and the village of Raipur Kalan falls in the Industrial Area Phase-III. The proposal to establish Phase-III was initiated as part of the Chandigarh Urban Complex Plan, which was prepared by the interstate working group as per the direction of the Coordination Committee constituted by the govt of India. The Industrial Area for Panchkula was also proposed simultaneously and in close vicinity. Initially proposed on 114 acres, the area was later increased to 153 acres. It has plots of varying sizes, ranging from marla plots to 4 kanal plots. Land for Industrial Area Phase-III was acquired in 2003, and the detailed planning for Phase-III was also undertaken in 2003. "The area being in close proximity to the railway station was visualised as a major hub of warehousing. Nearly one-third of the area has been reserved for warehousing. Plotted sites for industrial units are only around 10% of the total Phase-III area. Nearly 80 acres have been reserved for green areas, parking, and other similar activities," a UT official said. Boxes: Strategically located Nestled near Raipur Kalan and Mauli Jagran, the triangular Phase-III is strategically placed. It's bordered by key transport routes and lies close to the Ambala-Chandigarh railway line, making it ideal for logistics and warehousing. The area spans 153 acres, with a layout that includes: Warehousing: 45 acres Industrial plots: 14.65 acres Roads & parking: 43.97 acres Green/open spaces: 36.44 acres Sail steel stock yard: 10 acres Sewage treatment plant: 0.91 acres What went wrong? Despite identifying 20 sites for auction, the estate office never followed through. Bureaucratic inertia and shifting priorities have left the area undeveloped. Ironically, while Phase-III was designed to be a warehousing powerhouse, only 10% of its land is earmarked for industrial units. Changing dynamics As Phases I and II grapple with industrial units migrating to nearby cities, the UT administration is under pressure to rethink land use. There's talk of allowing business-to-consumer activities and land use conversion, signaling a shift from pure industrial planning to a more mixed-use model.

Tunisian committee urges Libya to lift siege on "Steadfastness Convoy" camp
Tunis - Saba: The Joint Action for Palestine Coordination Committee in Tunisia on Saturday called on Libyan authorities to immediately lift the siege on the "Steadfastness Convey" camp and allow vital food supplies to enter, aiming to alleviate the challenging conditions faced by its occupants. In a statement released Saturday morning, the committee reported that a 50-kilometer radius of internet jamming, blocking, and cutting continues on the coastal road near Libya's Sirte Gate, an issue that began on Thursday evening, June 12. They confirmed that the security and military cordon around the camp remains in place, enforcing a complete ban on entry and exit, and strictly prohibiting the delivery of food and logistical supplies, a ban which has "increased in intensity." The Coordination Committee noted that a meeting held last evening (June 13) between camp members and eastern Libyan officials, including the Ministers of Foreign Affairs and Interior, failed to yield solutions or arrangements that would allow the convoy to proceed to Gaza while ensuring Libya's sovereignty and security. The committee urged Libyan authorities to restore communication networks for families to check on loved ones and called for easier contact with the convoy's management. It emphasized that only convoy spokespersons issue official positions and expressed hope for continued calm and fraternal negotiations, echoing statements from Libyan ministries regarding the convoy. Lawyers to boycott judicial work on June 9 in protest against digital courts shift
Lawyers across Delhi's district courts will abstain from all judicial works including court proceedings on June 9 in protest against the relocation of all digital courts to the Rouse Avenue Court complex. The move comes after Delhi High Court Chief Justice Devendra Kumar Upadhyaya on Friday inaugurated 34 digital courts, aimed at reducing paperwork and improving speed as well as efficiency. The courts are dedicated to handling cases under the Negotiable Instruments Act, which mostly deals with cheque bounce cases. These digital courts include nine from Dwarka, seven from Tis Hazari, six from Saket, five from Karkardooma Court, four from Rohini and three from Patiala House. In what it described as 'unrest' among the lawyers, the Coordination Committee of all districts court bar associations of Delhi passed a resolution on Friday. 'Coordination Committee has resolved to abstain from judicial work in all Delhi District Courts on Monday, June 9, 2025,' stated the circular. The Aam Aadmi Party government approved the construction of a new district court complex at Rouse Avenue in August 2024 at an estimated cost of ₹427 crore, aimed at streamlining judicial processes and improving accessibility.

34 digital courts shifted: Delhi's lower court lawyers to abstain from work on Monday
Lawyers across Delhi's lower courts have decided to abstain from work on Monday following a decision to shift judges of 34 digital NI Act (Negotiable Instruments Act) courtrooms — which hear cheque bounce cases — across six court complexes in the capital to the Rouse Avenue court complex. Court staff (readers, ahlmads and stenographers) will continue to operate from their respective districts. 'In an emergent meeting, the Co-ordination Committee has taken serious note of unrest amongst advocates against the shifting of digital courts to Rouse Avenue Court, and it has been resolved to register strong grievance/resentment against the same. Accordingly, it is unanimously decided to abstain from judicial work in all district courts on Monday i.e., 09.06.2025, in protest…,' read a circular issued by the Coordination Committee (of all lower Courts) dated June 6. Advocate Dhir Singh Kasana, former Saket Bar Association Secretary, said: 'When we have sufficient courtrooms in Saket, why are our Courts being shifted… We are being told only judges have been moved to Rouse Avenue Court, but a circular outside a courtroom states that all matters will be physically taken up at Rouse Avenue.' Of the 34 courtrooms, 9 are from Dwarka, 7 from Tis Hazari, 6 from Saket, 5 from Karkardooma Court, 4 from Rohini, and 3 from Patiala House Court. On Friday, Delhi High Court Chief Justice Devendra Kumar Upadhyaya inaugurated the 34 digital courts at the Rouse Avenue complex to exclusively hear cases under the NI Act. An administrative order passed by Principal District and Sessions Judge and Special Judge Kanwal Jeet Arora of Rouse Avenue Court read: 'The following judicial officers shall occupy and hold their courts in court room numbers mentioned against their names with immediate effect.' 'As per the directives of the Hon'ble High Court of Delhi, New Delhi, vide notification… dated 30.05.2025, the courts shall continue to be under the administrative control/supervision/ jurisdiction of the districts concerned to which these courts belong,' the order dated May 31 stated. This essentially means that while the court staff will operate from their respective districts, all judges will have to sit in Rouse Avenue Court. All rooms have been allotted on the seventh floor of the court complex, which is situated near the ITO Metro in Central Delhi. In a May 30 notification, the HC cited 'optimal utilisation of available infrastructure and resources' and 'inadequate space' to justify the move. 'The remaining arrangement, including support staff deployment and recording of evidence from the respective District Court Complexes, shall continue as per the previous directions/practice until adequate and permanent space is made available in the District Courts concerned to which these Digital NI Act Courts ultimately belong,' the notification read. 'However, these Courts shall continue to be under the administrative control /supervision/ jurisdiction of the districts concerned to which these courts belong. The readers, ahlmads, and judicial records of these Digital NI Act Courts would also continue to function from their original districts so as to avoid any inconvenience to the litigants, lawyers, and stakeholders,' it added.
