The Ministry of Health and Prevention (MoHAP) has rolled out a new digital system to automate the collection of healthcare fines, aiming to boost financial compliance, reduce bureaucracy, and support the UAE's digital transformation goals.
Part of the Zero Government Bureaucracy Programme, the system offers a unified platform that simplifies fine payments, improves task management, and enhances technical support. By fully automating financial procedures, the initiative enables healthcare providers to focus more on patient care while reducing administrative overhead.
Officials say the platform improves data accuracy, accelerates service delivery, and aligns with federal debt collection laws. It also strengthens regulatory compliance across the private healthcare sector, paving the way for a more flexible and competitive environment.
Abdullah Ahli, Acting Assistant Under-Secretary for the Support Services Sector, called the system a 'major advancement in violation management,' noting that it provides a faster and more transparent process for resolving fines. He highlighted the Ministry's broader strategy to build strong public-private partnerships and improve healthcare competitiveness.
Amna Al Mandoos, Head of the Revenue Section at MoHAP, said the system supports national goals under We the UAE 2031 by offering multiple digital payment options, reducing errors, and enhancing customer satisfaction. She emphasized its role in easing compliance and boosting operational efficiency across healthcare facilities.
The initiative marks a key step in MoHAP's wider adoption of emerging technologies to modernize public services and deliver smarter, more sustainable healthcare solutions.

Part of national efforts to create a healthier, safer work environment for labourers during the summer Campaign aims to reach 10,000 workers with field-based medical and educational services in multiple languages Virtual outreach targets 500,000 community members with awareness sessions on heat exhaustion, disease prevention, and workplace safety UAE, Sharjah: The Ministry of Health and Prevention (MoHAP), in collaboration with Sharjah Supreme Council for Family Affairs and a network of strategic partners across the public and private sectors, announced the launch of the 14th edition of the Heat Exhaustion and Disease Prevention Campaign. The initiative will officially begin on July 3 under the slogan 'Your Safety is Our Priority, ' coinciding with the midday work ban period in July and August. The campaign aims to raise health awareness among the public about the dangers of prolonged heat exposure during the summer and to provide outdoor workers with preventive tools to avoid heat-related illnesses. It is part of ongoing national efforts to prioritise human wellbeing in public initiatives and aligns with the UAE's Year of Community. The announcement was made during a press conference held at the Sharjah Chamber of Commerce and Industry, where Mohammed Al Zarooni, Director of MoHAP's Representative Office in Sharjah, and Her Excellency Mona Al Hawai, Chairperson of the Board of Directors of the Friends of Kidney Patients, were joined by representatives from participating government and private entities. This year's campaign will experience a significant expansion in scope and reach. In addition to targeting outdoor labourers, the campaign will now include families, domestic workers, factory employees, and professionals in sun-exposed field roles, such as police officers, municipal inspectors, on-site engineers, and delivery drivers. The campaign will roll out through virtual awareness sessions, SMS campaigns, and on-ground activities across more than nine locations in Sharjah and its Central and eastern regions, aiming to reach the widest possible audience with practical guidance on heat safety and emergency response. Awareness and Field Programs The annual campaign features on-site educational lectures for workers, focusing on the risks and symptoms of heat exhaustion, first aid procedures, and preventive practices to avoid heat-related illnesses. Free medical checkups will be offered, including blood pressure and glucose testing, eye exams, and blood donation drives. In parallel, inspection campaigns will be stepped up across work sites in Sharjah to ensure compliance with the midday work ban, in coordination with the Ministry of Human Resources and Emiratisation. To further support workers, the campaign will include the distribution of personal protective gear, food, and drinking water. Educational competitions will also be held, offering valuable prizes and sun-protection items, while a multi-channel media campaign will run across social media platforms, radio, and television to promote health messages and encourage safe practices. Public-Private Partnerships The drive will showcase the vital role of public-private partnerships in advancing public health as part of a comprehensive national strategy to foster collaboration, facilitate knowledge sharing, and strengthen coordination between sectors. It will support the Ministry's ambitious goals of promoting healthy living across the country by raising awareness among workers through