Dalit Sene moves Lokayukta against ten PDOs alleging misappropriation of funds
Members of Dalit Sene have lodged a complaint with Karnataka Lokayukta against Panchayat Development Officers (PDOs) of ten gram panchayats alleging large-scale embezzlement of funds was detected in Rural Development and Panchayat Raj Department in Kalaburagi district.
Sene State president Hanumant Yelasanghi, addressing press persons here on Saturday, accused that financial irregularities to the tune of ₹ 10.35 crore have been detected in the purchase of equipment at gram panchayats without inviting tenders or obtaining competitive quotations from different vendors or firms.
On April 25, a complaint was lodged with Lokayukta against Prakash Babu Gonsagi, PDO of Kellur gram panchayat in Jewargi taluk; Bheemaraya-PDO of Malli gram panchayat in yadrami taluk; Ningappa Kembhavi- PDO of Tonasanahalli gram panchayat at Shahabad taluk; Ravi-PDO of Malkhed gram panchayat in Sedam taluk; Prema-PDO of Gotur gram panchayat in Kalgi taluk; Shravankumar-PDO of Kadabur gram panchayat in Chittapur taluk; Megha-PDO of Mannur gram panchayat in Afzalpur taluk; Shantappa-PDO of Karchakhed gram panchayat in Chincholi taluk and Ramesh-PDO of Hodaloor gram panchayat in Aland taluk of Kalaburagi district.
Each PDO has swindled funds ranging from ₹82 lakh to ₹1.45 crore, Mr. Yelasanghi alleged, and accused the Zilla Panchayat Chief Executive Officer of having turned a blind eye to such huge corruption and failing to take any action against these officials.
Holding Rural Development and Panchayat Raj Minister Priyank Kharge accountable for large-scale irregularities and corruption in the department, Mr. Yelasanghi alleged that the misutilisation of funds had taken place under Mr. Kharge's nose in his own department, adding that the RDPR department is neck-deep in corruption in Kalaburagi district.
SSLC results
Expressing his displeasure over the SSLC results of Kalaburagi district this year, Mr. Yelasanghi said that the district has stood in the last position in the State despite spending a sum of ₹652 crore for improving the SSLC performance under the 'Akshara Avishkara' programme by Kalyana Karnataka Region Development Board (KKRDB).
Though the board was spending around ₹100 crore for each district of Kalyana Karnataka region exclusively for the Education sector, the SSLC performance in the region failed to meet expectations, and the infrastructure facilities of schools continue to be pathetic, he alleged.

₹165 crore spent on welfare of fisherfolk in 2024-25, says Fisheries Minister
The State government spent ₹165 crore on the welfare of fisherfolk during 2024-25, Fisheries Minister Saji Cherian has said. He was inaugurating the distribution of educational and sports awards instituted by the Kerala Fishermen's Welfare Fund Board in Alappuzha on Saturday. Mr. Cherian said the children of fishers had achieved milestones in the field of education. 'Over the past five years, the State government has spent ₹53.52 crore under the Vidyakiranam scheme. Thousands of students from the fishing community have gained admission to medical, engineering, and other related courses. During the first Pinarayi Vijayan government, 97 students from the fishing community secured admission to the MBBS course. This year too, the government provided free medical, engineering, and entrance coaching classes. A total of 26 students secured admission to MBBS,' the Minister said. He said that as part of overseas education initiatives, the government has been sending two students from the fishing community to Europe for higher studies for free. 'Seventy-five libraries in coastal areas have been transformed into centres of excellence, with facilities including online learning. Of the 10 technical schools in the State, four have been upgraded to high-standard smart schools. The remaining six schools will be converted into smart schools this year, for which the government has set aside ₹15 crore,' Mr. Cherian said. At the function, awards were distributed to 222 students who secured A+ in all subjects in the SSLC examination, 83 students who received nine A+ grades, 75 students with eight A+ grades, and 60 students who achieved A+ in all subjects in the Plus Two examination. Besides, seven students who excelled in sports were also honoured. P.P. Chitharanjan, MLA, presided.

