HP High Court Raps HPU for withholding Associate Professor's Salary

Shimla, Jun 21 (UNI) The Himachal Pradesh High Court has pulled up Himachal Pradesh University (HPU) for withholding the salary of an Associate Professor for over two years, despite his promotion under the University Grants Commission (UGC) Career Advancement Scheme (CAS).
Justice Sandeep Sharma, while allowing a civil writ petition filed by Dr. Bhawani Singh, directed HPU to release the pending salary within six weeks. Dr. Singh, appointed as an Assistant Professor in 2016 in the Department of Hindi, was promoted to Associate Professor on September 9, 2022, under UGC norms. The promotion was approved by the university's Executive Council through an office order dated July 4, 2023.
However, HPU withheld the salary, citing lack of approval from the state government.
The court noted that Dr. Singh was working in the higher post but denied its pay scale. 'The petitioner, who admittedly at present is working against the higher post, is being denied salary of the higher post,' the order stated, terming the university's conduct as 'bad in law' and 'unjustified.'
HPU's repeated attempts to seek approval from the Finance Department were blocked, as the department claimed that the Assured Career Progression (ACP) Scheme ceased with the introduction of the Himachal Pradesh Civil Services (Revised Pay) Rules, 2022. However, the court rejected this reasoning, asserting that UGC regulations, having statutory force, must prevail over state policies in such matters.
Citing Supreme Court rulings in Gambhirdan K. Gadhvi v. State of Gujarat and Prof. (Dr.) Sreejith P.S v. Dr. Rajshree M.S, the court emphasized that UGC norms are binding on state universities. 'UGC Regulations should become part of the statute framed by Parliament and, therefore, shall prevail,' Justice Sharma said.
The court ruled that state government approval was not a precondition for releasing the salary. Failure to comply with the order within six weeks will entitle Dr. Singh to interest at 6% per annum on the delayed payment.
Senior Advocate Sanjeev Bhushan, assisted by L.S. Mehta, represented the petitioner, while Advocate General Anup Rattan and his team appeared for the state and HPU.

