"If there's no caste in India, how is Modi OBC?": Rahul Gandhi slams PM Modi on Caste Census

India Gazette06-06-2025

Patna (Bihar) [India] June 6 (ANI): Congress MP and Leader of Opposition in Lok Sabha Rahul Gandhi attended the 'Samvidhan Sabha' in Rajgir, Nalanda, on Friday. Addressing the gathering, Gandhi emphasised the need for a caste census and criticised Prime Minister Narendra Modi's stance on the issue.
He questioned PM Modi's claim of being an OBC while asserting that the BJP denies the existence of caste in India, emphasising the need for a genuine caste census.
'Narendra Modi used to say in every speech, I am OBC. Then, on the caste census, they say that there is no caste in India. If there is no caste in India, then how did Narendra Modi become an OBC? My goal is to conduct a caste census. I had said this to Narendra Modi face to face in Lok Sabha - there will be a caste census, and you know he has a habit of surrendering,' Rahul Gandhi posted on Congress X handle.
Rahul Gandhi emphasised the importance of conducting a caste census, asserting that it would reveal the country's actual social and economic dynamics.
He Gandhi stressed that a genuine caste census would undermine the current political landscape, particularly for the ruling party. He mentioned US President Donald Trump's claim that he had made Narendra Modi surrender, suggesting that Modi's silence on the issue was telling.
'My aim is caste census. In Lok Sabha, in front of Modi ji, I told him that caste census would be conducted. And you know he has a habit of surrendering. Trump has said 11 times in public that he made Narendra Modi surrender. But Narendra Modi ji cannot utter a word because it is the truth...They will never get a genuine caste census done because the day they get it done, their politics will end...,' said the Leader of Opposition in Lok Sabha.
He highlighted two models - the BJP's closed-door approach and Telangana's inclusive method, which involved public input.
'There are two models of caste census- A BJP model and second Telangana model. In the BJP model, officers decided the questions in a closed room, 90% of which had no one. The most important thing in the caste census is which questions are being asked. At the same time, we openly asked questions from the public in Telangana. We told the Dalits, backward classes, tribals, minorities and their associations that we are going to conduct a caste census - what kind of questions do you want? People from every section gave us different kinds of questions. About 3 lakh people have prepared questions for caste census in open meetings,' he posted from Congress X handle.
The central government on Wednesday announced that the Population Census-2027 will be conducted in two phases and will also include the enumeration of castes. Opposition parties accused the government of further delaying the nationwide enumeration exercise.
According to the MHA statement, the reference date for the 'Population Census-2027 will be 00:00 hours on March 1, 2027, for most parts of the country.
'However, for the Union Territory of Ladakh, and the non-synchronous snow-bound areas of Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, the reference date will be 00:00 hours on October 1, 2026.'
The government has also indicated that a notification of intent to conduct the census, adhering to the timelines mentioned above, will be published in the Official Gazette on June 16, 2025. This will be done under Section 3 of the Census Act, 1948, which governs the legal framework for the decennial census exercise in India.
The 2021 census was delayed due to the COVID-19 pandemic. Census 2027 is slated to be one of the most comprehensive data-gathering exercises undertaken by the Indian government.
The Census of India was conducted under the provisions of the Census Act of 1948 and the Census Rules of 1990.
The last Census of India was conducted in 2011 in two phases, namely i) Phase I - House Listing (HLO) (1 April to 30 September 2010) and (ii) Phase II - Population Enumeration (PE) (February 9 to February 28, 2011) with reference date - 00:00 hours of the first day of March 2011, except for snow-bound non-synchronous areas of Jammu and Kashmir, Uttarakhand and Himachal Pradesh for which it was conducted during September 11 to 30, 2010 with reference date as 00.00 hours of the first day of October 2010.
Census 2021 was also proposed to be conducted in two phases similarly, with phase I during April-September 2020 and the second phase in February 2021. All the preparations for the first phase of the Census to be conducted in 2021 were completed, and field work was scheduled to begin in some States/UTs from April 1, 2020. However, due to the outbreak of the COVID-19 pandemic across the country, the census work was postponed.
Earlier today, Rahul Gandhi, who arrived in Gaya, visited the Dashrath Manjhi Memorial, accompanied by members of Manjhi's family.
As part of his visit, he will attend various events in the region.
The Mountain Man lived in Gehlaur village, near Gaya. As per the Bihar Government, Manjhi carved a path 110 m long (360 ft), 9.1 m (30 ft) wide and 7.7 m (25 ft) deep through a ridge of hills using only a hammer and chisel. After 22 years of work, Dashrath shortened the travel between the Atri and Wazirganj blocks of Gaya town from 55 km to 15 km.
He breathed his last on August 17, 2007, at the All India Institute of Medical Sciences (AIIMS), New Delhi.
The Government of Bihar gave him a state funeral, proposed his name for the Padma Shri award in 2006 in the social service sector and released a stamp by the India Post in the 'Personalities of Bihar' series on December 26, 2016. (ANI)

