Motorist may be fined P150k for using EDSA busway 309 times — MMDA
A motorist may be fined up to P150,000 for the unauthorized use of the EDSA busway 309 times, according to the Metropolitan Manila Development Authority (MMDA). In Vonne Aquino's Wednesday report on 'Saksi,' MMDA Chairman Romando Artes said the motorist kept using the EDSA busway at night, where it is dark and no traffic enforcers were deployed from August 2024 to last Friday. 'Irereklamo na po namin siya sa LTO for suspension ng license [at] kung ano pa pwedeng penalty ipataw sa kanya,' Artes said. (We will file a complaint before the LTO (Land Transportation Office) for the suspension of his license and other penalties.) The MMDA showed CCTV footage of the motorist to underscore the importance of the No Contact Apprehension Policy (NCAP) to discipline motorists even without the presence of traffic enforcers. The MMDA is also looking into endorsing to the Metro Manila Council the move to oblige NCAP violators engage in community services as a penalty. 'Sinsabi po kasi na negosyo ang NCAP. Hindi po. Ito po ay para disiplinahin ang tao at bantayan ang kalsada. Tamang tama po may mga programa kami gaya ng paglilinis ng estero at kanal para malabanan ang pagbaha, maalis ng mga basura,' Artes said. (Some say NCAP is a business. It's not true. The policy is implemented to discipline motorists and monitor the road. We have programs like cleaning drive of drainages and canals to combat flood and dispose garbage.) Tax-related issues facing APTMA will be resolved, CC LTO Lahore tells office-bearers
LAHORE: Sajjad Tasleem Azam, Chief Commissioner Large Tax Office (LTO) Lahore, has assured APTMA members of solving tax related issues of the textile industry on priority including Sales tax and Income tax refunds, deferred refund claims, adjustment of pending refunds against liabilities and prompt issuance of exemption certificates. He was speaking to APTMA members during his visit to APTMA on Tuesday. He was accompanied by Khaliq Farooq Mian, Commissioner LTO Lahore. Chairman APTMA Kamran Arshad, Chairman North Asad Shafi, Haroon Ellahi, Muhammad Ali, Sufiyan Akhtar senior Executives, and Secretary General Raza Baqir welcomed tax functionaries on their visit to APTMA. Office-bearers and leading members of Chainstore Association of Pakistan (CAP), including Rana Tariq Mehboob Patron-in-Chief CAP, Ahsan Mehmood Senior Vice Chairman CAP, Wasif Sikander of Maria B, top exporters and retailers were also present on the occasion. The Chief Commissioner LTO said the Federal Board of Revenue (FBR) has established LTOs to address the issues of large taxpayers while acknowledging their role in revenue generation. He appreciated APTMA's role in export and employment enhancement. He said FBR has paid refunds of billions of rupees during the current year, including deferred claims despite facing shortfall in tax targets. He sought a list of APTMA members who were not able to receive refunds so far for expeditious processing of their claims. Replying to the suggestion that the LTO should allow tax adjustment against refund claims, he said that FBR is already processing inter-tax adjustments to facilitate the taxpayers. Chief Commissioner promised to address the problem of shortage of staff to attend tax related issues of exporters. He also sought proposals to improve sales tax refund system. He appreciated the role of chain stores in the economy of Pakistan and providing par excellence service to their customers which is not in any case less than the service provided in the best malls all around the globe. He lauded that tier-I Retailers are all tax compliant and duly integrated with FBR-POS system since 2018 which should encourage others retailers also to integrate with FBR. Earlier, speaking on the occasion, Chairman APTMA Kamran Arshad said tax refunds of a large number of taxpayers are pending with the LTO, causing financial crunch for already crisis-driven textile industry and requested for their immediate disposal to provide financial relief to exporters. Kamran pointed out that a huge amount of sales tax claims are deferred by the FASTER system, which require normal processing by the tax authorities. These deferred claims are needed to be processed immediately as funds worth millions of rupees of every member mill are stuck up, he added. He urged the visiting Chief Commissioner to set up a dedicated cell for processing of all deferred cases with the direction of no pendency for more than one month. In case of staff shortage, he proposed that at least 80 percent of the claimed amount may be sanctioned provisionally to the corporate sector against undertaking. Copyright Business Recorder, 2025

Real-time email, SMS alerts for NCAP violators being developed, says MMDA
The Metropolitan Manila Development Authority (MMDA) is working with the Land Transportation Office (LTO) and telecommunication companies to develop real-time email and short message service (SMS) notifications for violators of the No Contact Apprehension Policy (NCAP). MMDA Traffic Enforcement Group director Atty. Victor Nuñez made the statement on Tuesday in PTV's Bagong Pilipinas Ngayon after the May Huli Ka 2.0 was launched. 'This is also in partnership with the LTO because kapag nag re-renew kayo ng rehistro, you will be required to put your email and contact number para mas madali yung notification sa mga nag violate ng NCAP,' Nuñez said. (This is also in partnership with the LTO because you will be required to put your email and contact number when renewing your car registration to notify NCAP violators easily.) On Monday, the MMDA launched "May Huli Ka 2.0,' a website that will allow drivers to check if they violated the NCAP. Nuñez said the agency is working on a May Huli Ka app so users can have a more compact and accessible option. He added the app would be launched in one to two months. Last week, the MMDA announced that it had begun sending notices to traffic violators. Taxi driver who charged P1,260 for NAIA T3 to T2 faces revocation of license