multilingual outreach at key work sites in Sharjah and by delivering on-site health services. These efforts will also contribute to expanding initiatives developed to protect the groups most vulnerable to health risks during the summer months. Campaign partners Partners supporting the campaign include the Ministry of Human Resources and Emiratisation, Sharjah Government Media Bureau, Sharjah Police, Emirates Health Services (EHS), Sharjah Sports Council, Labour Standards Development Authority, Sharjah Municipality, Department of Municipal Affairs, Sharjah Broadcasting Authority (SBA), Prevention and Safety Authority, Sharjah Volunteering Centre, Sharjah Coop, Sharjah Charity International, The Friends of Kidney Patients Association, Emirates Red Crescent, Sharjah Investment and Development Authority (Shurooq), Fast Building Contracting, Al Jaber Optical, Medcare Group, Aster DM Healthcare, Burjeel Specialty Hospital, NMC Hospital, Zulekha Hospital, Life Pharmacy Group and Gaia Healthcare. Community Sustainability Mohammed Al Zarooni, Director of MoHAP's Representative Office in Sharjah, emphasised that the launch of the 14th edition of the campaign, in cooperation with several governments, local, and private sector partners, reaffirms the government's continued commitment to safeguarding workers' rights and ensuring their safety and wellbeing. He noted that the campaign aligns perfectly with international standards adopted by the World Health Organisation (WHO) and supports the creation of healthy work environments. Al Zarooni stressed that social sustainability begins with human health and that protecting workers in high-exposure environments is a strategic priority supporting the sustainable development vision. He stated that the UAE is committed to empowering people and maintaining a balance between workplace demands and public health, especially during summer months that require proactive preventive measures and widespread health awareness about the risks of heat-related illnesses. Al Zarooni added: 'This campaign stems from the Ministry's ongoing commitment to protecting workers' health and strengthening community awareness. Its launch under the umbrella of the 'Year of Community ' showcases the deep sense of solidarity between institutions and individuals in advancing human health and quality of life. We look forward to amplifying the campaign's impact by expanding outreach, offering multilingual services, and integrating workers more fully into the national health and prevention system, while promoting a culture of safety across all work sites.' Human solidarity For her part, H.E. Iman Rashid Saif, Director of the Health Promotion Department at Sharjah Supreme Council for Family Affairs, affirmed that the campaign embodies the values of social responsibility and human solidarity. Saif stressed that protecting human health is a top priority, in line with the directives of H.H. Sheikha Jawaher bint Mohammed Al Qasimi, Wife of H.H. the Ruler of Sharjah and Chairperson of the Supreme Council for Family Affairs, who has long championed the welfare of all segments of society, especially workers whose health and preventive needs are a key concern. Her Excellency explained that the campaign seeks to raise awareness about essential preventive practices, including drinking adequate water, wearing suitable clothing, avoiding direct sun exposure during peak hours, and following nutritional guidance to enhance the body's resilience to heat. These efforts are tailored to encourage the adoption of healthy lifestyles, particularly among workers, and to improve their overall health awareness. The UAE continues to make remarkable accomplishments in the federal housing sector, enhancing its leadership in urban development and social stability, and strengthening its position among the best countries in the world in terms of quality of life. In H1 2025, the UAE Cabinet approved housing decisions for over 1,838 citizens, totalling Dhs1.2 billion as part of the Sheikh Zayed Housing Programme, which has provided assistance amounting to Dhs63 billion since its establishment to date. More than 93,000 Emirati citizens have benefited from this initiative so far, reflecting the country's commitment to empowering Emirati families and providing suitable housing as one of the key pillars of societal stability. In recent years, the programme has witnessed a series of strategic developments that have enhanced the effectiveness of the housing system, accelerated the process of obtaining housing support, and increased customer satisfaction. Additionally, there has been an expansion in partnerships with the banking sector and financial institutions, in line with the country's focus on financial sustainability and innovation in service delivery. Between 2021 and 2024, the programme achieved remarkable results in terms of performance indicators. The time required to obtain a housing support decision was reduced by more than 50%. The percentage of citizens owning homes increased to 91% - a 17% increase compared to 2017, while private sector funding accounted for 76% of the total, confirming the effectiveness of the adopted financial