Caregiver support scheme likely for those with benchmark disabilities

New Delhi: To help persons with benchmark disabilities having serious mobility issues, Delhi govt is working on a proposal to provide them with financial assistance to avail themselves of the services of caregivers.

Delhi social welfare minister Ravindra Indraj Singh told TOI that his department was working on a scheme and would soon bring a proposal before the council of ministers for its approval. "The project was discussed in the cabinet once. We will finalise the proposal soon and place it before the council of ministers again for approval," Singh said.
The minister added the kin of persons with a benchmark disability of 80% or more would be provided with financial assistance, benefitting nearly 1,000 families.
The department will soon conduct a survey on the number of people who will get the aid. Though the exact amount of the aid was yet to be finalised, the minister said, it could be around Rs 5,000. Delhi govt currently provides a monthly pension of Rs 2,500 to the disabled, but this amount is often too little for people from disadvantaged sections.
Persons with benchmark disabilities are those who have not less than 40% of a specified disability, as per the disability certificate or the UDID card. There are 21 disabilities categorised, including locomotor disability, intellectual disability, mental illness, autism spectrum disorder, cerebral palsy, muscular dystrophy, among others.

The initiative was led by Dr Anjana Ravindranath, head of emergency at Manipal Hospital, Jayanagar. The hour-long session focused on teaching residents how to help an individual experiencing a cardiac arrest using CPR techniques. Priya Shenoy, 48, a resident who works as an ayurvedic doctor, says they were taught how to identify and handle such a situation using a dummy model. 'The safety protocols to perform chest compressions and mouth-to-mouth CPR were also discussed,' she says. Residents learnt about the 'Good Samaritan law', which legally protects people performing CPR, in case strong chest compressions lead to the patient suffering a rib injury. They were also advised to use CPR masks to prevent transmission of infections while still allowing airflow during mouth-to-mouth CPR. 68-year-old Shobha Gandhi also attended the session along with her husband. She expressed difficulty in kneeling down to perform traditional CPR, having undergone bilateral knee surgery. The doctor and team suggested she could help by guiding another person to do it. 'They explained how to respond if the patient is choking or suffering from a seizure, and advised us to keep emergency medicines like Ecosprin ready for those at risk of heart attacks,' she says. An AED can cost Rs 50,000 to Rs 2 lakh, and the person using it requires training. Apollo Hospital in Seshadripuram has worked with complexes like Jains Aashraya on Bannerghatta Road, and ETA Gardens in Majestic, to conduct these sessions. Ajmera Infinity in Electronics City worked with Fortis Hospital to conduct a CPR training session in May. 'Residents, especially senior citizens, actively participated in this session, making it one of our successful initiatives,' says Sony K, member of the management committee. Three years ago, Prestige Shantiniketan in Whitefield conducted a CPR training workshop in collaboration with Aster CMI Hospital in Hebbal. Kinder Hospital has engaged in conducting a similar workshop with SLV Apartments in Avalahalli. Uttarakhand CM Dhami announces India's first Yoga Policy in Gairsain

Dehradun, Chief Minister Pushkar Singh Dhami on Saturday announced a Yoga Policy for Uttarakhand on the occasion of 11th International Yoga Day making it the first state in the country to frame such a policy. Making the announcement in Uttarakhand's summer capital Gairsain in the presence of a host of foreign dignitaries, Dhami said the policy is aimed at developing the state into a global wellness destination. The chief minister said that a subsidy of up to Rs 20 lakh would be given under this policy for establishing yoga and wellness centres besides a grant of up to Rs 10 lakh for research in the field of yoga, meditation and naturopathy. Under the Yoga Policy 2025, which is the country's first, Dhami said that his government is determined to establish five new yoga hubs in Uttarakhand by 2030. By March 2026, the availability of yoga services will also be ensured in all AYUSH Health and Wellness Centers in the state, he added. Live Events The chief minister also announced that two spiritual cities, one each in Kumaon and Garhwal regions of the state, would be developed under the policy. "Making Uttarakhand the global capital of yoga and wellness is our commitment," he said. Describing yoga as a natural system of healing, Dhami said it establishes complete harmony between the mind, soul and body. "Yoga keeps our body healthy and provides inner peace, mental balance and spiritual stability to human life. Yoga helps in reducing stress. With various yoga asanas and pranayama, the body and mind can be freed from stress. Apart from increasing the concentration of the mind, yoga also releases positive energy in life," he said. The chief minister released a booklet on the state's Yoga Policy. He also planted an apple sapling in the Vidhan Sabha premises at Bhararisain in Gairsain under the program "Ek Vriksha, Yoga Ke Naam". The Uttarakhand government will soon establish one Spiritual Economic Zone each in Garhwal and Kumaon divisions to promote ayurveda and naturopathy, yoga and spiritual tourism in the state. We are going to establish two new cities in the mountainous areas of the state which will establish the state's special identity on the global map by becoming the center of yoga, ayurveda and spirituality, said Dhami. Eminent spiritual gurus, yogic experts and institutions working in the field of wellness from all over the world will be invited to the two cities, he added. The chief minister said apart from being the summer capital, Gairsain (Bhararisain) is also a centre of rich cultural heritage and amazing natural beauty. A collective yoga practice done with the representatives of eight friendly nations at the event will prove to be an important step towards making Devbhoomi Uttarakhand the global capital of yoga and spirituality, he added.
