Himachal CM dedicates multiple development projects in Solan

In addition, the chief minister also inaugurated the newly constructed office of excise and taxation department, built at a cost of ₹ 2.27 crore. The CM also opened the Animal Birth Control (ABC) Centre of the Solan municipal corporation, set up at a cost of ₹ 44.99 lakh. The ABC Centre will play a key role in controlling the stray dog population through scientific methods. The CM also dedicated to the people of the area, the Solan Vatika (Park), developed at a cost of ₹ 53 lakh. CM kicks off Shoolini Fair CM Sukhu also kicked off the three-day long state-level Shoolini Fair at Solan. The CM participated in the festivities by offering prayers for the peace and prosperity of the people of the state. He shouldered the palanquin and joined the 'shobha yatra'.

Stray dog menace in Kannur: BJP to launch protest
Bharatiya Janata Party (BJP) north district president K.K. Vinod Kumar has said that the party will launch a strong protest against what he described as 'criminal negligence' on the part of the Kannur Corporation and the district panchayat in addressing the worsening stray dog menace in the city. Mr. Vinod Kumar said fear had gripped the city, especially among children, many of whom were now avoiding school. 'People are afraid of walking on the streets. Hospital visitors, schoolchildren, and city residents are being attacked. Hiring of autorickshaws has increased out of fear, putting financial strain on common people,' he said. 'The Mayor claims it is not the Corporation's responsibility, and the district panchayat president washes her hands of the issue, blaming the Corporation. Both have failed the people. They should at least read the Panchayat Raj Act to understand their roles,' he added. Alleging poor implementation of the Animal Birth Control (ABC) programme, Mr. Vinod Kumar said that it was being operated with just a four-member team despite thousands of stray dogs in the district. 'The system must be expanded, and local bodies should act immediately to catch and shelter stray dogs,' he said. He also pointed to poor waste management by the Corporation as a contributing factor to the rising stray dog population. As part of the agitation, the BJP will organise a march to the Corporation office June 24, he said.

Kannur Corporation to set up stray dog shelter
With stray dog attacks continuing to plague Kannur, the city Corporation has decided to establish a dedicated shelter for stray dogs, following a special council meeting held on Thursday to discuss the menace. On Wednesday, 20 people were reportedly bitten by stray dogs near Thavakkara bus stand, Prabhat Junction, railway station, and the nearby plaza. In the last two days, nearly 80 people were bitten by stray dogs in the city. Mayor Muslih Madathil announced that the land for the proposed shelter would be identified within the Corporation limits within a week. An all-party meeting would soon be held to finalise the location in consultation with all stakeholders, he said. The Corporation is also considering implementing the Animal Birth Control (ABC) programme independently to manage the stray dog population. The only ABC centre in the district operates from Padiyur, serving all local bodies. The Corporation secretary said that health inspectors had been directed to take up immediate sterilisation measures, and that around 100 cages and additional dog catchers would be required for the purpose. The Mayor said legal measures were being reviewed to compensate victims of stray dog bites. Meanwhile, Corporation councillors pointed out that food waste dumping in the Cantonment area was attracting stray dogs and that they would raise the issue with the Cantonment authorities. Besides, mandatory licensing of pet dogs and a proposal to appoint a veterinary doctor in the Corporation will also be taken up with the government. Deputy Mayor P. Indira, standing committees chairmen Suresh Babu Elayavoor, Shahina Moideen, and Shamima, and councillors N. Sukanya, T. Raveendran, V.K. Shyju, K. Pradeepan, S. Shaheedah, Chithira Sasidharan, T.O Mahanan, and K.M. Sabira were present at the meeting.

Stray dog that bit over 50 people in Kannur found dead
A stray dog that reportedly bit several people near the new bus stand in Kannur on Tuesday evening was found dead hours after the incident. Meanwhile, more than 50 people sought treatment at the Kannur district hospital for dog bite by evening. The spate of attacks has sparked a blame-game between the Kannur district panchayat and the city Corporation over the issue of tackling stray dog menace. 'It is not the responsibility of the district panchayat to manage stray dogs. That falls under the jurisdiction of local bodies,' said district panchayat president K.K. Rathnakumari. 'It is wrong on the part of local bodies to shift the blame to us after such incidents,' she added. Countering that, Kannur Mayor Muslih Madathil accused the district panchayat of inaction. 'Give us the power, and we will end this street dog nuisance,' he said. 'The district panchayat is in charge of the Animal Birth Control (ABC) programme. Like other local bodies, the Kannur Corporation has already released ₹20 lakh for this purpose. If the district panchayat president is now blaming us, the money should be returned to us,' he added. However, Mr. Madathil noted that necessary steps had been taken to catch violent stray dogs. It is the responsibility of the district panchayat to implement the ABC programme. However, its failure to do so has resulted in an increase in stray dog population, he alleged.

Greater Chennai Corporation mulls appointing volunteers to oversee operations at ABC centres
CHENNAI: The Greater Chennai Corporation (GCC) has temporarily halted Animal Birth Control (ABC) surgeries for community dogs across all five of its centres over the past 15 days, said official sources. Going forward, the civic body is considering the appointment of animal welfare volunteers at the ABC centres to ensure better care. According to a series of discussions held since June 3, the GCC plans to recruit two trained volunteers in each ABC pound who will be tasked with monitoring the entire process here. Their responsibilities might include ensuring dogs are caught humanely using nets, documenting their place of capture to prevent relocation, and overseeing the availability and proper use of medical supplies such as blood testing solutions and medications, sources said. Volunteers will also verify if necessary pre-operative tests are conducted, monitor post-operative recovery, including proper medications for wound healing, ear-notching, and feeding of cooked food, and ensure that dogs are released back to their original locations once fully recovered. The suspension of ABC surgeries comes in the wake of a protest held on May 26 in front of the Ripon Buildings, where city-based animal activists had alleged that many dogs either died due to botched surgeries, succumbed to complications after being released back onto the streets, or went missing altogether, adding that some dogs that underwent ABC procedures in GCC pounds have unhealed surgical wounds and open sutures. In response, GCC Mayor R Priya assured immediate action.
