Advancing Zero Bureaucracy During an official event in Dubai, His Highness announced the launch of the second phase of the Zero Government Bureaucracy Programme. He highlighted that the first phase had already succeeded in reducing service delivery times by more than 70%, eliminating over 4,000 unnecessary procedures, and saving more than 12 million hours for users. The programme is part of a national effort to provide faster, more impactful government services. Focusing on digital transformation In this next phase, the focus will shift toward eliminating digital bureaucracy. Sheikh Mohammed praised the efforts of over 30 government entities and 690 task teams who streamlined procedures and improved service delivery. He stressed that the UAE aims to achieve a government system free of complexity and long waits, one that delivers real impact in people's lives. National collaboration for leadership in services The event brought together more than 200 senior officials, including ministers and directors general from federal entities. The programme serves as a unifying national framework for all ministries and government bodies, with a strategic goal of positioning the UAE as a global leader in government service excellence. Success of phase one Minister of Cabinet Affairs Mohammad Al Gergawi outlined the significant results achieved in the first phase. These included the removal of over 4,000 unnecessary procedures, the elimination of 1,600 redundant requirements, and a total savings of 12 million customer hours annually. These efforts also saved the government and its customers an estimated AED 1.12 billion each year. Top-performing entities were awarded a total of AED 7 million in recognition of their efforts. Expanding the impact in phase two The second phase will aim to reduce more unnecessary procedures and digitize services further by eliminating digital bureaucracy. It will focus on ensuring round-the-clock functionality of digital platforms, modernizing digital systems, enhancing integration across government entities, and incorporating artificial intelligence to optimize the user experience. Recognition of the Ministry of Justice His Excellency Abdullah bin Sultan bin Awad Al Nuaimi, Minister of Justice, shared the Ministry's journey toward reducing bureaucracy, which earned it the top award for Best Government Team. He highlighted initiatives that helped the Ministry excel in simplifying its services and procedures. Roadmap for the future Mohammed bin Taliah, Chief of Government Services in the UAE Government, explained that Phase Two will enhance intergovernmental cooperation, improve data sharing, and promote innovative joint solutions. It will also adopt leading global business practices to further streamline operations. Engagement with the private sector The event concluded with an interactive session titled "Zero Bureaucracy and the Private Sector." Marwan Ibrahim Haji Nasser, Chairman and CEO of Tadawi Healthcare Group, and Fouad Mansoor Sharaf, Managing Director of UAE Shopping Malls at MAF Properties, discussed how reducing bureaucracy improves private sector efficiency, performance, and service excellence. Background of the Programme Launched in November 2023, the Zero Government Bureaucracy Programme reflects the UAE's leadership vision of enhancing lives, encouraging economic growth, and attracting global talent. The first phase aimed to eliminate 2,000 procedures and cut service processing times by 50%, setting the stage for a government that is faster, simpler, and more future-focused.

The Ministry of Health and Prevention (MoHAP) has rolled out a fully digital system for issuing and attesting sick leave and medical reports, marking a key step in the UAE's Zero Government Bureaucracy Programme. The move is designed to cut transaction times, boost efficiency, and enhance customer satisfaction by allowing individuals to manage sick leave attestations through MoHAP's website or smart app using the UAE Pass. Fees are paid electronically, and the process has been tailored to reduce delays and paperwork. Under the new system, sick leaves of up to five days are attested automatically. Requests for longer periods are reviewed by a medical committee, with decisions issued within one working day. Leaves extending beyond one month require approval from the Supreme Medical Committee, while those between six and thirty days are assessed by a subcommittee. All attestation requests must be submitted within one month of the sick leave being issued. The service covers both private and government healthcare providers and applies to sick leaves issued inside or outside the UAE. For documents from abroad, prior attestation by the Ministry of Foreign Affairs is mandatory. Abdullah Ahli, Acting Assistant Undersecretary for Support Services, said the platform reflects the Ministry's push toward smart, customer-centric healthcare solutions. 'We aim to eliminate procedural complexities and deliver credible, fast-track services,' he said. Ajman, The Department of Land and Real Estate Regulation in Ajman has signed a cooperation agreement with Emirates Auction, the Middle East's leading company specialised in organizing and managing public and online auctions. Under the agreement, Emirates Auction will handle all real estate auctions referred by the Land Department, whether public or online, as part of both sides' commitment to modernising the real estate sector and accelerating the digital transformation efforts in line with the Zero Government Bureaucracy Programme. The signing ceremony took place during the third edition of the Ajman Real Estate Investment Exhibition, which was organised by the Department of Land and Real Estate Regulation under the patronage of H.H. Sheikh Humaid bin Rashid Al Nuaimi, Supreme Council Member and Ruler of Ajman. The agreement was signed by H.E. Engineer Omar Bin Omair Al Muhairi, Director General of the Department of Land and Real Estate Regulation in Ajman, and H.E. Abdulla Matar Al Mannaei, Chairman and Managing Director of Emirates Auction, with several directors and officials from both sides present at the signing. Strengthening Strategic Partnership Under the cooperation agreement, both parties will work to expand the scope of their strategic partnership and strengthen coordination on real estate auctions falling under the jurisdiction and procedures of Ajman's Department of Land and Real Estate Regulation. Emirates Auction will be responsible for organising all auctions referred to by the department, in line with its regulations and guidelines. The company will also be committed to using the latest digital technologies to ensure the efficient and transparent management of auction processes. Innovative real estate services H.E. The UAE is introducing a new 'Digital Wallet' to allow businesses to seamlessly pay for Ministry of Human Resources and Emiratisation (MoHRE) services in the country. The MoHRE, in cooperation with Abu Dhabi Islamic Bank, has launched the 'Digital Wallet' as part of its digital services package aligned with the UAE's strategy for comprehensive digital transformation of government services. The 'Digital Wallet' allows corporate customers to make payments for MoHRE's services and settle fees and financial obligations instantly. UAE MoHRE digital wallet By linking the Ministry with the bank, the wallet offers fully integrated financial services that enhance service efficiency and deliver added value to users. Mohammed Saqr Al Nuaimi, Assistant Undersecretary for Support Services at MoHRE, called on companies to register for the 'Digital Wallet' on MoHRE's platforms via the 'Electronic Wallet Registration for Companies' service. Companies may begin using the wallet for payments upon approval of the registration request by the bank. He added that the launch of the wallet is the first phase of the service, which will be expanded to include multiple bank options in due course. This will support financial inclusion and align with the Ministry's strategy to enhance labour market efficiency, ease of doing business, competitiveness, flexibility and attractiveness – consolidating the country's position as a leading hub for investment and business. He affirmed the Ministry's ongoing efforts to expand digital transformation, further strengthen the integration of the Zero Bureaucracy programmer by connecting with various entities, streamline business operations, and provide a superior customer experience, reinforcing the UAE's leading position in government services, digital transformation, and integrated service delivery. The Ministry of Human Resources and Emiratisation has achieved significant milestones in digital transformation and the integration of artificial intelligence, enhancing its services and solidifying its position as a leader in government innovation, especially after transferring all Ministry operations to FedNet. It also successfully completed more than 34 million smart transactions for customers in 2024, a 59 per cent increase from 2023, and received numerous awards for its efficient, innovative, and integrated approach to eliminating government bureaucracy. Following the completion of its first phase, the Zero Government Bureaucracy Programme achieved a 100 percent completion rate for 52 services in its second phase. This resulted in a dramatic reduction in transaction completion time, from 30 working days to just five, with some services now available instantly, as well as a reduction in the required visits, underscoring the radical digital transformation of government services in the UAE.
