SCERT releases revised timetable structure for Class 1 to accomodate third language
The State Council for Educational Research and Training (SCERT) on Thursday released a revised timetable structure for Class 1 to accommodate a third language. This came a day after the Maharashtra government issued a revised Government Resolution (GR) stating that Hindi will be taught as the third language in Marathi and English medium schools across the state for Classes 1 to 5. With the new timetable, the stipulated minutes to be spent on each subject have been reduced, creating a major gap from what is recommended under National Curriculum Framework (NCF). The document released by SCERT, adds a third language to Classes 1 and 2 formally, as until now, the only official document in this regard, which is State Curriculum Framework-Foundation Stage (FS), recommended only two languages for these classes, as per NCF. 'The changes will be applicable to Class 1 from academic year 2025-26. Whereas for Class 2, these changes will be applied after the introduction of the new syllabus and curriculum as per the SCF,' states the document released by SCERT Director Rahul Rekhawar. Even as the NCF-recommended timetable structure suggests 50 to 60 minutes spent on each subject, the state's revised timetable structure reduced it to 35 minutes. 'This was bound to happen as the NCF-FS includes only seven subjects, whereas the state has added one more subject by introducing a third language from Class 1. To accommodate the additional subject, time spent on all other subjects has been reduced,' said Mahendra Ganpule, former head of the Maharashtra School Principals Association. The note released by SCERT also provides a sample timetable. It states 'Schools can design their own timetable, based on their timings. But they will have to stick to the stipulated time mandate per subject.' According to schools, this announcement has come very late as schools have already started and structuring the timetable is finalised way before that. 'Now that we are almost a week into the new academic year, a new timetable guideline has been issued. Schools have already started with the timetable structure issued in the past in the SCF-FS, which does not include a third language for Class 1,' said a senior teacher. Schools have also complained that the government has included a new subject into the timetable structure for Class 1, without clarity on teachers to teach the third language, alternatives to Hindi, and curriculum guidelines.

Three-language row: MNS defaces Hindi textbooks at Balbharti; Sena (UBT), AAP oppose policy
Raj Thackeray's Maharashtra Navnirman Sena (MNS) workers tore Hindi textbooks and defaced them with ink at Maharashtra state publisher Balbharti's building on Wednesday to protest against the three-language policy in primary education. The Shiv Sena (UBT) and Aam Aadmi Party (AAP) units in Pune also put out statements against the policy. A Government Resolution (GR) issued June 17 by the state government amended a previous GR that made Hindi the compulsory third-language in the state board for classes 1 to 5. According to the new amendment, students can choose Hindi or any other Indian language as their third-language as well. However, political parties and literary organisations like the Maharashtra Sahitya Parishad have expressed their opposition to this policy, saying that it introduces Hindi as a compulsory subject in a backhanded way. Protesting at Balbharti, MNS city president Dhananjay Dalvi said, 'This is an anti-Marathi move by the Maharashtra government and we can't accept it. The government is lying that it has not made Hindi compulsory. If you go to schools, this Hindi textbook by Balbharti is being published and distributed among students. The students are being taught Hindi. We will not let any Hindi textbooks published at Balbharti be distributed among students.' MNS workers raised slogans against the Maharashtra government and 'Hindi imposition' at the entrance of the Balbharti building. After marching towards the printing house, they shredded Hindi language textbooks of Balbharti and defaced them with black ink. Also opposing the three-language formula, Kalpesh Yadav, joint secretary of the UBT's Youth Sena, said, 'Why is the Mahayuti government so obsessed with Hindi? The Education Minister has announced the implementation of the CBSE pattern in Maharashtra. But it is clear that he has not understood CBSE's language policy… now the Education Department has issued an ordinance that students can take Hindi if they want to learn it.' He remarked, 'If the number of students who want to take other subjects instead of Hindi is 20, a teacher will be provided for teaching or the relevant language will be taught online… This is misleading and an attempt is being made to impose Hindi on Marathi people. I publicly condemn this ordinance of the government. Also, CBSE gives only two language options. Still, why insist on Hindi? If more than 20 children want to learn Marathi, will it be taught in Baroda, Indore and some other cities? Hindi lover Education Minister Dada Bhuse should answer.' Mukund