(GDA) has earmarked Rs 418 crore to redevelop over 2,000 flats in Tulsi Niketan.
On two occasions earlier, GDA had offered to rebuild flats. The GDA in March this year came up with another plan aimed at the redevelopment of the colony. GDA vice chairperson Atul Vats said, "Spread over an area of 7.83 hectares, Tulsi Niketan has 2,004 EWS and 288 LIG houses and the GDA board recently approved the proposal to take up the redevelopment work of the township, which will come at an estimated cost of Rs 418.4 crore.

A GDA official said , "In the past, at least on two occasions, we offered the residents to rebuild the flats, but even after months of negotiations, nothing worked out. Neither the residents were willing to vacate the flats, which left us with no choice but to abandon our plan to reconstruct flats."
RWA office-bearer Kuldeep Kasana said that GDA has commenced a fresh survey. "We hope that the terms and conditions, which have not been formally offered to us, will be in keeping with needs of the residents."

On Wednesday, unit number 1,296 of the colony proved why it was called unsafe by Ghaziabad Municipal Corporation in 2018, which had declared 26 buildings in the city — including Tulsi Niketan — dangerous. As per the GDA plan, as proposed in March, the redevelopment work will be carried out on a PPP model where the developer undertakes the construction and redevelopment in exchange for a share of saleable commercial/residential area to recover costs and the GDA will facilitate the process by allocating land and providing regulatory support.
The total saleable area for the project is 58,500 square meters, with a total land cost of Rs 84 crore, combining land and FAR purchase costs. The builder shall ensure a minimum premium payment of Rs 25 crore to GDA.
Additionally, the financial assessment considers the cost for GH-1 land, commercial land and dispensary land to be given to GDA, totalling approximately Rs 24 crore. This results in a per square meter sale rate of Rs 78,100 for the builder, which translates to Rs 7,260 per square foot. The plan also entails the temporary relocation of about 7,000 residents for a period of two years during the construction phase and the cost of temporary relocation has been calculated at Rs 5,000/month/household, which will be part of the total capital expenditure borne by the developer.

New Delhi: Despite high scores in governance and infrastructure, the city's school districts continue to underperform in learning outcomes, the most heavily weighted component in the national education index. For the second year in a row, not a single district in the capital has made it to the top two grades of 'Utkarsh' (above 90%) or 'Uttam-1' (81–90%) in the Performance Grading Index for Districts (PGI-D). An analysis of Delhi's performance in both 2022–23 and 2023–24 shows persistent stagnation in academic indicators, particularly student proficiency across key subjects and grades. In 2022–23, the top scorers — South West Delhi A and New Delhi — made it only to the 'Uttam-3' band (61–70%), while the rest fell under 'Prachesta-1' (51–60%), with North East Delhi dropping to 'Prachesta-2', the only Delhi district to do so. The learning outcomes component — which accounts for nearly half of the total 600 points in PGI-D — saw most districts scoring below average. The highest in Delhi was New Delhi at 131/290, followed by South West Delhi A (128), South Delhi (128), and East Delhi (122). At the bottom, North East Delhi recorded just 93, far below its peers. Karnataka high court stays new BBMP tender, indicates possible contempt
Bengaluru: The high court has stayed BBMP's new tender notification for solid waste management issued on May 28, while directing the state govt to submit an affidavit explaining its actions. Justice M Nagaprasanna said the move appeared to be prima facie contempt of court. The order came while hearing a review petition filed by the Bengaluru Mahanagara Swachate Mattu Lorry Malikara Hagoo Gutthigedarara Sangha. The petitioner challenged the fresh tender notification and sought a review of the court's earlier judgment dated April 22, which had upheld a previous BBMP tender issued on Nov 7, 2024. In the earlier order, the judge had allowed the petitioners to participate in the new tender process and directed the state to submit an affidavit outlining a revised timeline for completing it. "The state shall redraw the timeline for the completion of the process of tender at an outer limit of four months, if not earlier. The timeline shall be filed before this court, by way of an affidavit, for its strict adherence," Justice Nagaprasanna had said in the April 22 order. He had added that if the timeline was violated, the petitioners had the liberty to return to the court. 1% stamp duty hike likely to overcome Q1 property revenue shortfall
Bengaluru: Revenue shortfall from property registration in the first quarter of this fiscal has prompted the Karnataka govt to actively consider increasing stamp duty by 1%. The stamp duty was last revised in 2013. At present, the govt levies 5% stamp duty on the guidance value (minimum selling price of property fixed by the govt), 1% registration fee, 0.5% cess, and 0.1% surcharge. In all, property buyers pay 6.6% in cess and duty. They might end up 7.6% if the govt clears the hike proposal. Chief minister Siddaramaiah, who holds the finance portfolio, convened a meeting on June 18 to review the performance of the department of stamps & registration. Taking a serious note of the shortfall, he reportedly directed both finance and stamps & registration departments to take measures to improve revenues. Finance officials suggested upward revision in stamp duty. Sources said the CM will take a final call once there is consensus between revenue and S&R departments. Karnataka has the lowest stamp duty among its neighbours, barring Andhra Pradesh. Tamil Nadu levies 11% that includes stamp duty and registration fee, and Maharashtra imposes 7%. Underwhelming revenues from property registration have been a cause of concern, as it potentially implies a sluggish real estate sector. While Siddaramaiah fixed a target of Rs 26,000 crore for 2024-25, he was forced to downscale it to Rs 24,000 crore. But the department could collect only Rs 22,500 crore by the end of the year. This fiscal, the CM fixed a target of Rs 28,000 crore. Going by this, the department was to have collected Rs 7,000 crore on average in the first quarter that ends on June 30. It collected Rs 5,556 crore, logging a 35% shortfall. "The govt is obviously worried about the revenue shortfall, but a stamp-duty hike is not the solution. It should realise that the shortfall is mainly due to the ill-implementation of the policy mandating e-khata for registration and tech glitches in the Kaveri portal. The govt does well to rectify this instead of hiking stamp duty," said T Bhaskar Nagendrappa, state president of Credai (Real Estate Developers' Associations of India). He said the govt increased its guidance value by 39% in 2023, and any hike in stamp duty would make property purchase costlier and negatively impact the sector. "The irony is the govt decided to keep sub-registrar offices open on weekends. But what's the use if the portal is glitch-ridden and e-khatas are not issued," said one sub-registrar.
