Advancing Zero Bureaucracy
During an official event in Dubai, His Highness announced the launch of the second phase of the Zero Government Bureaucracy Programme. He highlighted that the first phase had already succeeded in reducing service delivery times by more than 70%, eliminating over 4,000 unnecessary procedures, and saving more than 12 million hours for users. The programme is part of a national effort to provide faster, more impactful government services.
Focusing on digital transformation
In this next phase, the focus will shift toward eliminating digital bureaucracy. Sheikh Mohammed praised the efforts of over 30 government entities and 690 task teams who streamlined procedures and improved service delivery. He stressed that the UAE aims to achieve a government system free of complexity and long waits, one that delivers real impact in people's lives.
National collaboration for leadership in services
The event brought together more than 200 senior officials, including ministers and directors general from federal entities. The programme serves as a unifying national framework for all ministries and government bodies, with a strategic goal of positioning the UAE as a global leader in government service excellence.
Success of phase one
Minister of Cabinet Affairs Mohammad Al Gergawi outlined the significant results achieved in the first phase. These included the removal of over 4,000 unnecessary procedures, the elimination of 1,600 redundant requirements, and a total savings of 12 million customer hours annually. These efforts also saved the government and its customers an estimated AED 1.12 billion each year. Top-performing entities were awarded a total of AED 7 million in recognition of their efforts.
Expanding the impact in phase two
The second phase will aim to reduce more unnecessary procedures and digitize services further by eliminating digital bureaucracy. It will focus on ensuring round-the-clock functionality of digital platforms, modernizing digital systems, enhancing integration across government entities, and incorporating artificial intelligence to optimize the user experience.
Recognition of the Ministry of Justice
His Excellency Abdullah bin Sultan bin Awad Al Nuaimi, Minister of Justice, shared the Ministry's journey toward reducing bureaucracy, which earned it the top award for Best Government Team. He highlighted initiatives that helped the Ministry excel in simplifying its services and procedures.
Roadmap for the future
Mohammed bin Taliah, Chief of Government Services in the UAE Government, explained that Phase Two will enhance intergovernmental cooperation, improve data sharing, and promote innovative joint solutions. It will also adopt leading global business practices to further streamline operations.
Engagement with the private sector
The event concluded with an interactive session titled "Zero Bureaucracy and the Private Sector." Marwan Ibrahim Haji Nasser, Chairman and CEO of Tadawi Healthcare Group, and Fouad Mansoor Sharaf, Managing Director of UAE Shopping Malls at MAF Properties, discussed how reducing bureaucracy improves private sector efficiency, performance, and service excellence.

Launched in November 2023, the Zero Government Bureaucracy Programme reflects the UAE's leadership vision of enhancing lives, encouraging economic growth, and attracting global talent. The first phase aimed to eliminate 2,000 procedures and cut service processing times by 50%, setting the stage for a government that is faster, simpler, and more future-focused.

The Ministry is committed to developing and delivering specialised educational programmes that foster children's skills in reading, writing, Emirati values, and national identity from an early age, supporting their educational development in later ensure consistent and effective implementation, the Ministry will provide private schools with instructional frameworks and clear learning outcomes for all three subject areas before the start of the 2025/2026 academic of the guidelines will commence in 2025/2026, supported by advisory visits to private schools. In partnership with local educational authorities, the Ministry will also conduct regular inspections starting from the 2026/2027 academic year to verify compliance with the language will be taught daily to all students for 200 minutes weekly initially (40 minutes per day), increasing to 300 minutes weekly (60 minutes per day) by 2027/2028. Major expansion plan for Burj Khalifa-Dubai Mall Metro Station unveiled
Transport authorities on Sunday launched a major expansion project for the Burj Khalifa-Dubai Mall Metro Station that will increase capacity by more than 5,000 passengers an hour. Dubai's Roads and Transport Authority has joined forces with leading UAE developer Emaar Properties to carry out the large-scale upgrade, to help keep pace with surging passenger numbers amid Dubai's continuing population boom. The number of journeys made at the station – which connects travellers to two popular tourist attractions in Dubai's biggest shopping centre and the world's tallest building – soared from six million in 2013 to more than 10.5 million last year. The scheme will expand the station from 6,700 to 8,500 square metres and enable it to accommodate 12,318 passengers an hour, up from 7,244. The wide-ranging project will feature improvements to entrances and pedestrian bridges to boost access, extending concourse and platform areas, additional escalators and elevators, and separating entry and exit gates to ease passenger movement. The number of fare gates will increase, with more commercial spaces integrated to raise revenue. On track for growth The move comes as ambitious plans to expand the Dubai Metro network gather pace. Sheikh Mohammed bin Rashid, Vice President and Ruler of Dubai, announced this month that work was under way on the emirate's flagship Blue Line project. The public transport master plan is set to transform the north-east of the city, easing traffic congestion and establishing a direct link with Dubai International Airport. The Dh18 billion ($5.17 billion) project – which is to open in 2029 to coincide with the 20th anniversary of Dubai Metro's launch – will include 14 new stations and add 30km to the Metro network, with 15.5km underground. The expansion is part of the Dubai 2040 Urban Master Plan, which has easier commuting among its top priorities, to cater for a fast-growing population. Dubai's Roads and Transport Authority said the Blue Line would connect five principal urban regions of Dubai – Bur Dubai/Deira, Downtown/Business Bay, Dubai Silicon Oasis, Dubai Marina/JBR and Expo City Dubai. When completed, the Metro network will be 131km long and encompass 78 stations served by 168 trains. The number of Dubai Metro passengers is expected to exceed 300 million in 2026 and reach 320 million by 2031, Dubai Media Office has reported. Bolstering Dubai's public transport network is viewed as crucial to efforts to address traffic congestion as the emirate's population increases at a rapid pace. Dubai's population stood at 3.962 million as of Sunday, up from 3.754 million on the corresponding date in 2024.