Kirdat, spokesperson for the AAP said, 'Since the beginning, the Aam Aadmi Party has strongly demanded that the three-language formula should not be implemented from Class 1. But even after that, the order to teach three languages has been issued from Class 1 and Hindi will have to be accepted by Marathi people… Although it is necessary to adopt the three-language formula as per the new education policy, there is no insistence to implement it from Class 1.' He added, 'Despite this, the coalition government in Maharashtra had issued an order that Hindi language is mandatory. Now it has removed the word 'mandatory', and has made a verbal deception that Hindi will be the third language 'in general'…The administrative lobby in the education department and the North Indian Hindi speaking leaders in the BJP are responsible for this. HC allows to close criminal case against Mungantiwar, others
MUMBAI: The Bombay high court last week allowed the state government to close a criminal case against BJP leader Sudhir Mungantiwar and 21 others for rioting and causing damage to public property while protesting against Western Coalfields Limited in Nagpur, way back in June 2012. According to the police, on June 26, 2012, an agitation was organised in front of the Western Coalfields Limited headquarters in Nagpur, to protest the alleged pollution and environmental damage on account of the mining operations of the public sector undertaking. It was further alleged that on the pretext of submitting representation, the accused barged into the office of the company and damaged property worth around ₹1.50 lakh. The state government had filed an application in the high court, seeking permission to withdraw the prosecution, stating that a proposal to that effect was recently put up before the state-appointed committee. The proposal was backed by a report from the public prosecutor, stating that the incident arose out of social agitation and, in his opinion, prosecution deserved to be withdrawn. Based on this report, the committee had decided to withdraw the prosecution. A division bench of chief justice Alok Aradhe and justice NJ Jamadar accepted the reasoning given by the public prosecutor and the committee's decision to withdraw the prosecution, and allowed the criminal case against the former minister and others to be dropped. 'Prima facie, it appears that the genesis of the alleged offences is in an agitation over the ill effects of mining and the resultant environmental damage,' said the bench. 'The Committee has noted that there is no loss of life and damage to public property in excess of ₹5 lakh - the parameters stipulated under the Government Resolution for withdrawal of prosecution in cases arising out of social and political issues,' it added. The judges observed that the decision of the committee to withdraw the prosecution appeared to be guided by considerations for withdrawal of prosecutions arising out of social and political agitations. 'It does not appear that the prosecution is being withdrawn for an extraneous consideration,' the court said.

MMRDA acquires 174 hectares in Mogarpada, Thane, for Metro depot catering to four lines near Mumbai
The Mumbai Metropolitan Region Development Authority (MMRDA) has acquired 174 hectares of land in Mogarpada, Thane, near Mumbai, to develop the city's largest integrated metro depot. The facility will serve as the central operations hub for four upcoming Metro lines in the Mumbai Metropolitan Region (MMR). According to MMRDA, the strategically located depot will cater to Metro Lines 4, 4A, 10, and 11, covering a combined stretch of 55.99 km from Chhatrapati Shivaji Maharaj Terminus (CSMT) to Mira Road. The MMRDA said that the land has been transferred to MMRDA on an 'as-is-where-is' basis, as per the Government Resolution dated October 16, 2023. The Detailed Project Reports (DPRs) for all four lines were prepared by Delhi Metro Rail Corporation, which recommended a single, unified depot at Mogarpada to optimise integration and efficiency, the MMRDA said in a statement. In two recent transactions of land in Thane, Mumbai-based listed real estate developer Arkade Developers, on June 13 announced purchasing a 6.28-acre land parcel in Thane near Mumbai for ₹172 crore. According to the company statement, the company plans to develop a mixed-use project with a projected gross development value (GDV) of ₹2,000 crore and a RERA saleable area of 9.26 lakh sq ft. No SC, ST, OBC quota in minority college admissions: Bombay High Court
The Bombay High Court on Thursday stayed a decision of the Maharashtra government by which it had granted SC, ST and OBC reservations for First Year Junior College (FYJC) admission in minority institutions in the bench of Justices MS Karnik and NR Borkar said, "We find substance in the submissions advanced by the counsels for the petitioners therefore the mandate of social reservation will not be applicable in any seats in minority institutions."advertisementThe bench directed the government to file a reply to its plea within four weeks and granted time to the petitioners to file a reply in two weeks after that.
