Release White Paper on funds allocated to KKRDB, BJP tells Congress govt.

BJP spokesperson Sudha Halkai has urged the State government to release a White Paper on the funds allocated for Kalyana Karnataka region Development Board (KKRDB) and those spent for the development of Kalyana Karnataka region. Addressing presspersons here on Monday, Dr. Halkai accused Chief Minister Siddaramaiah of making false statements on funds allocated to KKRDB. Mr. Siddaramaiah, in his speech after laying foundation stone for various projects of Arogya Avishkara scheme under KKRDB in Yadgir on Saturday, claimed that the Congress-led government has allocated and released a whopping sum of ₹1,300 crore for the board since 2023. 'In order to substantiate his claim, Mr. Siddaramaiah has to come out with a White Paper on the total funds released to KKRDB during the last two years,' she added. Rejecting the constitution of a committee chaired by Govind Rao to assess backwardness of taluks and to look into the reasons for regional imbalance, Dr. Halkai termed the measure a mere delaying tactic adopted by the Siddaramaiah-led government and urged the State government to continue to allocate funds for the development of backward regions as per the Nanjundappa Committee's recommendations. Expressing displeasure over the SSLC results of Kalaburagi district during the last academic year, Dr. Halkai said that the district slipped to the last position in the State despite spending a sum of ₹652 crore for improving the SSLC exam performance in seven districts of Kalyana Karnataka under the Akshara Avishkara programme by KKRDB.

Expert committee on education in Kalyana Karnataka submits interim report

The eight-member committee formed by the State Government to improve the educational scenario in the Kalyana Karnataka region submitted its interim report in Kalaburagi on June 9. The committee will submit its final report tentatively in the first week of September 2025. In its interim report, the committee has made major recommendations in three categories, including Immediate short-term recommendations to be implemented in the 2nd and 3rd examinations of this academic year and the next year; the short-term recommendations to be implemented by the 2025-26 academic year; and the medium-term recommendations to be executed in the next three-year period (2025-28). In immediate short-term recommendations, the committee suggested Additional classes in schools with less than 40% results Marusinchana and Kalikasare-based teaching Procuring the workbooks immediately Focusing on low performing subjects Continuous assignments to improve writing skills Weekly reports on activities, assignments, valuation and performance on each student End-to-end action to be taken by authorities (Deputy Director for Public Instructions) Teaching and learning interventions should begin from class 8 Adopting innovative methods, teacher accountability and community participation In short-term recommendations, the committee advised Improve the monitoring and supervision mechanism by establishment additional block education offices (BEOs) Establish 14 new BEOs in addition to 34 existing BEOs Fill up teacher vacancies Continuation of Akshara Avishkara scheme by establishing a project management unit for the programme The medium-term recommendations include Better positioning of existing government schools Establishing new 200 Karnataka Public Schools in the next two years Focus on increasing student enrolment, transition rate Check drop-outs at secondary level Improve learning outcomes The interim report stressed on initial assessment at the beginning of the school in June to diagnose students' grade specific learning abilities. BEOs should fix school specific targets and entrust the accountability to achieve targets. The report observed that capacity building of teachers should be a continuous process, reducing the non-academic workload on teachers, improving teaching-learning skills in English language, and improving learning and writing skills in Kannada language. The committee is led by economist Chaya Degaonkar. The members are Abdul Qadeer, Mallikarjun M. S., Fr. Francis Bashyam , Rudresh S., N.B. Patil, Yeshwanth Harsur and Ngabai B. Bulla.

BJP spokesperson Sudha Halkai has said that Rural Development and Panchayat Raj Minister Priyank Kharge, who is Kalaburagi district in-charge minister, is responsible for the poor performance of the district in SSLC results this year. Addressing a press conference here on Sunday, Dr. Halkai said that the district stands 35th in SSLC, the last position, in the State with only 42 out of the 100 students passing the examination. Dr. Halkai attributed the poor result to shortage of teachers. Questioning the State government's credibility in improving the quality of education, Dr. Halkai said that 34.83% of posts of teachers are vacant in high schools and 38.02% of posts are vacant in primary schools in Kalaburagi division. She asked what prevented the State government from filling the vacant posts of teachers in primary schools and high schools. Though the Kalyana Karnataka Region Development Board (KKRDB) has allocated ₹652 crore, 25 % of its funds, for Akshara Avishkara programme for improving SSLC performance, the region has continued to perform dismally, she added. Lack of quality education is the reason behind dismal performance in SSLC exam, she reiterated and suggested that Mr. Kharge focus on improving the district rating in the education sector, instead of poking his nose into the functioning of the BJP's Central leadership on each and every issue.

