The North Luzon Expressway (NLEX) Corporation will be held liable for the road mishap on Wednesday which killed a 54-year-old passenger after a truck hit the Marilao Interchange Bridge anew, the Department of Transportation (DOTr) said. The incident comes three months after another trailer truck damaged the interchange bridge, severely disrupting traffic along two northbound NLEX lanes. In a Super Radyo dzBB interview on Thursday, Transportation Secretary Vince Dizon said he would push for the waiving of the toll fees in affected areas on NLEX, should motorists experience heavy traffic due to Wednesday's incident. "Ako ay mago-order ngayon sa TRB ngayong araw na sabihan ang NLEX na liable sila doon sa nangyari na naman kahapon. Kasi nakalusot na naman sa Meycauayan exit… itong truck na masyadong mataas. So ibig sabihin niyan, pinalusot 'yan o nakalusot 'yan ng NLEX," Dizon said, referring to the Toll Regulatory Board. (I will order the TRB today to tell NLEX Corp. that it is liable for what happened yesterday. The truck was too high but it managed to pass through the Meycauayan exit again. So that means that the NLEX let the truck pass or it slipped through the company's watch.) "Ito po ay liable ang NLEX diyan and mabigat po ito. At ako ay susulat ngayon through TRB na unang una, kapag 'yan ay na-disrupt na naman ang mga kababayan natin sa biyahe, kasalanan nila 'yan, ipapalibre ko ulit ang toll diyan," he added. (The NLEX is liable and this is a serious offense. And I will write through the TRB that if such an incident disrupts trips of countrymen again, it is their fault, and therefore I will waive the toll fee there again.) Based on the initial investigation of the Marilao police, the trailer truck passed the Meycauayan exit to go back to Malabon, but it hit the interchange bridge on the northbound lane when it arrived in Marilao. A beam from the bridge fell and hit the vehicle behind the truck, resulting in the death of a passenger of an Asian utility vehicle (AUV) and injuries of others, including a two-year-old kid. According to the truck driver, he had no idea that the truck would strike the bridge because he supposedly passes there almost every day when going from Meycauayan to Malabon. The truck driver is now in the custody of Marilao police and will face complaints of reckless imprudence resulting in homicide and serious physical injuries and damage to property. In the incident last March, the truck reportedly exceeded the 4.27-meter limit restriction under the Marilao Interchange Bridge. The Department of Transportation is studying a possible busway for the España Boulevard to Quezon Avenue route similar to the EDSA model. In a Saksi report on Tuesday, DOTr Secretary Vince Dizon acknowledged there is a lack of buses, particularly for students, in the approximately 8-kilometer stretch from Manila to Quezon City and vice versa. He said the DOTr is conducting a feasibility study that is expected to be completed in 2026. Dizon expressed confidence that up to three operational stations of the Metro Manila Subway Project will be operational by the end of President Ferdinand Marcos Jr. 's term. Three of the five major right-of-way issues have been resolved while the remaining two are under discussion. DOTr has also accepted three proposals for the planned Integrated Terminal Exchange for Northern Metro Manila which is expected to be finished in 2028. —RF, GMA Integrated News

The Department of Transportation (DOTr) is eyeing to replicate the EDSA Bus Rapid Transit (BRT) System or EDSA Busway model in other major thoroughfares in Metro Manila, particularly España Boulevard in Manila and Quezon Avenue in Quezon City. 'We need more of those (BRTs),' Transportation Secretary Vince Dizon said at the Economic Journalists Association of the Philippines (EJAP) Infrastructure Forum in Makati City. 'To me, the most viable and the most needed one is España to Quezon Avenue. That is very important. Busway [at] España, Quezon Avenue. That is going to be very viable…That's wide enough for a busway,' Dizon said. The Transportation chief said there are currently no buses serving commuters, especially students, in the España-Quezon Avenue stretch. 'We're doing FS (feasibility study) now,' he said, adding tthat the completion of the study would be 'hopefully next year.' Asked if the España-Quezon Avenue Busway will be operates by the private sector, Dizon said, 'I think we have to do it government muna…then we'll privatize the O&M (operations and maintenance).' Transportation Secretary Vince Dizon on Monday said authorities are seeking to file charges against the operator of the taxi driver who charged his passengers P1,260, after discovering that all taxis under the operator are colorum vehicles. 