Hold Yoga Day events at historical sites: UP chief secretary
Lucknow: Chief secretary Manoj Kumar Singh reviewed arrangements for World Yoga Day on Friday. Programmes related to the event will be held across the state from June 15 to 21. The CS said that this year's theme for Yoga Day is 'Yoga for One Earth, One Health'. Under this, a Yoga Week will be organised from June 15 to 21. The inauguration ceremony of Yoga Week will be held on June 15 at all district headquarters, tehsil, block, and village panchayat levels. "Preparations for its organisation should be ensured in a timely manner. Sites of cultural and historical significance in the district should be selected for yoga practice. Information on yoga practice should be uploaded daily on the portal with photos. All competitions should be conducted transparently and impartially," the CS said. Principal secretary, AYUSH, Ranjan Kumar informed the CS that competitions are being organised at the district and state level on Yoga Day. These include essay, slogan, yoga painting, and yoga asana competitions. The AYUSH department has prepared a portal to allow people to participate in the competitions. CISC Dixit cites expansion in China's military space programme at defence surveillance seminar
New Delhi, As India contemplates its own surveillance capabilities, the rapidly evolving threat landscape, particularly the remarkable advances made by "our neighbours to the north" must be understood, Chief of Integrated Defence Staff Air Marshal Ashutosh Dixit said on Wednesday, as he also cited expansion in China's military space programme. In his address at a seminar here, Air Marshal Dixit also said Chinese satellites have recently demonstrated "sophisticated 'dog-fighting' manouvres" in low earth orbits. He was speaking on 'Surveillance and Electro-optics' at the event hosted by think-tank CS and Indian Military Reviews at Subroto Park. China's military space programme has expanded from "operating just 36 satellites in 2010 to over a thousand by 2024, with more than 360 dedicated to ISR missions". ISR refers to intelligence, surveillance and reconnaissance. "As we contemplate our own surveillance capabilities, we must understand the rapidly evolving threat landscape, particularly the remarkable advances made by our neighbours to the north," Air Marshal Dixit said. "They have evolved from a kill chain to a kill mesh, an integrated network that seamlessly interweaves ISR satellites with weapon systems," he added. However, he laid emphasis on the success of Operation Sindoor and said while these challenges be acknowledged, "we must also celebrate our remarkable achievements." At the "heart of our success" was the integrated air command and control system , a testament to Indian engineering's excellent and strategic vision," the officer said. It was also synchronised and integrated with the Indian Army's Akasheteer system, providing a joint and integrated approach to the air defence of the nation. What made IACCS particularly effective was its impact on decision-making and speed, he said, adding in modern warfare, information without the ability to act upon it rapidly, is of limited value. "IACCS compressed our sensor-to-shooter timelines dramatically, enabling responses that outpaced adversary's decision cycles," Air Marshal Dixit said. As we look to the future, we must recognise that tomorrow's battlefields will demand sensors in all domains. Surveillance and electro-optics will be one of the foundational layers of military operations, enabling dominance through foresight and planning, rather than firepower alone, the officer added. India's MALE and HALE platforms, including the MQ9, must therefore evolve with modular payloads, advanced system, AI-assisted analysis to provide commanders with unprecedented situational awareness, he said. At a symposium in 2023, Chief of Defence Staff Gen Anil Chauhan while highlighting the intense race towards militarisation of space, had made a strong pitch for developing dual-use platforms with a special focus on incorporating cutting-edge technology in the space domain. The CDS, in another session of the symposium had also said that India needs to sharpen its focus on developing space capabilities to counter the rapid advances in the sector made by "an adversary", an apparent reference to China.

