HMDA invites proposals for Land Pooling and Area Development, with an eye on investments
The Hyderabad Metropolitan Development Authority (HMDA) has started the ground work for local area development and land pooling policy, by inviting proposals for carrying out the same through open tenders on Friday. A request for proposals (RFP) was notified by the urban development body, through which proposals were sought from experienced consultants for Land Pooling and Area Development (LADP). The RFP document has admitted to lacunae in implementation of master plans in the HMDA jurisdiction, particularly with respect to major, arterial and sub-arterial roads, many of which remain unexecuted, resulting in landlocked parcels that are inaccessible for development in a phased manner, the RFP document said. As a consequence, development in many parts of the Hyderabad Metropolitan Region (HMR) has been unstructured, unregulated, and often unauthorised, lacking access to roads, utilities, and essential public services. Due to this, HMDA is often compelled to 'retrofit' the infrastructure in response to unplanned growth, which is inefficient and costly, and also undermines the long-term vision of equitable and sustainable urbanisation. With regard to land pooling, the existing legal framework suffers from limited implementability, lacking the robustness required to support 'large-scale, integrated, participatory and inclusive' urban development initiatives, the RFP document said, listing the concerns HMDA seeks to address through LPAD, put forth as a 'transformative planning and implementation strategy'. It is modelled after successful town planning schemes in Gujarat and Bhubaneswar, and enables equitable reconstitution of land, bundling of trunk infrastructure, and structured release of developable plots, it said. 'This participatory approach ensures that both landowners and the public sector benefit from coordinated urban expansion. A critical objective is to democratise road access across the metropolitan region, ensuring that no parcel remains isolated or excluded from development opportunities. LPAD will also serve as a powerful tool for Master Plan implementation, especially along proposed growth corridors such as Regional Ring Road (RRR) and Radial roads, where Government of Telangana envisions the development of theme-based satellite townships and transit-oriented zones,' the document read. The consultant agency is expected to provide end-to-end support in the rollout of LPAD, including legal, regulatory & implementation framework to function within. The agency should identify at least 10 potential sites of around 5,000 acres each in consultation with HMDA based on the Master Plan, and prepare a concept report for each of these sites. Based on the concept reports, HMDA will shortlist two projects, and the agency should conduct pre-feasibility studies for both the projects. The agency will conduct a reconnaissance survey to assess conditions of the sites, evaluate the sites based on existing land use patterns and permissible activities, conduct proximity analysis to understand the potential for monetising surplus land assets, and estimate the cost of development of infrastructure. It will also undertake a land valuation analysis, and projected post-scheme development values, besides preparing a preliminary financial viability analysis covering projected returns, phasing and risk factors. A market survey to gauge investor sentiment and expectations, and formulation of strategies to attract private investment too are part of the agreement to be signed with the agency. Based on the analytics, HMDA will choose one site out of the two, where the consultant agency will have to conduct a pilot project.

Plan ahead for growing Hyderabad: Emphasises Telangana CS Ramakrishna Rao
Hyderabad, June 20 (UNI) Telangana Chief Secretary Ramakrishna Rao on Friday emphasised the need for proactive planning to meet the growing demands of Hyderabad and its surrounding areas. Addressing officials during a review meeting at Shamshabad Municipality, the Chief Secretary highlighted the importance of efficient civic services like water supply, drainage, street lighting, and property tax collection. He stated that Hyderabad's rapid urban expansion requires local bodies to plan ahead for infrastructure and basic amenities. The review, conducted as per the directive of Chief Minister A Revanth Reddy, focused on improving grassroots governance and service delivery. Following the meeting, the Chief Secretary visited key HMDA projects, including the 85-acre Eco Park at Kothwalguda, Budvel multi-use layout with direct ORR access, and the newly constructed Neopolis trumpet interchange built to AASHTO standards. These infrastructure projects, aimed at improving connectivity and livability, are set to be inaugurated soon by the Chief Minister. UNI VV GNK