'Sa may ari ng Taxihub Transport, makakasuhan kayo ngayon kasi pinayagan ninyong lumabas at mamasada ang isang taxi na wala nang prangkisa, na wala na palang authority,' Dizon said in a briefing. (To the owner of Taxihub Transport, you can now be held liable because you allowed a taxi to operate without a franchise, without proper authority.) 'So magpapadala na ng show cause ang LTFRB at kakasuhan sila. At may penalty na 'yan. And posibleng matanggal ang prangkisa nitong si Taxihub Transport. 'Yung buong fleet, ah,' he added. (So the LTFRB will now send a show cause order and file charges. There's already a penalty for that. And it's possible that Taxihub Transport's franchise could be revoked. This covers the entire fleet.) Dizon said the franchise of all 15 taxis under the operator have been expired since March 2025. LTFRB chairperson Teofilo Guadiz III, meanwhile, said he has ordered an executive director to reclaim their license plates. This came after one of the taxis was caught in a viral video charging P1,260 for fare from the Ninoy Aquino International Airport (NAIA) Terminal 3 to Terminal 2. According to Dizon, the license of the driver will be revoked and has been suspended. 'Mensahe ito sa lahat ng taxi driver. Kapag kayo nahuli at na-videohan kayo… ito din ang mangyayari sa inyo. Kaya ang advise ko na lang sa inyo, 'wag niyo na gagawin 'yun. Kasi ito ang mangyayari sa inyo,' he said. (This is a message to all taxi drivers: if you get caught and are recorded on video… the same thing will happen to you. So my advice to you is, don't do it—because this is what will happen to you.) Dizon said he is directing the Land Transportation Office and the Land Transportation Franchising and Regulatory Board to coordinate with the Manila International Airport Authority, the New NAIA Infra Corp., and the Philippine National Police against overcharging taxis at the country's airports and ports. 'And, again, I'm encouraging and asking 'yung mga kababayan natin na gawin 'yung ginawa nung pasahero dito kay Transporthub Taxi na vinideo niya 'yung pang aabuso sa kanya nung taxi driver. So mag clamp down tayo,' he said. (And, again, I'm encouraging and asking the public to copy what the passenger of Transporthub Taxi did, video the abuse of the taxi driver.) GMA News Online asked Taxihub Transport for comment but has yet to receive a response as of posting time. The Department of Transportation (DOTr) has expressed concern after a 25-year-old person with disability (PWD) was ganged up on and allegedly tased by his fellow passengers inside a bus. According to Joseph Morong's report in '24 Oras' on Friday, the PWD reportedly bit passengers inside a Precious Grace Transport bus on EDSA Bus Carousel on June 9. 'Binugbog, kinuyog, yung isang kababayan natin na may kapansanan sa loob ng isang bus, krimen 'yan,' said DOTr Secretary Vince Dizon in a press briefing. (A fellow Filipino with a disability was mauled inside a bus. That's a crime.) 'This is very personal to me. Why? I have a younger brother, my youngest brother has autism. 'It's not easy to understand, hindi madaling intindihin itong kondisyon na 'to (it's not easy to understand this condition),' he added. 'Reactions are triggered by loud noises, by light, by other triggers, pero dapat naiintindihan ito ng mga kababayan natin (but our countrymen should understand this).' In the viral video, the PWD can be heard crying for help after some passengers tried to kick him out of the bus. The DOTr is also investigating whether a taser gun was used on the victim after a sound of an electric shock was heard in the video. Further, the department said that the bus driver and the conductor should be held responsible for the situation. Meanwhile, the Land Transportation Office (LTO) suspended their driver's license for 90 days. The Land Transportation Franchising and Regulatory Board summoned Precious Grace to explain and suspended ten of its units for a month. A hearing on the matter has been set for June 25. However, the bus company's lawyer said that the driver and the conductor took action on the incident. According to the testimony submitted by the driver to the LTO, a passenger reported to him that another passenger was biting people inside the bus. When they reached the Main Avenue station, they immediately reported the incident to the authorities. They sought the assistance of Coast Guard personnel to bring out the PWD passenger. But the authorities failed to do so. The PWD bit another person after the bus was already close to Buendia station, and the incident was reported to the authorities. The driver said that he even told the passengers to stop ganging up on the PWD, but nobody listened to him. 'To my mind, yung driver at saka konduktor, ginawa nila ang responsibilidad nila,' said Alex Verzosa, lawyer for Precious Grace Transport.
