HYDERABAD: The Hyderabad Metropolitan Development Authority (HMDA) is finalising a proposal to implement Land Pooling and Area Development (LPAD) to unlock land potential, deliver planned infrastructure, and promote inclusive urban growth across the Hyderabad Metropolitan Region (HMR).
HMDA will engage a consultancy to draft legislation, rules, and guidelines for LPAD and to implement a pilot scheme. Officials said that despite an existing master plan, its execution, especially of arterial and sub-arterial roads, remains inconsistent. This has resulted in landlocked parcels and unregulated development lacking proper road access, utilities and essential public services.
In many cases, the authority is forced to provide infrastructure after unplanned construction, an approach seen as inefficient and costly.
The present legal framework under the HMDA Act is considered inadequate to support integrated urban development. The proposed LPAD model, based on town planning schemes in Gujarat and Bhubaneswar, allows for equitable land reconstitution, integrated infrastructure provision, and phased release of development plots. HMDA aims to ensure road connectivity across HMR to prevent isolated land parcels.
The authority plans to identify at least 10 potential LPAD sites, each measuring about 5,000 acres. The objectives include a review of all existing legislations, rules and guidelines for LPAD/town planning and local area planning in Telangana.
After preparing concept reports, two projects will be shortlisted for pre-feasibility studies as part of the pilot initiative.

HYDERABAD: After two years of sluggish growth, Hyderabad's real estate sector is experiencing a strong resurgence, said IT and Industries minister D Sridhar Babu at the Times Home Hunt Property Expo on Saturday. He stated that the market had recorded consistent 13% month-on-month growth in property registrations since February 2025. "The real estate sector registered a 15.4% growth in 2024-25, while the construction sector alone contributed 11.97%, adding nearly 80,000 crore to the state's economy," he said. He also noted that in February 2025, 5,900 property registrations were recorded, with 18% of the registered properties priced above Rs 1 crore. Year-on-year transactional growth stood at 6%. The Times Home Hunt Property Expo featured residential and commercial projects from 35 developers across Hyderabad, showcasing around 100 real estate projects focused on smart homes, gated communities, and wellness-oriented townships. 3,000 visitors on first day The two-day expo, which concludes on Sunday, recorded around 3,000 visitors on its opening day. Overall, the event is expected to attract nearly 5,000 footfalls across both days. Entry is free for all homebuyers at the Hitex Exhibition Center. The event is presented by Aparna Constructions, with powered sponsorship from Ramky Estates, My Home Group, and Candeur Constructions. It is held in association with Auro, SRIAS, R-One, and ASBL, while Union Bank of India serves as the official banking partner. Sridhar Babu cautioned homebuyers to remain vigilant due to a rise in property scams. He urged them to verify RERA, HMDA and other approvals, and to carry out background checks on developers before making investments. He recommended that buyers register properties only through the Build Now portal, an initiative by the state govt to streamline approvals and ensure accountability and transparency in the real estate process.

An Abu Dhabi labour court has ordered a company to pay an employee Dh110,400 in unpaid wages after it delayed his start date and did not let him begin work, Khaleej Times reported. The First Instance Court said the amount covered four months and 18 days of salary. The man had signed a fixed-term contract that offered a basic salary of Dh7,200 and a total package of Dh24,000 per month. He filed a case asking for his pay from 11 November 2024 to 7 April 2025. According to court documents, the company kept delaying his start date, leaving him without pay during that period. A representative of the company appeared in court, submitted a defence, and asked that the case be transferred to the proper division. The court found that 'it was clear from the wage report, the employment contract, and the supporting documents submitted through the case management system that the delay in starting work was due to the employer,' Khaleej Times quoted from the ruling. The court also referred to the law, saying employers must pay wages on time. It said that wages are a worker's right and cannot be withheld without clear proof, such as a written waiver. The company argued that the man did not report to work and went on leave. But the court found no proof of this, saying there was no formal investigation into any absence. The man admitted to taking eight days off, which the court deducted from the final amount.
