Expert committee on education in Kalyana Karnataka submits interim report

The eight-member committee formed by the State Government to improve the educational scenario in the Kalyana Karnataka region submitted its interim report in Kalaburagi on June 9.
The committee will submit its final report tentatively in the first week of September 2025.
In its interim report, the committee has made major recommendations in three categories, including Immediate short-term recommendations to be implemented in the 2nd and 3rd examinations of this academic year and the next year; the short-term recommendations to be implemented by the 2025-26 academic year; and the medium-term recommendations to be executed in the next three-year period (2025-28).
In immediate short-term recommendations, the committee suggested
Additional classes in schools with less than 40% results
Marusinchana and Kalikasare-based teaching
Procuring the workbooks immediately
Focusing on low performing subjects
Continuous assignments to improve writing skills
Weekly reports on activities, assignments, valuation and performance on each student
End-to-end action to be taken by authorities (Deputy Director for Public Instructions)
Teaching and learning interventions should begin from class 8
Adopting innovative methods, teacher accountability and community participation
In short-term recommendations, the committee advised
Improve the monitoring and supervision mechanism by establishment additional block education offices (BEOs)
Establish 14 new BEOs in addition to 34 existing BEOs
Fill up teacher vacancies
Continuation of Akshara Avishkara scheme by establishing a project management unit for the programme
The medium-term recommendations include
Better positioning of existing government schools
Establishing new 200 Karnataka Public Schools in the next two years
Focus on increasing student enrolment, transition rate
Check drop-outs at secondary level
Improve learning outcomes
The interim report stressed on initial assessment at the beginning of the school in June to diagnose students' grade specific learning abilities. BEOs should fix school specific targets and entrust the accountability to achieve targets.
The report observed that capacity building of teachers should be a continuous process, reducing the non-academic workload on teachers, improving teaching-learning skills in English language, and improving learning and writing skills in Kannada language.
The committee is led by economist Chaya Degaonkar. The members are Abdul Qadeer, Mallikarjun M. S., Fr. Francis Bashyam , Rudresh S., N.B. Patil, Yeshwanth Harsur and Ngabai B. Bulla.

Pet in Tiruttani, she completed schooling and under-graduation at government institutions. 'Even when I was in Class 2, I knew I was effeminate and liked it. Neighbours chided me but I was me. I used to be scared of transgenders. I decided that I would educate myself and worked hard. I was the topper in school in Class 12. There was no English teacher in school, and I scored the lowest in English with just 108 marks. I was lucky as 11 students ahead of me on the merit list did not turn up for counselling,' she says of her admission to BA Literature at Government Arts College, Tiruttani. She did her post-graduation in literature and then M. Phil at Dr. Ambedkar Government Arts College in Chennai. She was a gold medallist in BA and MA, she says. Her mother sold flowers and accompanied her to Loyola College when she registered herself for Ph.D, Ms. Jency says. 'Sadly, my mother did not live to see me complete my Ph.D,' she says. Her doctoral thesis was on the relationship between nature and literature. Ms. Jency says her guide and the current head of English Department, P. Mary Vidya Porselvi, helped her complete her research. She is indebted to the principal of the college too, she adds. 'I want to make an appeal to the Chief Minister. I appeal to him to give me a job in a government college. I would like to change the stereotype that people have of transgenders,' says the 30-year-old.

Hemant Divate, a poet who has received a state award for his poetry collection, has announced that he is returning the award in protest against the imposition of Hindi as the third language in classes 1 to 5, in Marathi and English medium schools in Maharashtra. Divate was awarded by the government of Maharashtra in the year 2021 with Kavi Keshavsut Puraskar (award) for his book Paranoia, a collection of his poems. He made the announcement of his decision to return the award via his social media where he posted, 'As a protest against the decision to impose Hindi as the third language, I am returning the Maharashtra State Government's award, including the cash prize, that I received for my poetry collection Paranoia.' Divate said, 'It is completely unnecessary to teach Hindi formally in schools at this young age. At this stage, children are just beginning to learn Marathi, and learning Hindi simultaneously—given the similarities between the two languages—can create confusion. Instead, the government could consider introducing subjects focused on skills, value education, and personality development, which would be more beneficial for young learners.' Months after retracting its decision to make Hindi mandatory in Classes 1 to 5, the Maharashtra school education department issued a revised order, removing the word 'mandatory' as promised. However, restrictive conditions on language options have sparked fresh controversy, with many calling it a renewed push for Hindi by the state government.