AIDSO slams govt.'s move to penalise teachers over SSLC results
The All India Democratic Students' Organisation (AIDSO) has criticised the State government's reported move to penalise teachers and withhold grants to aided institutions based on SSLC examination results. In a statement, the AIDSO said the government's reported order proposes 'cutting salary increments for teachers in government and aided schools if the subject-wise pass percentage falls below 60%'. Additionally, aided institutions could lose financial grants if their overall pass rate drops below 50%. Terming the move 'irresponsible', the AIDSO accused the government of shifting blame for declining academic performance on to teachers while ignoring its own 'failures' in the education sector. It blamed the government's own policies largely responsible for the dip in learning outcomes. One of them was the 'No Detention Policy'. It pointed to the critical shortage of teaching staff, noting that over 73,000 posts remain vacant in government and aided schools across the State. Many aided institutions are already struggling due to inadequate funding and lack of support, the AIDSO said in the statement. 'This punitive order is a cover-up for the government's negligence in addressing systemic issues such as timely recruitment of teachers, restoration of the pass-fail system, and increased budgetary allocation for education,' the AIDSO alleged. Calling the reported directive 'undemocratic' and 'regressive', the AIDSO demanded its immediate withdrawal. The organisation urged the government to engage with teachers, students, and education experts to implement policies aimed at improving the quality of education.

Karnataka Lokayukta extortion case: WhatsApp messages from ex-cop's phone revealed links to IPS officer
The investigation into an alleged extortion racket operating in the Karnataka Lokayukta established a link between IPS officer Srinath Joshi and Ningappa Savant, a former police constable accused of threatening government officials with raids, from WhatsApp messages retrieved from the latter's phone. The alleged association between Savant and Joshi, who was a Superintendent of Police (SP) in the Karnataka Lokayukta until last week, emerged after WhatsApp messages from the former constable's phone were retrieved following his arrest on June 2, police sources said. 'Information about the involvement of other officers with the accused is being gathered by examining WhatsApp messages, call details, and WhatsApp call details,' the office of the Karnataka Lokayukta had said in an official statement on June 17. A single-judge bench of the Karnataka High Court granted bail to Savant on Thursday following a plea by his wife, G K Chandrakala. She alleged that the Lokayukta police did not follow arrest procedures mandated by the Supreme Court while arresting Savant. The high court ruled that Savant's arrest was unconstitutional and noted that 'the fact that the grounds of arrest were not intimated, furnished or communicated to the petitioner or her husband' was grounds for granting bail. 'I deem it just and appropriate to direct the respondent-Lokayuktha and the concerned jail authorities to release the petitioner's husband on interim bail for a period of four weeks…,' Justice S R Krishna Kumar of the Karnataka High Court ruled on Thursday. Earlier, the high court bench had stayed the Lokayukta police FIR against Savant on June 17. The bench on June 18 also stayed a summons issued by the Lokayukta police for questioning Joshi on his alleged association with Savant. The alleged extortion racket linked to the Karnataka Lokayukta emerged after a May 23 extortion bid on a regional transport officer (RTO) in Tumakuru. The official filed a complaint with the police, saying he had received a call from a caller claiming to be Vamsi Krishna, the SP of the Bengaluru City Lokayukta unit, who demanded money to prevent a raid on the RTO. The subsequent probe led to the arrest of Savant, who was identified as the person who allegedly called the RTO in the guise of a Lokayukta police officer. The Lokayukta police also seized Savant's mobile phone. The police retrieved data from the phone through the technical services of the state CID and found that the dismissed police constable was closely associated with SP Joshi through multiple messages and calls. Savant's WhatsApp messages allegedly revealed that he reported the collection of over ₹ 56 lakh from excise officials in the state to the officer. The Lokayukta police are now investigating the excise officials who are alleged to have made payments through Savant to evade action by the Lokayukta police. Savant is alleged to have extorted over ₹ 4.15 crore from dozens of government officials by claiming to be closely associated with police officers in the Karnataka Lokayukta police units. The Lokayukta police also established the alleged association between Savant and Joshi from information about the former police constable's visits to the Lokayukta office, where he frequently met Joshi. Sources said that the Lokayukta police had collected sufficient material through technical analysis to pursue the case further and would seek removal of the high court stay on investigations following an advancement of a hearing initially set for July 15.