Transportation Secretary Vivencio 'Vince' Dizon has ordered the revocation of the license of a taxi driver caught in a viral video charging his passengers P1,260 for the fare from the Ninoy Aquino International Airport (NAIA) Terminal 3 to Terminal 2. According to Dizon, he has already ordered the Land Transportation Franchising and Regulatory Board (LTFRB) and the Land Transportation Office (LTO) to revoke the registration of both the driver, and the franchise of the operator. 'Talagang galit na galit ako nung nakita ko. Motu proprio, pinapadalhan ko ng show cause order 'yan, pero sinabihan ko na 'yung LTFRB at LTO — i-revoke na 'yan pareho, lisensya ng driver tsaka 'yung prangkisa ng operator,' he said in a report by Jonathan Andal on GMA's '24 Oras Weekend' on Sunday. 'Hindi ako naniniwalang hindi alam ng operator 'yan. Malamang 'yan, ginagawa na ng matagal 'yan. Ito 'yung first time na nakakita ako ng actual video, pero ang dami nang mga reports na ganyan. Kapag ginawa nila ito ulit at kahit na iba pang mga taxi operator, 'yan din ang mangyayari sa kanila,' he added. (I was really angry when I saw it. This comes as a video circulated online showing that passengers were being charged P1,260 for a trip from NAIA Terminal 3 to Terminal 2. A check on Google Maps shows that the two terminals are 8.4 kilometers away by car, with an estimated travel time of approximately 22 minutes. According to the passenger, they agreed that the driver would follow the taxi meter but they were instead shown a cellphone screen with the amount P1,200. 'Wala kaming kontrata. Sabi niya metro. Ang inexpect namin 'dun, hindi aabot ng P500. Bale ang nabayad namin dun, P1,145 kasama 'yung toll gate. Binayaran namin at nagmamadali, maiiwan ng airplane eh,' she said. (We did not have a contract. He said he'll use the meter. We expected that the fare would not reach P500. We paid P1,145, including the toll gate. We paid as we were rushing, and would have been left by our flight.) The taxi was said to have been under the Taxi Hub Transport. The unit has since been impounded by the LTO, with the driver and operator expected to claim the unit on Monday, June 16. 'Ang Taxi Hub, wala naman kaming binibigay na rate. Sinasabi namin lahat sa mga taxi drivers namin ay bawal mangontrata. Mayroon na po kaming nangyaring ganyan na sinabihan namin, tinanggal namin. Parati naka-update 'yung sa metro namin,' Taxi Hub Transport manager Leonardo Domingo said in the same report. (Taxi Hub does not give out rates. We tell our drivers that contracting is not allowed. We had an incident before where we reprimanded and removed the driver. Our meters are always updated.) Dizon, for his part, called on the public to continue to report drivers charging exorbitant fees, and recommended those who can take transport network vehicle service (TNVS) or ride-hailing applications instead. 'Huwag sila matakot, i-video nila, ipadala nila kaagad, i-tag nila 'yung DOTr at LTO, aaksyunan natin kaagad. Ito lang ang paraan para matakot na itong mga ito na matagal nang sinasamantala 'yung mga kababayan natin,' he said. 'Ako, ang suggestion ko, gamitin na lang muna nila 'yung mga TNVS diyan para hindi sila ma-loko,' he added. (They should not be afraid, take videos and send them immediately, tag the DOTr and LTO. PWD mauled by fellow bus passengers on EDSA
The Department of Transportation (DOTr) has expressed concern after a 25-year-old person with disability (PWD) was ganged up on and allegedly tased by his fellow passengers inside a bus. According to Joseph Morong's report in '24 Oras' on Friday, the PWD reportedly bit passengers inside a Precious Grace Transport bus on EDSA Bus Carousel on June 9. 'Binugbog, kinuyog, yung isang kababayan natin na may kapansanan sa loob ng isang bus, krimen 'yan,' said DOTr Secretary Vince Dizon in a press briefing. (A fellow Filipino with a disability was mauled inside a bus. That's a crime.) 'This is very personal to me. Why? I have a younger brother, my youngest brother has autism. 'It's not easy to understand, hindi madaling intindihin itong kondisyon na 'to (it's not easy to understand this condition),' he added. 'Reactions are triggered by loud noises, by light, by other triggers, pero dapat naiintindihan ito ng mga kababayan natin (but our countrymen should understand this).' In the viral video, the PWD can be heard crying for help after some passengers tried to kick him out of the bus. The DOTr is also investigating whether a taser gun was used on the victim after a sound of an electric shock was heard in the video. Further, the department said that the bus driver and the conductor should be held responsible for the situation. Meanwhile, the Land Transportation Office (LTO) suspended their driver's license for 90 days. The Land Transportation Franchising and Regulatory Board summoned Precious Grace to explain and suspended ten of its units for a month. A hearing on the matter has been set for June 25. However, the bus company's lawyer said that the driver and the conductor took action on the incident. According to the testimony submitted by the driver to the LTO, a passenger reported to him that another passenger was biting people inside the bus. When they reached the Main Avenue station, they immediately reported the incident to the authorities. They sought the assistance of Coast Guard personnel to bring out the PWD passenger. But the authorities failed to do so. The PWD bit another person after the bus was already close to Buendia station, and the incident was reported to the authorities. The driver said that he even told the passengers to stop ganging up on the PWD, but nobody listened to him. 'To my mind, yung driver at saka konduktor, ginawa nila ang responsibilidad nila,' said Alex Verzosa, lawyer for Precious Grace Transport.
