Kannur Corporation to set up stray dog shelter

The Hindu2 days ago

With stray dog attacks continuing to plague Kannur, the city Corporation has decided to establish a dedicated shelter for stray dogs, following a special council meeting held on Thursday to discuss the menace.
On Wednesday, 20 people were reportedly bitten by stray dogs near Thavakkara bus stand, Prabhat Junction, railway station, and the nearby plaza. In the last two days, nearly 80 people were bitten by stray dogs in the city.
Mayor Muslih Madathil announced that the land for the proposed shelter would be identified within the Corporation limits within a week. An all-party meeting would soon be held to finalise the location in consultation with all stakeholders, he said.
The Corporation is also considering implementing the Animal Birth Control (ABC) programme independently to manage the stray dog population. The only ABC centre in the district operates from Padiyur, serving all local bodies.
The Corporation secretary said that health inspectors had been directed to take up immediate sterilisation measures, and that around 100 cages and additional dog catchers would be required for the purpose.
The Mayor said legal measures were being reviewed to compensate victims of stray dog bites.
Meanwhile, Corporation councillors pointed out that food waste dumping in the Cantonment area was attracting stray dogs and that they would raise the issue with the Cantonment authorities.
Besides, mandatory licensing of pet dogs and a proposal to appoint a veterinary doctor in the Corporation will also be taken up with the government.
Deputy Mayor P. Indira, standing committees chairmen Suresh Babu Elayavoor, Shahina Moideen, and Shamima, and councillors N. Sukanya, T. Raveendran, V.K. Shyju, K. Pradeepan, S. Shaheedah, Chithira Sasidharan, T.O Mahanan, and K.M. Sabira were present at the meeting.

Stray dog menace: three shelter homes to be set up in Kannur

In the wake of the growing stray dog menace in Kannur, Minister for Registration, Museums, and Archaeology Ramachandran Kadannappally has announced the setting up of three shelter homes—two within the Kannur Corporation limits and one in the Cantonment area. The Minister was addressing the media after a high-level meeting at the collectorate attended by officials of the district panchayat, Corporation and Cantonment Board and police, animal welfare and health departments. The decision follows mounting public concern after a spate of dog bite incidents reported across the district. The move was prompted by a report of the Animal Husbandry department indicating that a few stray dogs involved in recent attacks could show symptoms of rabies within two weeks, the Minister said. To prevent a potential rabies outbreak, all stray dogs within the city limits will be captured, vaccinated, and relocated to the shelter homes. A child bitten by a stray dog at Payyambalam and subsequently vaccinated is reportedly in a critical condition due to rabies. The Minister said those who wished to continue feeding stray dogs could do so at the shelter but not on streets or roadsides. The Animal Husbandry department has been tasked with capturing, vaccinating, and sterilising stray dogs, with trained dog catchers deployed exclusively within the municipal limits for a week. Veterinary support will be provided by doctors from the Padiyur Animak Birth Control centre. The Cantonment Board chief executive officer (CEO) has been directed to take steps to capture aggressive dogs in the area and shift them to the shelter. District Collector Arun K. Vijayan will oversee the operation under the Disaster Management Act. K.V. Sumesh, MLA, district panchayat president K.K. Rathnakumari, District Police Chief (Kannur City) P. Nidhinraj, and Cantonment Board CEO Madhavi Bhargav attended the meeting. LDF walks out Meanwhile, the Left Democratic Front (LDF) representatives walked out of an all-party meeting convened by the Corporation to discuss stray dog menace. The walkout followed heated exchanges after United Democratic Front (UDF) representatives C. Sameer and Eramulla came down on the State government and the district panchayat for alleged inaction. The LDF accused the Corporation of shifting blame to the district panchayat without offering any concrete measures to address stray dog menace. Mayor Musliah Madathil chaired the meeting. 'People are suffering, but the Opposition is playing politics,' he said, adding that the government and the district panchayat were trying to avoid responsibility. He said the Corporation had decided to establish shelter homes for stray dogs and submit a proposal to the District Planning Committee for approval. Independent vaccination drives would also be undertaken by the Corporation, he added. To enhance response capabilities, the Mayor said, contingent workers would be trained to catch stray dogs. In addition, a new initiative is being considered to collect biodegradable waste directly from sources and convert it into fertiliser, in a bid to prevent illegal dumping of organic waste, a major factor attracting stray animals, the Mayor added.

Monitoring officer reviews key civic projects in Agasteeswaram taluk

Kanniyakumari District Monitoring Officer Hanish Chabbra inspected the ongoing development works at Agasteeswaram taluk on Thursday. He conducted the inspection in the presence of Kanniyakumari Collector R. Alagumeena, Nagercoil Corporation Commissioner Nishant Krishna and other officials from the district administration. The Monitoring Officer reviewed various sites, including Urban Primary Health centres (UPHCs), corporation's dump yard, coastal hamlets and other development works of the Nagercoil Municipal Corporation. During his visit to the UPHC in Krishnancoil area, he inquired about the availability of doctors and essential medicines at the centre. The department officials were asked about tests for non communicable disease, including high blood pressure and diabetes, under the scheme 'Makkalai Thedi Maruthuvam'. He also visited Valampuraivilai dump yard, located in the heart of a residential area, an issue of critical concern for the city. Everyday tonnes of wastes from households, hotels and markets under the Corporation limits are being dumped at the site. He directed the Corporation officials to give precedence to public health with bio mining and other waste processing activities at the yard, particularly due to close proximity of residential areas, hospitals and markets. He also instructed the Corporation officials to expedite installation of suction systems at the Underground Drainage System facilities at the Pattasalianvilai. He also inspected the construction of 500 metre sea wall along the coastal road of Pottal-Puthanthurai-Pallamthurai at a cost of ₹2.81 crore and the construction of an overhead tank at Thengamputhoor being developed under the AMRUT scheme at a cost of ₹64.68 crore. The tank with a capacity of around 3 lakh litres will benefit 11,049 households in the area that were added recently to the Nagercoil Municipal Corporation limits.