policies. Customer satisfaction surveys also showed that happiness levels regarding housing services doubled today—an increase of 100% compared to 2021—indicating a significant improvement in the efficiency of the government service system. In this context, the UAE Cabinet has approved a new financing policy for the Sheikh Zayed Housing Programme extending until 2041. The policy aims to issue 40,000 housing support decisions, divided into four phases. The first phase includes the issuance of 13,000 decisions at an estimated cost of Dhs11.5 billion, effectively doubling the number of annual decisions compared to previous years. This comes as part of the country's efforts to enhance resource sustainability and improve the efficiency of public spending. The new policy is based on an integrated model between the federal government and national banks, contributing to reducing the financial burden on the public treasury while providing flexible financing alternatives for citizens. Additionally, the Ministry launched several regulatory initiatives in cooperation with the Central Bank of the UAE to address challenges associated with implementing the new policy. These include the 'Flexible Loan,' which allows citizens to obtain housing finance that aligns with their financial capabilities, with the possibility of benefiting from the finance gap for up to four years. Another initiative is the 'Reuse of Housing Assistance Value,' enabling citizens to re-utilise the assistance in case their living conditions change. Moreover, the policy includes an 'Exemption of Retirement Contributions from Total Salary,' which enhances the process of assessing monthly income and expands opportunities for obtaining housing support. As part of the government's efforts to streamline procedures, the Ministry launched the 'Manzili' bundle, which was recognised in the Zero Bureaucracy Awards as the Best Team across the UAE Government in the 'Impact on People's Lives' category. The package contributed to reducing the number of entities a customer must deal with from 11 to just one, the number of procedures from 14 to three, and the required documents from 10 to just one. This was made possible through integration and coordination with 28 partner entities, resulting in saving over 9 million working hours, reducing fuel consumption by 55,000 liters, and cutting carbon dioxide emissions by approximately 586,000 kilograms—based on calculations for an estimated 5,000 users annually. The Ministry also launched the national platform 'Darak' as a unified window for offering advisory services and construction packages to citizens. This was done in collaboration with the Ministry of Possibilities, the Social Solidarity Fund for Ministry of Interior employees, and local housing programmes. In a new achievement that reflects the UAE's global standing in the housing sector, the country won the presidency of the General Assembly of the United Nations Human Settlements Programme (UN-Habitat) and secured membership in its Executive Board. This recognition strengthens the UAE's role in supporting international efforts in housing and sustainable urban planning. UN-Habitat is an international UN agency headquartered in Nairobi, the capital of Kenya. It works towards a better urban future, with a mission to ensure adequate shelter for all by promoting the sustainable development of human settlements in social and environmental dimensions. UN-Habitat includes a membership of 193 countries from around the world. Suhail bin Mohammed Al Mazrouei, Minister of Energy and Infrastructure, said, 'Thanks to the directives of the UAE's wise leadership, the country continues to achieve significant milestones in the housing sector. The housing support decisions, during the first half of 2025, reflect the country's unwavering commitment to providing suitable housing for citizens, as it represents a fundamental pillar in the path of comprehensive development.' He added, 'These remarkable achievements are the result of a strategic vision in which government efforts are integrated with the banking sector under the new funding policy, aimed at empowering Emirati families, enhancing quality of life, and ensuring resource sustainability.' He pointed out that the Ministry, in the coming phase, aims to develop innovative housing projects that align with future needs, reinforce principles of sound financial management, and redefine traditional concepts of homeownership—contributing to improved quality of life, family stability, and the social and economic growth of the nation. For his part, Eng. Mohamed Al Mansouri, Director-General of Sheikh Zayed Housing Programme, emphasised that these achievements reflect the forward-looking vision of the wise leadership, which places people at the heart of development plans. He noted that the programme is a fundamental pillar in empowering and stabilising Emirati families. He said, 'We continue working to develop a flexible and innovative federal housing system that integrates government and private sector efforts, aligns with citizens' aspirations, and enhances the UAE's global competitiveness in quality of life and urban development indicators.'
