Protests in Imphal after mentally-challenged man killed over theft claims
Widespread protests erupted in Manipur's Imphal West district after police confirmed the brutal killing of Chesam Abdul Kadir, a 34-year-old man with mental disabilities who had gone missing last week. His decomposed body was exhumed from a riverbank on Tuesday, triggering public outrage and demands for had been missing since June 11 and was reportedly assaulted on suspicion of theft before being handed over to members of Arambai Tenggol, a Meitei family strongly denied the theft allegation, stating that Kadir was intellectually challenged and registered with both the Government of India's Unique Disability ID (UDID) and the Manipur Social Welfare Department, which had certified him as 65% mentally disabled. "He barely spoke to anyone except our parents. He couldn't even speak clearly," said Mohd Farooq Chesam, the deceased's cousin. "On the night of June 10, he left home. CCTV footage later showed him crossing Paobitek Mayai Leikai late that night. We later learned he was assaulted about 3 km away and handed over to Arambai Tenggol Unit-23. That man was Abdul Kadir."A missing person report was filed at Wangoi Police Station on June 11. The family was informed of his death only on June 17, when police notified them about a body buried near the Nambul River. "Assistive Devices Worth ₹21.27 Lakhs Distributed to 93 Differently-Abled Persons in Gadwal".
Gadwal: District Collector B.M. Santhosh emphasized that differently-abled individuals should fully utilize the welfare schemes provided by the Central and State Governments. He stated that inclusive development and empowerment of every individual with disabilities is a key priority of the government. On Friday, a distribution event was held at the IDOC meeting hall under the aegis of the Department of Women, Child, Senior Citizens, and Differently-Abled Welfare, in collaboration with the Central Government. As part of the initiative, 114 high-tech assistive devices worth ₹21.27 lakhs were distributed to 93 eligible beneficiaries from the district through the Artificial Limbs Manufacturing Corporation of India (ALIMCO). The devices were handed over by Gadwal MLA Bandla Krishna Mohan Reddy and District Collector Santhosh. Speaking on the occasion, the Collector said that the government is always ready to listen to and address the issues faced by differently-abled citizens. He recalled that a special camp was held on September 28 in Gattu mandal, where eligible beneficiaries were identified, and the required assistive aids were prepared and now provided. The initiative was carried out with the support of ALIMCO, a Government of India enterprise. He also highlighted various ongoing welfare programs for persons with disabilities (PwDs), such as: ₹4,000 monthly pension 4% reservation in government jobs Financial subsidies UDID cards for nationwide access to facilities He urged all differently-abled individuals to avail themselves of these schemes confidently and move forward with self-reliance. The distributed equipment included: 28 standard tricycles 35 battery-operated tricycles 7 wheelchairs 8 walking sticks 4 crutches 16 BTE (Behind-The-Ear) digital hearing aids with zinc-air batteries 12 TLM kits 2 accessible canes (Sugamya Canes) 2 smartphones equipped with screen readers MLA Bandla Krishna Mohan Reddy, speaking at the event, reiterated the commitment of both the Central and State Governments to the welfare of the differently-abled. He acknowledged ALIMCO's role in supplying the much-needed equipment and assured continued efforts to provide more opportunities and support in the future. The program was attended by Additional Collectors Lakshmi Narayana and Narsinga Rao, District Welfare Officer Sunanda, ALIMCO representative Sunita Das, and several beneficiaries along with their families. This initiative reflects the government's inclusive approach toward social welfare and its commitment to ensuring dignity, accessibility, and equal opportunity for all.

Caregiver support scheme likely for those with benchmark disabilities
New Delhi: To help persons with benchmark disabilities having serious mobility issues, Delhi govt is working on a proposal to provide them with financial assistance to avail themselves of the services of caregivers. Tired of too many ads? go ad free now Delhi social welfare minister Ravindra Indraj Singh told TOI that his department was working on a scheme and would soon bring a proposal before the council of ministers for its approval. "The project was discussed in the cabinet once. We will finalise the proposal soon and place it before the council of ministers again for approval," Singh said. The minister added the kin of persons with a benchmark disability of 80% or more would be provided with financial assistance, benefitting nearly 1,000 families. The department will soon conduct a survey on the number of people who will get the aid. Though the exact amount of the aid was yet to be finalised, the minister said, it could be around Rs 5,000. Delhi govt currently provides a monthly pension of Rs 2,500 to the disabled, but this amount is often too little for people from disadvantaged sections. Persons with benchmark disabilities are those who have not less than 40% of a specified disability, as per the disability certificate or the UDID card. There are 21 disabilities categorised, including locomotor disability, intellectual disability, mental illness, autism spectrum disorder, cerebral palsy, muscular dystrophy, among others.

Special Disability Certificate Camps Scheduled Throughout June at Gadwal District Hospital
Gadwal: The District Rural Development Officer, Mr. Narsinga Rao, has announced that special medical camps are being organized throughout the month of June at the District Government Hospital to issue new disability certificates and renewals for eligible persons with disabilities. These camps will be held every Tuesday, Wednesday, Thursday, and Friday during the month of June. Eligible individuals must pre-book their slots through MeeSeva centers before attending the camp. Those with confirmed bookings are instructed to appear on the scheduled date with all relevant medical reports, newly taken X-rays, and their UDID (Unique Disability ID). Failure to produce the required documents will lead to disqualification. Mr. Narsinga Rao further informed that the disability certificates will be issued on the same day to those who attend with complete documentation. The schedule for the camps is as follows: Tuesdays (June 3, 10, 17, 24): For individuals with visual impairments Wednesdays (June 4, 11, 18, 25): For those with physical disabilities Thursdays (June 5, 12, 19, 26): For individuals with both physical and mental disabilities Fridays (June 6, 13, 20, 27): For individuals with hearing and speech impairments The initiative aims to streamline the certification process and ensure timely support for differently-abled individuals in the district.

What tax benefits are available for parents of autistic children?
My son is autistic and his UDID card mentions 25% disability. What tax benefits am I eligible for? Is it true that the clubbing provision doesn't apply to special children? Since your son is diagnosed with autism, you are entitled to claim a fixed deduction of ₹ 75,000 per year under Section 80DD of the Income Tax Act. This deduction covers expenses related to medical treatment (including nursing), training, and rehabilitation of a dependent with a disability. Importantly, in the case of autism, the 40% disability threshold does not apply to claim this deduction. You will, however, need a valid medical certificate issued by a neurologist or a civil surgeon/chief medical officer at a government hospital, which must be filed using Form 10IA before filing your income tax return. If your son's condition is classified as a severe disability (more than 80%), the deduction increases to ₹ 125,000 per year. As for your second query, yes, you are correct—the clubbing provisions under the Income Tax Act do not apply in the case of a minor child with a disability as defined under Section 80U. Since autism is included in this definition, any income your son earns will not be clubbed with your income. This provides a significant financial planning advantage. Regarding estate planning, you can consider creating a special needs trust for your son's future. This can be done either: During your lifetime (an inter vivos trust), or Through your will (a testamentary trust, which takes effect after your passing). The trust deed should clearly outline the purpose of the trust, the appointed trustee(s), and how the funds are to be managed and utilised for your son's care. As long as the trust is set up specifically for the benefit of a dependent with a disability, any property or funds received by the trust will be exempt from tax. The most critical part of this process is identifying a trustworthy and capable trustee who can ensure your child's well-being and financial security over the long term.
