University student pleads guilty to sexually assaulting his eight-year-old cousin in Sungai Buloh

KLANG, June 19 — A local university student pleaded guilty in the Sessions Court here today to three charges of physical sexual assault against a girl who is his cousin in 2023 and 2025. Based on two charges, the 19-year-old man committed physical sexual assault against an eight-year-old girl on March 2 and 3 this year at a house in Sungai Buloh, Selangor. For the third charge, he was also accused of committing the offence of physical sexual assault against the victim at the same house on September 10, 2023. All the offences were charged under Section 14(a) and 14(d) of the Sexual Offences Against Children Act 2017, and if convicted, the accused can be sentenced to imprisonment for not more than 20 years and can be whipped. Previously, Deputy Public Prosecutor Nur 'Ayuni Jamri requested a new date for the preparation of a social report from the Department of Social Welfare (JKM) considering that the accused is a young offender, in addition to being used as case facts and for sentencing. Nur 'Ayuni did not propose any bail due to the accused having a familial relationship with the victim, but suggested RM15,000 if the court allows it, with the additional condition of not disturbing any witnesses. The accused, who was not represented by a lawyer, in his mitigation, requested that the bail amount be reduced because he regretted his actions, was unemployed, and was still being supported by his father. 'This is my first mistake. I realise that I made a mistake. Previously, when I was detained for less than a month, I took that time to reflect on what I had done and repented. 'I am the eldest child and have the responsibility as an older brother to set a good example for my younger siblings. I request a reduction in the bail,' he said. However, Judge Siti Aminah Ghazali set the bail amount at RM8,000 and August 20 as the sentencing date. In a separate case in the same court, a 37-year-old lorry driver was sentenced to 10 years in prison and 20 strokes of the rotan after pleading guilty to raping his daughter last year and on May 17. The court also ordered the defendant to undergo counselling and police supervision for two years after completing the sentence. According to two charges, the lorry driver was accused of raping his biological child on November 10, 2024, and May 17, 2025, when the victim was 10 and 11 years old respectively, in a house in Meru, Klang. The man was charged under Section 376(3) of the Penal Code, which provides for a prison sentence of not more than 30 years and not less than 10 strokes of the rotan, upon conviction. The case was handled by Deputy Public Prosecutor Nurul Jannah Aimi while the accused was not represented by a lawyer. — Bernama

Khyber-Pakhtunkhwa's Minister for Social Welfare, Zakat, Ushr and Special Education, Syed Qasim Ali Shah, has termed the provincial budget for 2025-26 as people-friendly and surplus, stating that the provision of facilities to the public has been given top priority. He said that it is a balanced budget in which comprehensive measures have been proposed for the improvement and development of all sectors. He expressed these views in a press statement. He further said that the budget allocated for the departments of Zakat, Ushr, Social Welfare, and Special Education has increased by 135%, bringing the allocation to Rs19.11 billion. The government has also outlined major projects for special children. Under a key project, centers for children affected by autism will be established at the divisional level at a cost of Rs1.2 billion. Similarly, five new campuses of the "Zamung Kor" institution are being set up for the care and upbringing of orphaned and underprivileged children, with Rs600 million allocated for this initiative.

KILTEALY-BALLINDAGGIN Safe Route to School Wexford County Council proposes to undertake construction of footpaths and pedestrian crossings on the R702 in Kiltealy village. The proposed scheme will include a new footpath, Pedestrian crossings, placemaking including landscaping and street lighting in front of Kiltealy school and extending to the village centre. The plan also includes a bus shelter outside the cemetery. In 2024 the school shared the SRTS travel survey to request feedback on road safety issues around the school especially at drop off and collection times. The survey had a 97.9% response rate. 84.2% of respondents surveyed agreed that road safety is a problem around the school. 100 respondents would support work at the front of the school to improve student safety, putting pedestrians and cyclists first. 98.2% of respondents would support works that improve walking and cycling to school. 21% indicated that they live within 1 km of the school. More than 900 schools applied and were accepted on to the programme. Kiltealy was one of the schools selected in round 2. This proposed scheme will be a great improvement overall to Kiltealy village, but especially for the safety of children and adults alike. ASSAM: Five years ago, South Salmara-Mankachar, a Muslim-majority district on Assam's Bangladesh border, faced a significant challenge: only 47% of women were delivering in medical facilities. For many, childbirth remained a risky affair at home, far from healthcare assistance. Today, that figure has surged to 89% and home deliveries have dropped sharply from 5,638 in 2021-22 to just 820 in 2024-25. This dramatic turnaround is a testament to the power of collaboration and community engagement. A unified approach The shift in delivery practices reflects a broader improvement in maternal and newborn health. District officials attribute the change to a united effort across various departments, once working in isolation. The Health Department, in partnership with Education, Social Welfare, and Women & Child Development, combined resources and strategies to improve healthcare access. This collaboration brought health workers, teachers and Anganwadi workers together to engage local communities through village meetings, urging families to choose institutional deliveries. Strengthening healthcare infra One of the key interventions was the improvement of local healthcare infrastructure. Ayushman Arogya Mandirs, which offer essential services, were revived with stable electricity connections, ensuring they operated round-the-clock. Labour rooms were re-equipped and ten new in-house laboratory rooms were set up across the district, bringing diagnostics closer to the people. This reduced one of the main barriers to maternal care in rural areas. Furthermore, early antenatal care (ANC) saw significant growth. ANC registrations increased from 59% in 2022-23 to 85.3% in 2023-24. Postnatal care compliance also improved from 63% to 79%, surpassing the state's average. These advancements in healthcare access have led to better maternal outcomes, including timely risk detection and improved preparedness for delivery.

Delhi Minister Ravinder Indraj inspects under-construction facility for persons with disabilities in Narela

New Delhi [India], June 6 (ANI): Ravinder Indraj, the Delhi government's Minister of Social Welfare, SC & ST Welfare, Cooperative, and Election, inspected the under-construction building for mentally challenged individuals in Narela on Friday. According to a release, Minister Indraj was accompanied by PWD and Social Welfare Department officials. Ravinder Indraj stated that the campus is being developed in accordance with the needs of persons with disabilities. Once completed, individuals currently residing in overcrowded shelter homes like Asha Homes in Rohini will be relocated here. According to the release, the building, located within the Nursing College Hostel premises and the Primary Urban Health Centre campus in Narela, will accommodate 220 differently abled residents. It is expected to be operational within three months. The Social Welfare Minister instructed that the campus must be fully disability-friendly, the construction should be of high quality, there must be no encroachment around the premises, and ambulance movement should not face any obstruction. The Delhi Minister also stated that multiple facilities are being developed across the city-state for persons with disabilities. Once the facilities in Mamurpur and Dallupura are completed, it will significantly improve access to services, safety, and healthcare for the differently-abled. On World Environment Day, Delhi Chief Minister Rekha Gupta recently announced that 280 electric buses will be added to the city's fleet by 2027 as part of a new electric vehicle (EV) policy. Speaking to ANI, Delhi Chief Minister Rekha Gupta said that the Delhi government plans to add 280 electric buses by 2027. 'We have decided to give 280 electric buses to Delhi. By 2027, the whole fleet of buses the Delhi government provides will be electric. We are also bringing in a new EV policy,' she said. CM Gupta praised the new buses, calling them a tremendous asset for Delhi and highlighting their high comfort level and security features. 'These buses are a tremendous asset for Delhi. This is a highly comfortable bus. Cameras and a panic button have been installed inside the bus. The buses have a low floor and are air-conditioned,' the Delhi CM said. (ANI)
