PWD mauled by fellow bus passengers on EDSA
The Department of Transportation (DOTr) has expressed concern after a 25-year-old person with disability (PWD) was ganged up on and allegedly tased by his fellow passengers inside a bus.
According to Joseph Morong's report in '24 Oras' on Friday, the PWD reportedly bit passengers inside a Precious Grace Transport bus on EDSA Bus Carousel on June 9.
'Binugbog, kinuyog, yung isang kababayan natin na may kapansanan sa loob ng isang bus, krimen 'yan,' said DOTr Secretary Vince Dizon in a press briefing.
(A fellow Filipino with a disability was mauled inside a bus. That's a crime.)
'This is very personal to me. Why? I have a younger brother, my youngest brother has autism. 'It's not easy to understand, hindi madaling intindihin itong kondisyon na 'to (it's not easy to understand this condition),' he added.
'Reactions are triggered by loud noises, by light, by other triggers, pero dapat naiintindihan ito ng mga kababayan natin (but our countrymen should understand this).'
In the viral video, the PWD can be heard crying for help after some passengers tried to kick him out of the bus.
The DOTr is also investigating whether a taser gun was used on the victim after a sound of an electric shock was heard in the video.
Further, the department said that the bus driver and the conductor should be held responsible for the situation. Meanwhile, the Land Transportation Office (LTO) suspended their driver's license for 90 days.
The Land Transportation Franchising and Regulatory Board summoned Precious Grace to explain and suspended ten of its units for a month. A hearing on the matter has been set for June 25.
However, the bus company's lawyer said that the driver and the conductor took action on the incident.
According to the testimony submitted by the driver to the LTO, a passenger reported to him that another passenger was biting people inside the bus. When they reached the Main Avenue station, they immediately reported the incident to the authorities.
They sought the assistance of Coast Guard personnel to bring out the PWD passenger. But the authorities failed to do so.
The PWD bit another person after the bus was already close to Buendia station, and the incident was reported to the authorities.
The driver said that he even told the passengers to stop ganging up on the PWD, but nobody listened to him.
'To my mind, yung driver at saka konduktor, ginawa nila ang responsibilidad nila,' said Alex Verzosa, lawyer for Precious Grace Transport.

NLEX to waive toll fees on June 22, 2025 from Balintawak to Meycauayan amid Marilao Bridge repair
The NLEX Corporation said Saturday it is temporarily waiving toll fees from Balintawak to Meycauayan northbound on the North Luzon Expressway (NLEX) while the Marilao Bridge is being repaired. The temporary toll relief will start on Sunday, June 22, at 1 a.m. and will end at 12:00 midnight. "To facilitate the immediate repairs of the Marilao Overpass Bridge, which sustained severe damage from a truck violating regulations, NLEX Corporation will implement temporary toll relief on the northbound portion of the expressway from Balintawak to Meycauayan starting June 22, 2025 at 1:00am until 12:00 midnight. Marilao Bridge going to MacArthur Highway has been closed temporarily until June 26 for repair work. The company said appropriate traffic management measures will be in place to minimize the inconvenience posed to motorists. A stop-and-go scheme is being implemented in the area, NLEX Corp. said. "We ask for the motoring public's patience and understanding," NLEX Corp. said in a statement. The Department of Transportation (DOTr) earlier directed NLEX Corp. to immediately suspend the collection of toll in the Marilao northbound segment of the expressway, following the fatal accident Wednesday when a truck hit the Marilao Interchange Bridge anew. DOTr Secretary Vince Dizon also said NLEX Corporation will be held liable for the said accident. On Wednesday, a truck hit the Marilao Interchange Bridge, killing a 54-year-old passenger of an Asian utility vehicle (AUV). Based on the initial investigation of the Marilao police, the trailer truck passed the Meycauayan exit to go back to Malabon, but it hit the interchange bridge on the northbound lane when it arrived in Marilao. A beam from the bridge fell and hit the vehicle behind the truck, resulting in the death of a passenger of an AUV and injuries of others, including a two-year-old kid. According to the truck driver, he had no idea that the truck would strike the bridge because he supposedly passes there almost every day when going from Meycauayan to Malabon. The truck driver is now in the custody of Marilao police and will face complaints of reckless imprudence resulting in homicide and serious physical injuries and damage to property. Last March, a trailer truck also damaged the Marilao Interchange Bridge. —KG, GMA Integrated News

PH accuses China ships of aggressive maneuvers in Scarborough Shoal
The Philippines accused Chinese Coast Guard ships on Friday of carrying out aggressive maneuvers and targeting its fisheries vessels with water cannons while they were delivering supplies to Filipino fishermen at the disputed Scarborough Shoal on Friday. One of the four Bureau of Fisheries and Aquatic Resources (BFAR) vessels involved in the mission was briefly struck by a water cannon, while another evaded being hit, the Philippine Coast Guard said in a statement. ''At approximately 10 a.m., BRP Datu Taradapit faced aggressive maneuvers from the Chinese Coast Guard vessel CCG-4203, which approached within 600 yards and fired a water cannon from 15.6 nautical miles southwest of Panatag (Scarborough) Shoal,'' the PCG said. ''Despite these aggressive actions, including blocking maneuvers and a water cannon attack that briefly struck the port quarter of BRP Datu Taradapit, the vessel adeptly maneuvered away to avoid significant damage. At 10:30 a.m., CCG-3105 targeted BRP Datu Tamblot with a water cannon from a distance of 18.1 nautical miles southeast of the shoal, but the attack missed its mark,'' it added. The PCG said it monitored six China Coast Guard vessels, two PLA Navy warships, and multiple Chinese maritime militia vessels during the operation. It also said the BFAR was able to distribute fuel subsidies to over 20 local fishing boats. ''Despite the unprofessional and illegal actions of the Chinese Coast Guard, which endangered Filipino crew members and fishermen, BFAR vessels remained resolute in their mission to protect local fishing boats,'' the PCG said. Scarborough Shoal, which is also referred to as Bajo de Masinloc or Panatag Shoal, is a triangular coral reef formation that surrounds a lagoon and is famed for its rich marine resources. The shoal is located 124 nautical miles off Masinloc, Zambales, and is considered within the Philippines' 200-nautical mile exclusive economic zone, based on the 1982 United Nations Convention on the Law of the Sea (UNCLOS). In 2016, the Permanent Court of Arbitration in The Hague ruled in favor of the Philippines over China's claims in the South China Sea, saying that it had "no legal basis." China refused to recognize the ruling. — with a report from Reuters/VBL, GMA Integrated News

Palace on VP Sara's trip to Australia: Personal or for country?
''Pang personal o pang bayan? That is the question.'' This was the reaction of Palace Press Officer Undersecretary Atty. Claire Castro on Friday as regards the travel of Vice President Sara Duterte to Australia for a personal trip. Castro said it would be Duterte's choice if she prefers to travel. The Office of the Vice President (OVP) revealed that her itinerary includes attendance in the "Free Duterte Now" rally on Sunday, June 22, in Melbourne. The elder Duterte is currently detained at the Scheveningen Prison in The Hague, Netherlands over charges of crimes against humanity for the extrajudicial killings during his administration's war on drugs. GMA News Online has reached the OVP for comment on Castro's remark but it has yet to reply as of posting time. Last week, the Vice President traveled to Kuala Lumpur for a personal trip with her family. While in Malaysia, she attended a Philippine Independence Day celebration and engaged in a program consultation with overseas Filipino workers. — RSJ, GMA Integrated News