Dalit Sene moves Lokayukta against ten PDOs alleging misappropriation of funds

Members of Dalit Sene have lodged a complaint with Karnataka Lokayukta against Panchayat Development Officers (PDOs) of ten gram panchayats alleging large-scale embezzlement of funds was detected in Rural Development and Panchayat Raj Department in Kalaburagi district. Sene State president Hanumant Yelasanghi, addressing press persons here on Saturday, accused that financial irregularities to the tune of ₹ 10.35 crore have been detected in the purchase of equipment at gram panchayats without inviting tenders or obtaining competitive quotations from different vendors or firms. On April 25, a complaint was lodged with Lokayukta against Prakash Babu Gonsagi, PDO of Kellur gram panchayat in Jewargi taluk; Bheemaraya-PDO of Malli gram panchayat in yadrami taluk; Ningappa Kembhavi- PDO of Tonasanahalli gram panchayat at Shahabad taluk; Ravi-PDO of Malkhed gram panchayat in Sedam taluk; Prema-PDO of Gotur gram panchayat in Kalgi taluk; Shravankumar-PDO of Kadabur gram panchayat in Chittapur taluk; Megha-PDO of Mannur gram panchayat in Afzalpur taluk; Shantappa-PDO of Karchakhed gram panchayat in Chincholi taluk and Ramesh-PDO of Hodaloor gram panchayat in Aland taluk of Kalaburagi district. Each PDO has swindled funds ranging from ₹82 lakh to ₹1.45 crore, Mr. Yelasanghi alleged, and accused the Zilla Panchayat Chief Executive Officer of having turned a blind eye to such huge corruption and failing to take any action against these officials. Holding Rural Development and Panchayat Raj Minister Priyank Kharge accountable for large-scale irregularities and corruption in the department, Mr. Yelasanghi alleged that the misutilisation of funds had taken place under Mr. Kharge's nose in his own department, adding that the RDPR department is neck-deep in corruption in Kalaburagi district. SSLC results Expressing his displeasure over the SSLC results of Kalaburagi district this year, Mr. Yelasanghi said that the district has stood in the last position in the State despite spending a sum of ₹652 crore for improving the SSLC performance under the 'Akshara Avishkara' programme by Kalyana Karnataka Region Development Board (KKRDB). Though the board was spending around ₹100 crore for each district of Kalyana Karnataka region exclusively for the Education sector, the SSLC performance in the region failed to meet expectations, and the infrastructure facilities of schools continue to be pathetic, he alleged.

SSLC results: Kalyana Karnataka districts continue to maintain bottom rungs in ranking grid

Once again, the seven districts of Kalyana Karnataka recorded a disappointing performance in the SSLC examination, occupying the lowest ranks on the State's results grid. Of the bottom seven districts, six belong to the Kalyana Karnataka region, while the seventh, Vijayapura, from the Kitturu Karnataka region, ranked 34th, just one place above the last. Minister for Primary and Secondary Education, Madhu Bangarappa, announced the SSLC results in Bengaluru on Friday. Kalaburagi district, regarded as an educational hub in the region with several reputed institutions, has slipped to the bottom—35th rank—with a pass percentage of just 42.43%, far below the state average of 66.14% and significantly behind Dakshina Kannada, which topped the list with 91.12%. Kalaburagi's decline has been consistent over the past three years, dropping from 29th place in 2023 to 34th in 2024, and now 35th in 2025. Following Kalaburagi, Vijayapura ranked 34th with a pass percentage of 49.58%, Yadgir 33rd with 51.60%, Raichur 32nd with 52.05%, Bidar 31st with 53.25%, Koppal 30th with 57.32%, and Ballari 29th with 60.26%. A bright spot for the region is Vijayanagara district, which showed marked improvement, rising from 27th rank last year (65.61%) to 19th rank this year with a 67.62% pass rate. Among the individual performances, Yadgir, which was at the bottom in 2024 with 50.59%, rose two spots to 33rd. Raichur, previously 31st, dropped a place to 32nd. Bidar climbed from 33rd to 31st, while Koppal improved its position from 32nd to 30th. Ballari, however, slipped slightly from 28th to 29th. Notably, none of the 22 students in the state who achieved a perfect score of 625 out of 625 are from the Kalyana Karnataka region. Despite continued efforts by the Department of Public Instruction and the Kalyana Karnataka Region Development Board (KKRDB), the region continues to lag behind in educational outcomes. In a bid to address this, the KKRDB had declared 2023–24 as the 'Educational Year' and allocated 25% of its total grant under both MICRO and MACRO schemes to the Akshara Avishkara programme, a special initiative aimed at improving school education in the region.
