is proposed between May 10 and 15. During the ceremony, around 30,000 beneficiaries will receive approval letters for schemes like PM Housing, CM Housing, Ration Card, Pension, CM Youth.
In a video conference with divisional commissioners and district magistrates on Friday, Singh said the written examination for gram panchayat officers organised by the UP Subordinate Services Selection Commission is proposed for Apr 27. He directed officials to make necessary arrangements to ensure that both candidates and the general public were not inconvenienced in any way. The CS added that CCTV cameras and fans should be operational at exam centres, and basic facilities like drinking water and toilets should be available.
In wake of hot weather, Singh said arrangements would be made for fodder and water at cattle shelters. Medicines should be available for cattle at shelters, and alternative water arrangements should be ensured in case of tubewell or submersible pump failures. Singh mentioned that a large-scale campaign should be conducted to collect fodder through donations.
Singh also reviewed the progress of the
CM Yuva Udyami Yojna
. Principal secretary, MSME, Pranjal Yadav informed the CS that 78,427 registrations were done as of Apr 24. The target is set to benefit 1.5 lakh youths under this scheme in 2025-26.

Addressing troops of Army's Udhampur-based Northern Command on the 11th International Day of Yoga, Singh said: "Operation Sindoor is the natural progression of surgical strike of 2016 and the airstrike of 2019. It was executed in such a way that Pakistan requested for a ceasefire, and only then we put a pause. As I have said earlier, Operation Sindoor is not over yet. India is fully prepared to take all kinds of action against terrorism. " Singh warned Pakistan that the military operation - a response to the Pahalgam attack - was a clear message that it will face the consequences for supporting terror activities against India. Stating that the country's social and communal unity was targeted through the Pahalgam attack, Singh asserted that Operation Sindoor had conveyed to Pakistan that its policy of bleeding India with thousand cuts would not succeed. Pakistan wanted to weaken India from within, but it should never forget that just like Major Somnath Sharma, Brigadier Usman, too, had sacrificed his life for the unity and integrity of the country, Singh said. Singh appreciated the inclination of the armed forces towards yoga, saying it had a direct impact on their discipline and focus. "Yoga gives clarity to the people in chaos. It is an art, science, philosophy and spirituality. It makes us proactive, not reactive."

Shimla, Jun 21 (UNI) The Himachal Pradesh High Court has pulled up Himachal Pradesh University (HPU) for withholding the salary of an Associate Professor for over two years, despite his promotion under the University Grants Commission (UGC) Career Advancement Scheme (CAS). Justice Sandeep Sharma, while allowing a civil writ petition filed by Dr. Bhawani Singh, directed HPU to release the pending salary within six weeks. Dr. Singh, appointed as an Assistant Professor in 2016 in the Department of Hindi, was promoted to Associate Professor on September 9, 2022, under UGC norms. The promotion was approved by the university's Executive Council through an office order dated July 4, 2023. However, HPU withheld the salary, citing lack of approval from the state government. The court noted that Dr. Singh was working in the higher post but denied its pay scale. 'The petitioner, who admittedly at present is working against the higher post, is being denied salary of the higher post,' the order stated, terming the university's conduct as 'bad in law' and 'unjustified.' HPU's repeated attempts to seek approval from the Finance Department were blocked, as the department claimed that the Assured Career Progression (ACP) Scheme ceased with the introduction of the Himachal Pradesh Civil Services (Revised Pay) Rules, 2022. However, the court rejected this reasoning, asserting that UGC regulations, having statutory force, must prevail over state policies in such matters. Citing Supreme Court rulings in Gambhirdan K. Gadhvi v. State of Gujarat and Prof. (Dr.) Sreejith P.S v. Dr. Rajshree M.S, the court emphasized that UGC norms are binding on state universities. 'UGC Regulations should become part of the statute framed by Parliament and, therefore, shall prevail,' Justice Sharma said. The court ruled that state government approval was not a precondition for releasing the salary. Failure to comply with the order within six weeks will entitle Dr. Singh to interest at 6% per annum on the delayed payment. Senior Advocate Sanjeev Bhushan, assisted by L.S. Yoga prepares a soldier physically and mentally and its benefits can be seen in the battlefield, he said, encouraging the soldiers to continue practicing it daily. The event was attended by Chief of the Army Staff General Upendra Dwivedi, General Officer Commanding-in-Chief, Northern Command Lt Gen Pratik Sharma.