Madurai, June 21 (UNI) With the key assembly polls in the Tamil Nadu political horizon, the BJP, which is leading the NDA helmed by the main Opposition AIADMK, will hold a Lord Murugan devotees conference in the temple town of Madurai on Sunday, which has become now become the political hot spot for various political parties The much-anticipated Murugan Devotees' Conference, which faced some hurdles and protests and the Madurai Bench of Madras High Court giving its nod, is all set to take place at Amma Thidal, near Vandiyur Toll Plaza in Madurai, from where several political party leaders have launched their foray, with the ruling DMK recently holding its key General Council meeting after a gap of 48 years. Though Uttar Pradesh Chief Minister Yogi Adityanath, who is scheduled to inaugurate it has cancelled it, it would now be inaugurated by AP Deputy Chief Minister Pawan Kalyan. Though the BJP has been maintaining that it was an event to spread the message of Lord Muruga and has installed replica of his six abodes with idols inside--that was visited by thousands of Muruga devotees over the last few days--party sources told UNI tonight that it was purely a devotional gathering and there was no politics in it. The conference will bring the curtains down on the about week long event. TN BJP chief and Legislature Party Leader Nainar Nagendran repeatedly stressed it that it was an occasion to highlight the message of Lord Muruga. The BJP had earlier organised Vel Yatra and also undertook padayatra to six his abodes, especially in the context of therow that emerged over Tiruparankundram hills--one of the abodes--to invoke his blessings, in what was seen as a bid to consolidate the Hindu votes in the state and defeat the ruling DMK. Organized by Hindu Munnani and supported by the BJP Tamil Nadu unit, the conference is expected to draw more than five lakh devotees from across Tamil Nadu, other parts of India, and countries like Sri Lanka, Malaysia, and Singapore. Mr Nainar Nagendran, addressing the media ahead of the event, urged devotees from all walks of life and political affiliations to participate. 'Lord Murugan belongs to all. This is not a political event. It is a spiritual conference meant to strengthen our religious and cultural heritage,' he reiterated. He also emphasised that people should not bring political flags or banners, and that the focus will be entirely on faith, devotion, and Tamil culture. The highlight of the event is the devotional exhibits replicating the six Arupadai Veedu temples of Lord Murugan. Inaugurated a week ago, it drew thousands of people to have a darshan of the six avatars of the Lord giving an opportunity to those who could not visit these abodes. Continuous chanting of Kandha Sashti Kavacham (Lord Muruga devotional song) by about five lakh devotees and special poojas are planned on the occasion. Artists and orators from across the state will participate in cultural programs that would reflect the legacy of Murugan worship in Tamil tradition. The police have made elaborate security and announced traffic diversions in Madurai anticipating a huge footfall. According to BJP sources, this conference is part of a larger cultural revival initiative aimed at protecting and promoting Tamil Hindu traditions, especially the widespread devotion to Lord Murugan, who is considered the guardian deity of the Tamil people. The organizers and BJP leaders have also clarified that religious unity and devotion are the central themes of this event, not electoral gains or political narratives. The conference will conclude with a mass prayer for peace, prosperity, and unity across Tamil Nadu and the nation. The BJP said "with divine blessings, a grand Muruga Bhakth Sammelan (conference) will be held on the auspicious day during the sacred Sri Visuvavasu (Tamil calendar) year. "This spiritual gathering will take place in Madurai, the land that has nurtured and celebrated the richness of culture and devotion for centuries", the BJP said. NEW DELHI: Operation Sindoor is the natural progression of the 2016 surgical strikes and the 2019 Balakot airstrikes in Pakistan, and it was conducted in a manner that forced Islamabad to ask for a ceasefire, defence minister Rajnath Singh said on Saturday, articulating India's firm resolve to fight terrorism. India is fully prepared to take all kinds of action against terrorism,' Singh said at an International Yoga Day function organised by the army in Udhampur. The army's Northern Command based in Udhampur is the nerve centre of counterterrorism operations in Jammu and Kashmir. India launched the operation in the early hours of May 7 and struck terror and military installations in Pakistan and Pakistan-occupied Kashmir (PoK) following the Pahalgam terror strike in which 26 people were shot dead. It triggered a four-day military confrontation with Pakistan involving fighter jets, missiles, drones, long-range weapons and heavy artillery before the two sides reached an understanding on stopping all military action on May 10. Singh led the armed forces' yoga day celebrations, with around 2,500 soldiers taking part in the Northern Command event. Army chief General Upendra Dwivedi and Northern Army commander Lieutenant General Pratik Sharma were present. 'Yoga gives clarity to the people in chaos. It is an art, a science, a philosophy, and spirituality. Those who practice yoga in their daily lives have control over their body and mind. It makes us proactive, not reactive,' he said in his address, describing Operation Sindoor as a shining example of that 'control.' The Indian armed forces showed restraint, balance and precision during the operation, which is a reflection of their inner strength attained by practicing yoga, he said. The operation was a clear message to Pakistan that it will face the consequences for supporting terror activities against India, he said. Pakistan wants to weaken India from within, but it should never forget that just like Major Somnath Sharma, Brigadier Mohammad Usman too sacrificed his life for the unity and integrity of the country, Singh said referring to the bravehearts who fought valiantly during the 1947-48 India-Pakistan war. Sharma and Usman were posthumously awarded the Param Vir Chakra and the Maha Vir Chakra, respectively --- the country's highest and second highest wartime honours.

Trump criticises Europe's mediation efforts in Israel-Iran conflict

Trenton, June 21 (UNI) US President Donald Trump has heavily criticised Europe's efforts to end the Iran-Israel conflict through diplomatic means, stating 'Europe is not going to help in this.' 'They didn't help. Iran doesn't want to speak to Europe. They want to speak to us. Europe is not going to be able to help in this,' Trump claimed, reports Times of Israel. Senior European officials from the UK, France, Germany, Netherlands, Sweden, Belgium, and several other EU nations had met Iranian Foreign Minister Abbass Araghchi in Geneva on Friday, hoping to strike an accord. However, the attempts proved fruitless. Trump said he will 'always (be) a peacemaker,' but 'sometimes you need some toughness to make peace.' Answering reporters upon his arrival in New Jersey, Trump, when asked whether the US would intervene militarily, said 'That's the last thing you want to do,' adding that he was giving 'Iran some time', referring to the two weeks he had given Iran to come to deal before Trump seriously considers US military intervention. Asked if US is potentially being dragged into the deadly conflict under false pretexts, Trump said that in the case of the Iraq war over 20 years ago, there were no weapons of mass destruction. In the current scenario, however, Iran has amassed a 'tremendous amount of material' and was 'within a matter of weeks, or certainly within a matter of months (from being) able to have a nuclear weapon.' Talking about US Director of National Intelligence Tulsi Gabbard's March assessment to Congress that Iran had not made a decision to build a nuclear weapon, he contradicted her and said 'She's wrong.' In a subsequent post on X, Gabbard said her testimony was taken out of context 'as a way to manufacture division.' 'America has intelligence that Iran is at the point that it can produce a nuclear weapon within weeks to months, if they decide to finalise the assembly,' she wrote. 'President Trump has been clear that can't happen, and I agree.' Asked whether he would allow Iran to have a civilian nuclear program in which it could enrich at low, non-weapons grade levels, Trump questioned why Tehran needs such a capacity, given how much oil it has.