Oppn unites against govt's move to appoint CS as devp board chief

1 2 Chandigarh: Reacting sharply to the Punjab council of ministers' nod on Saturday to appoint the chief secretary as the chairperson of all urban development authorities, opposition parties in Punjab, Congress, Shiromani Akali Dal (SAD), and Bharatiya Janata Party (BJP) hit out at the AAP-led govt in the state, strongly condemning the move. Leader of the opposition in Punjab assembly Partap Singh Bajwa said chief minister Bhagwant Mann had "mortgaged Punjab's authority to Delhi's whims". In a post on X, the Congress leader said chief secretaries "take orders from the Punjab Development Commission controlled by Delhiwalas, reducing the elected chief minister of Punjab to a mere puppet". "This is a de facto coup of Punjab's democratic mandate," he said. Congress MLA from Bholath and chairman of the All India Kisan Congress, Sukhpal Singh Khaira, said the decision "effectively sidelines the elected chief minister and hands over critical governance functions to a bureaucrat". Khaira, in a statement, mentioned: "For the first time in 75 years of India's Independence, an elected leader, chief minister Bhagwant Mann, was replaced by a bureaucrat in such a vital role." Referring to Punjab finance minister Harpal Singh Cheema's statement that the move was necessitated due to the "busy schedule" of the CM, Khaira said it was a "flimsy excuse to mask Kejriwal's growing control over Punjab's governance". "This is not about schedules; this is about power. Kejriwal's takeover of Punjab is now complete, with Mann's authority systematically dismantled," he said. Khaira vowed to take the issue to the assembly, and if necessary, to the courts. "Punjab deserves transparent, accountable, and democratic governance, and we will not rest until that is restored," he said. SAD president Sukhbir Singh Badal, in a post on X, said by appointing the chief secretary as the chairman of all the urban planning and development authorities in Punjab, including PUDA, GMADA, GLADA, JDA, BDA, ADA, PDA, and others, CM Mann's "meek and unabashed surrender" to Arvind Kejriwal "is now complete". "He (Bhagwant Mann) has handed over control of Punjab's lands and development funds to his Delhi boss through a bureaucrat, who is a close aide of Kejriwal," Badal said. He said the move was "designed to hand over Punjab's entire wealth to looters, as it comes on the eve of the AAP govt's plan to acquire thousands of acres of Punjab's land, including 24,000 acres in Ludhiana alone". "This move is also final proof that Punjab is now being directly controlled by non-Punjabis, and even the pretence of ruling through Bhagwant Mann has ended. It is common knowledge that Punjab bureaucrats report directly to Kejriwal and his non-Punjabi associates," Sukhbir said. Punjab BJP spokesperson Pritpal Singh Baliawal said Mann had now officially handed over all development bodies to the chief secretary. "First, the Punjab Development Commission was snatched away from the CM and handed to the chief secretary and he further handed it over to the AAP Delhi nominees! Now, even Punjab's development authorities have been taken away from the CM and given to the chief secretary," Baliawal posted on X. "They've been installed to drain Punjab's resources for Kejriwal's empire in Delhi. The next step clearly seems to be putting these outsiders in control of the development authorities as well," Baliawal said while pointing out the AAP govt's earlier move of handing over of the Development Commission to the "outsiders with absolutely no roots in Punjab". Punjab Congress Committee president Amrinder Singh Raja Warring said AAP had been blatantly trying to weaken the institution of the chief minister by replacing him with an in-service bureaucrat to head various development boards, which will make them completely unaccountable to the public. In a written statement, Warring added, "Being in opposition we do have numerous differences with the chief minister on various issues, but we do not approve undermining and taking away his authority. After all, he is the elected head of the govt, chosen by people of Punjab, while the chief secretary is only 'an appointed official'." BJP national general secretary Tarun Chugh called it an open assault on democratic governance and an insult to Punjab's elected leadership. "Will chief minister Bhagwant Mann and his cabinet now report to a bureaucrat? Has Punjab's cabinet been reduced to a puppet show run by Kejriwal's inner circle?" he said. BOX Govt calls it 'bold reform' The opposition parties' condemnation of the Punjab cabinet nod to appoint chief secretary as the chairperson of all urban development authorities stems from the fact that the post had been till now held by the chief minister of Punjab. The amendment proposed in the Punjab Regional and Town Planning and Development Act seeks to replace the CM with the chief secretary as chairperson of all urban development authorities. The govt, on the other hand, terms it as a "bold reform" aimed at "strengthening decentralised governance, speeding up decision making, and empowering the administrative setup to act swiftly on ground-level issues". The govt's statement said: "Previously, these authorities had inconsistent structures, Now, the cabinet has approved a uniform framework across all eight authorities with deputy commissioners and municipal commissioners included as members – ensuring that local matters are resolved efficiently at the authority level itself."