Farm groups voice concerns over UK agriculture budget
The Country Land and Business Association (CLA) and several high-profile nature groups have joined forces to warn that cutting the agriculture budget will have 'grave consequences for the environment'. The call comes ahead of UK Chancellor of the Exchequer Rachel Reeves' statement at lunchtime today (Wednesday, June 11), which will outline all departmental finances from 2027-2030, including the agriculture budget. On the eve of the spending review, a CLA poll of nearly 500 farmers found that the majority would abandon nature-friendly practices and revert to intensive methods if government funding is cut. The main findings of the poll of 460 members included: 88% say they will have to revert to intensive farming if funding is pulled for Sustainable Farming Incentive (SFI) and Countryside Stewardship (CS) schemes; 95% say they will reduce the amount of land managed for the environment; 98% say that Labour does not understand or respect rural communities; 99% don't trust Labour to make decisions that benefit their business; 76% say they are not in a position to fully fund the land management actions in their SFI/CS agreements by themselves. The CLA and groups including the Royal Society for the Protection of Birds (RSPB), National Trust, Soil Association, and the Nature Friendly Farming Network have also sent a joint letter to farming minister Daniel Zeichner outlining the impact a reduced budget will have on nature. The letter outlines how the organisations are 'deeply concerned about the rumoured cuts to the agricultural budget in the upcoming spending review'. It warns that any reduction in the budget will be 'catastrophic' to the government's aims. 'Many of the environmental features present in the countryside and enjoyed by the public will be under threat and will disappear. This would be a poor legacy for this government,' the letter states. Agriculture budget CLA president Victoria Vyvyan said that 'if funding for sustainable farming schemes is cut, government won't just abandon nature – it will abandon its word'. 'The Sustainable Farming Incentive is working – for farmers, for nature, for the public, and for the Treasury. 'It's bringing back wildlife, cleaning up rivers, and restoring the health of our soil. 'Take that funding away, and farmers will be pushed back to intensive methods – forced to undo years of progress. Nature will suffer as well as farmers, and on the environment, it will go against everything government claims to agree with,' she added. James Cameron, a farmer based in East Kennett, Wiltshire, explained that since entering these schemes, his farm has become 'a haven for nature'. 'What was once arable land, is now species-rich grassland. Red-listed birds, butterflies and bees have all returned in full force. What we've been able to build is magical. 'But now, all of that could vanish. Our entire financial model depends on this scheme. If funding is cut, it will be disastrous. 'We can't afford to fund all this work ourselves, and the private sector simply isn't there yet. We may have no choice but to re-adopt intensive farming practices just to stay afloat. 'Farming is already an uncertain enough business. We need a government that brings stability, not one that plays policy roulette and makes it impossible to operate at every turn,' he said.

Push for disability certificate disclosure of govt employees
Pune: The State Information Commission (SIC) has issued a fresh reminder to the chief secretary to disclose disability certificates of employees recruited under the disability quota on departmental websites as its earlier directive issued three months ago remains unimplemented. State chief information commissioner Rahul Pande told TOI that despite his letter to the chief secretary (CS) directing transparency in govt recruitments through public disclosure of disability certificates, the govt has failed to comply with the order. "I asked the CS regarding the implementation of the order and the state SIC is awaiting a report on the same. It is mandatory for all departments to do so as it ensures transparency in the recruitment process," Pande said. The Amravati bench of the SIC passed directions last year regarding full disclosure of disability certificates submitted by job seekers, and the CS was then requested to issue necessary administrative instructions, but no such direction seems to have been issued pursuant to the SIC order, he added. The state CIC has now sent a reminder to the chief secretary seeking issuance of necessary instructions to all departments about suo motu disclosure of disability certificates and details of persons appointed through the disability quota in every govt office. Pande emphasised that the state SIC has called for maximum voluntary disclosure, explaining that proactive publication of such information would significantly reduce the burden of repetitive RTI applications while promoting transparency in govt recruitment processes. "The purpose of suo-motu disclosures under Section 4 is to place large amount of information in the public domain on a proactive basis to make the functioning of public authorities more transparent and also to reduce the need for filing individual RTI applications," the commission's directive stated. He added that rising complaints about fake and bogus certificates prompted this suggestion and it is necessary that such documents are disclosed for public audit and ensure that the rightful claimant gets public employment. The transparency initiative forms part of the broader RTI framework that seeks to promote accountability in governance. The RTI Act's preamble underlines the need for setting out a practical regime of right to information for citizens to secure access to information under the control of public authorities in order to promote transparency and accountability in the working of every public authority. TOI sent a WhatsApp message to CS Sujata Saunik regarding the directive, but a response from her was awaited till the time of going to the press.
