State Launches Maha-AASTHA to Digitise Employee Records

Nagpur: The Maharashtra government has launched a time-bound drive to bring every service record of state employees online through its new e-HRMS platform, Maharashtra Advanced Administrative System for Transparent Human Resource Administration (Maha-AASTHA).
The initiative aims to enhance transparency and efficiency in maintaining government staff data, from appointment formalities to retirement benefits.
According to a Government Resolution (GR) issued on June 20, all departments at Mantralaya must establish dedicated Maha-AASTHA cells by June 27. Each department is required to appoint a nodal officer (SPOC) and submit their contact details to the general administration department (GAD) by June 30.
These cells will function as control rooms to oversee the transition from paper-based service books to fully digitized records.
Updating service records has been made mandatory. All details—such as appointments, transfers, promotions, training, leave history, pension nominations, and disciplinary actions—must be uploaded to the digital service books by July 15. Officials have also been instructed to physically sort and clean old records to facilitate scanning in the next phase.

Departments must prepare an organogram (staff structure) and ensure that all employees have active government email IDs. Weekly progress reports must be emailed to the GAD every Monday.
Officials clarified that this is not just a digitization initiative, but part of chief minister Devendra Fadnavis' 150-day administrative agenda, building on the earlier success of the 100-day plan. The goal is to eliminate delays in employee service processes through streamlined digital workflows.
While the initial phase targets the Mantralaya departments, the plan is to eventually expand it to every government office across Maharashtra. Departments have been warned that non-compliance or delays will be taken seriously.
The state government expects the initiative to ultimately benefit over seven lakh employees, but for now, the pressure is on departments to clean up decades of paperwork and ensure no data is left behind before the July deadline.

In line with sustainability goals, Rs 3,120 crore will be spent on improving air quality in 17 municipal corporations and three NCR cities. Additionally, Rs 1,265 crore has been set aside for urban greenery and horticulture, and Rs 990 crore for electric crematoriums to encourage eco-friendly practices. The official highlighted that the plan also emphasises inclusive welfare. "We've given due focus to women, children, the elderly and even animals. Dibrugarh: Three veteran well control specialists from Cudd Well Control, US, begun their intensive site preparations on Saturday to bring under control the massive gas blowout from ONGC's Rudrasagar (RDS147A) rig in Assam's Sivasagar since June 12. The experts, who have flown in from Houston, arrived in Sivasagar on Friday after multiple attempts by ONGC's crisis management team failed to stop the leakage. The deployment of the US team — experts in blowout control since 1977 — signals a critical escalation in efforts to contain the situation, which has already seen evacuation of nearly 350 families, currently housed in relief camps. While ONGC has not yet officially confirmed whether the well will be permanently sealed or not, Assam CM Himanta Biswa Sarma on Friday said the corporation will "permanently cap" the well. However, ONGC's latest press release on Saturday mentioned only about "containment efforts". "The experts have expressed their agreement with the strategy and execution carried out to date, reaffirming the effectiveness of ONGC's approach to safely managing the well," the organisation said in a statement. "ONGC has made significant headway in its well control operations at RDS 147A, with the flow rate of the gas having reduced substantially, marking a critical step forward in containment efforts," the statement added. The oil major said safety protocols were paramount as operations continued. "Water blanketing continues around the clock as a key safety measure. Additionally, flood-level monitoring of the nearby Dikhow river remains ongoing, ensuring all operations are aligned with environmental and safety protocols," the statement read. The ONGC teams are continuously monitoring the Low Explosive Limit (LEL) level in the air with the help of real-time gas detectors to ensure worker and community safety. While the humanitarian impact of the blowout remains significant, relief camps have been built to accommodate displaced residents, with ONGC confirming that "medical assistance is being provided at the relief camp to support all those in need."