Academicians seek extension of deadline for submitting OBC certificates to DU

Jun 23, 2025 05:26 AM IST Academicians and former members of the Other Backward Classes (OBC) Commission have appealed to the University Grants Commission (UGC) to direct Delhi university to extend the deadline for submitting OBC (Non-Creamy Layer) certificates by 15-20 days, citing administrative delays that cost hundreds of students their admissions each year. Academicians seek extension of deadline for submitting OBC certificates to DU In a letter to the UGC Chairman, Anand Prakash, members of Delhi University Teachers' Association (DUTA) executive and former member of the commission for OBC, Delhi, along with other signatories, highlighted how students from rural and underprivileged backgrounds often miss admission deadlines due to delays in obtaining updated caste certificates from local authorities. 'Each year, a large number of students, particularly those from rural and underprivileged backgrounds, are denied admission solely due to the non-availability of the current year's OBC certificate at the time of document submission/verification,' the letter said. The signatories, including Ashok Kumar (former DUTA executive member) and Ram Kishore Yadav (member, academic council), wrote that nearly 10% of eligible OBC students lose admission opportunities annually due to this issue. 'Such a provision will ensure fair and equitable access to education for OBC students and minimise dropout or rejection rates due to procedural delays,' the letter added. When contacted, UGC officials did not respond to a request for comment.

Nagaland MP urges Rio to recognise tribal dialects as ‘third language'

1 2 Dimapur: Lok Sabha MP from Nagaland S Supongmeren Jamir on Sunday urged CM Neiphiu Rio to recognise the tribal languages spoken in the state as the 'third language', as it will help in creation of employment opportunities for the youth. In a letter to Rio, Jamir drew his attention to the issue of engagement of non-local Gramin Dak Sevaks (GDS) in post offices of the northeast, including Nagaland, stating that recruitment for Grade IV staff in the postal department was online-based and required Class X pass certificate and marksheet. Based on the local language/dialect prescribed for Nagaland by the postal department, vide their notification No.17-02/2025-GDS (Annexure I), the candidates are shortlisted on the basis of their marks obtained in English/Hindi in Class X, Jamir said, adding that it undermined the third dialect/language candidates would have otherwise studied or are fluent in. This impacts the performance of the local candidates when they compete nationwide, he added. Jamir said in the past two years, there have been three rounds of recruitment for 364 posts, including a special drive in Jan 2023 where 143 posts had been advertised for Nagaland. He said the DG of GDS had written to the chief postmasters general, northeast circle, stating that English, as an official language, was recognised in Nagaland and agreed in principle that the northeast circle post office will engage with the state govt to officially identify the local dialects/languages that can be considered as a medium of evaluation during recruitment. Accordingly, this had been communicated by the director of postal services, Nagaland, to the home commissioner on April 16, 2025. However, the state govt is yet to officially recognise the dialects/languages of the recognised tribes in the state for the purpose of a 'third language/dialect', he said. In this regard, the state home department had written to the commissioner & secretary, art & culture, to submit their views and comments, Jamir added.