Save The Hoarding Industry: Telangana Outdoor Media Owner's Association
Hyderabad: Since 2005 onwards there have been no new hoarding permissions in GHMC limits as per the GHMC records only 2400 numbers was existing. With the 2400 hoardings in GHMC Limits the advertisement tax revenue is nearly 30Cr. Other than Advertisement Tax the GHMC is used to get another 10 CR revenue on leasing the property for the erection of the hoardings by the advt. agencies like us in the Govt Depts HMDA, Water Works, Police dept and etc.… After 2005 the GHMC has expanded its limits but no new hoardings permissions have been issued in the expanded areas. If new permissions are allowed up to total New GHMC (ORR) limits, minimum scope of hoardings should be around 10000 approximately and the Advertisement tax revenue for Govt of Telangana would have been around 250 to 300cr. Before 2020 the registered Advt. agencies are 209 and unregistered agencies are 200 in GHMC limits, and after the GO no 68 brought by the previous Government in 20th April 2020, all the hoardings in GHMC limits were removed, and the Hoarding Advertisement revenue is 0 and 209 registered & 200 un registered agencies are jobless and got bankrupt. After issuing GO MS No 68, other media revenue to GHMC is around 8 to 10 CR (Bus shelters, Metro media, FOBS, Umbrellas) excluding hoardings and due to some legal complications as of now GHMC was not getting the above revenue also. We had executed many advertising campaigns for the last Government and present Government, for many Government welfare schemes and as if now due to unavailability of hoarding media all the corporates and small Business developers are unable to promote their brand value and their products in the city like Hyderabad due to Monopoly and restricted media with higher tariffs. Soon after the Congress Government formed, we the TOMO association gave a representation in Prajadarbar and Chief Ministers Office on 11th Dec 2024, regarding to bring a new advertisement policy with the following media. Small size mono/uni pole hoardings Display size 30'x30', roof top hoardings up to 3rd floor with the display size of 50'x25' and wall drop hoardings maximum 1000sft. With the financial revenue details. In the month of January 2024, the same representation submitted at the commissioner GHMC, and Principal Secretory MA & UD, and Special Secretary to CM, to bring a comprehensive advertisement policy to save the outdoor advertising industry. In the month of Jan-2024 we met Honorable Minister Sri. Ponnam Prabakar, Hyderabad City In charge and discussed about our representation and given him, on the same representation he wrote a letter to the Principal Secretary MA&UD, and after this we met 3 to 4 Honorable Ministers, but still the advertising policy is pending. Soon after announcing the GHMC limits expansion up to Outer Ring Road, we again submitted a representation with full financial details with graphical chart stating that if allows all kind media in GHMC limits the Government may get around 200 to 300 crores advertisement tax as revenue per year. While we are pursuing about the new advertisement policy, on 18th March 2024 the CDMA department issued a circular (ROC No.143551/2020-24/M1) to all the municipalities and ULBS in Telangana stating not to collect any advertisement taxes and not to issue any new permissions, as the Government is going to revise advertisement tax. Immediately after this circular we met the Commissioner and Director of Municipal Administration and given our representation and immediately we got positive response from the Commissioner and informed us that soon we will get new advertisement policy. There after immediately we met the Principal Secretary MA&UD regarding the CDMA Circular and given a representation and discussed about our problem with that circular. From the last 1 year onwards we are regularly pursuing for the new advertisement policy to all municipalities including GHMC. Regarding comprehensive advertisement policy, we met many Honorable Ministers seeking their help, and as the designated portfolio is with Honorable Chief Minister we are trying for his appointment since Jan -2024 onwards, but still, we are waiting for appointment.

New code to untangle building rules
A request for proposal has been issued to select a consultant who will work with HMDA to draft the UDBC, align internal procedures, and improve user-facing processes. The consultant will review Telangana's existing regulations, comparing them with those of other Indian states and select cities in East Asia and Europe, aiming to increase regulatory clarity. The consultancy will include preparation of a comprehensive UDBC, proposing uniform zoning regulations to support mixed-use development, enabling approvals at all levels, and assisting with necessary statutory changes. Improvements will also be made to digital systems such as BuildNow and other procedural reforms. The consultant is expected to examine existing laws, GOs and communications, and provide recommendations on key areas such as setbacks, building heights, road widening, TDR usage, mixed-use development, parking norms, amenities, required clearances and conservation regulations. A detailed comparative analysis will be conducted using the National Building Code, URDPFI guidelines, and relevant regulations from Indian and international cities. The study will also incorporate urban reform initiatives promoted by the Centre and state, such as flexible zoning, simplified land use conversion, liberalised plot regulations and streamlined occupancy certificate issuance.
