Report: Local solutions, info and incentives crucial for water quality

Mitigating the impact of agriculture on water quality requires developing local solutions, information and incentives, according to a new report.
The WaterMARKE project investigated how the use of research and knowledge exchange can achieve greater uptake of farm level water quality measures.
The research was funded by the Environmental Protection Agency (EPA) and the Department of Agriculture, Food and the Marine (DAFM).
The project involved economic, psychology and scientific researchers from Teagasc and the University of Galway.
Water quality
According to the report, the primary pressures on water quality in Ireland from agriculture are nutrient, sediment and pesticide losses to water.
Nutrients such as nitrogen (N) can leach downwards through light soils to groundwater, while phosphorus and sediment can be lost through overland flow on heavy/peat soils.
The report noted that while the biological mechanisms of loss are 'complex and site specific', farm mitigation measures may be less technologically complex but could involve new practices.
The researchers used a 'systems approach' which included analysing incentives that influence farm practices that have an impact on water quality.
They also carried out an economic analyses of the factors impacting adoption of water quality mitigation measures by farmers, and social and behavioural psychology studies to identify pro-environmental behavioural interventions.
The report found that mitigating the impact of agriculture on water quality requires the following:
Developing local solutions and information and incentives;
Taking an innovation system approach to the problem solution;
Changing the behaviour of farmers, which may involve changing the behaviour of others upstream within the innovation system, requiring an examination of their incentives and motivations;
Providing local information to facilitate local decisions.
Dr Mary Ryan, WaterMARKE project coordinator, said the researchers working closely with the Agricultural Sustainability Support and Advisory Programme (ASSAP) to investigate how farmers and advisors engage with water quality improvement measures.
She highlighted the 'considerable growth in collaboration and innovation' across all agencies, communities and farmers in actively engaging in water quality improvement.
Dr Ryan said that this is exemplified by the level of participation in initiatives such as the Farming for Water European Innovation Programme (EIP).
Research
The WaterMARKE project found that improving local environmental issues requires localised activity data and an understanding of nutrient loss pathways.
This involves local information from programs like the Local Authority Waters Programme (LAWPRO) and the EPA Catchments Unit.
This data combined with research and knowledge exchange would help implement the 'right measure, right place, right time' approach.
While farmers are generally motivated to improve water quality, the researchers noted that they need support in terms of knowledge and resources.
The report found that farmers and advisors face knowledge and technical challenges, as well as administrative burdens.
Interviews showed that advisors require enhanced supports to 'prioritise pro-environmental water quality advice'.
Farmers with a strong drive to adopt specific measures believe they have the capacity to undertake it, believe others would approve, and live in areas where others have implemented the measure.
Other factors that lead to greater adoption include large farm size, previous participation in agri-environmental schemes, having a point source pollution issue, engagement with advisors, and agricultural education.
The report also found that farmers are more accepting of measures that incur less cost and have a more immediate visible effect, such as drainage ditch remediation.
The researchers noted that measures with high implementation or transaction costs need to be 'differentially incentivised', such as the Farming for Water EIP.
Barriers
Noel Meehan, head of Teagasc Water Quality Knowledge Transfer Department said that the research identified behavioural drivers and barriers for farmers in adopting water quality protection actions.
'The project also identified obstacles encountered by advisory services in providing advice and support to farmers in adopting these measures.
'The research shows that advisors also need training and upskilling in the provision of water quality advice, something that the Better Farming for Water Campaign is working to achieve with both Teagasc and private advisors,' he said.
Meehan added that findings can now be used to develop policies and supports for both farmers and advisors.
Professor Cathal O'Donoghue from the University of Galway, stressed the importance of adopting 'system-wide' efforts in fostering meaningful change.
He also noted that 'all the actors' across government departments, researchers, cooperatives, advisors, farmers and farming organisations need to continue to 'think differently'.

Bluetongue disease will, inevitably, reach the island of Ireland. And this may well happen sooner rather than later. This is the strongly held view of Department of Agriculture, Environment and Rural Affairs (DAERA) deputy chief veterinary officer, Dr. David Kyle. He made the comments at the recent Northern Ireland Institute of Agricultural Science (NIIAS) annual conference. Dr. Kyle said: 'The disease carrying midges will arrive at some stage: we can't control the weather. 'DAERA is currently monitoring midge and virus populations, specifically in Irish Sea coastal areas.' The latest figures from Great Britain (GB) confirm the east/west march of the virus. However, to date, it has not reached those regions with high sheep populations. Once bluetongue reaches Irish shores, 20km radius incursion zones will be established in an attempt to get to grips with the disease, according to the DAERA deputy chief veterinary officer. Dr, Kyle referenced the future use of vaccines as a way farmers can get to grips with the problem within their own businesses. In addition, disease has a direct bearing on animal performance and productivity. Illegal animal and food importations heighten the risk of new disease threats, and Dr. Kyle confirmed that DAERA has strengthened its presence at all of Northern Ireland's ports. He referred to the attempts that have been made by some people to smuggle live sheep into Northern Ireland as 'absolute folly'. The World Organisation for Animal Health lists 118 notifiable diseases. All of these are linked to international food trading conditions. Dr. Kyle said: 'Food exports are worth in excess of £6 billion to Northern Ireland's economy. So, protecting the future of our agri-food sectors is a key priority. 'And the same principle holds in the Republic of Ireland.' The DAERA representative referenced the triple threat of bluetongue, foot and mouth disease (FMD), and highly pathogenic avian influenza – or bird flu – as the key concerns for Ireland's agri-food sectors at the present time. While Dr. Kyle highlighted the tremendous efforts made by the poultry sector in keeping avian influenza at bay over recent times, he struck a cautionary note where FMD is concerned. This year has seen outbreaks of the disease confirmed in Germany, Hungary and Slovakia with two different lineages of the virus identified in these cases. However, when it comes to attributing the initial causes of the disease outbreaks, bio-terrorism has been one of the options followed up.

TB forecasted to cost €130m in 2025

Dealing with the ongoing battle with Bovine TB will cost Ireland €130m this year with current disease rates, an Oireachtas committee heard. This proposed figure was presented at the Joint Committee on Agriculture and Food meeting to discuss the eradication of TB. With the current disease levels, it was also estimated that the cost of the eradication programme could reach €170m in 2026. The meeting heard questions posed from senators and TDs to Conor O'Mahony from the Department of Agriculture, Dr Damien Barrett, Chief Superintending Veterinary Officer of the Department of Agriculture, and Michael Cronin, Chairman of the TB 2030 Stakeholder Forum. Speaking ahead of the meeting, Committee Cathaoirleach, Deputy Aindrias Moynihan, said: 'Bovine TB continues to impact herds throughout Ireland. Since reaching a historical low in 2016, when herd incidence in this country fell to 3.27%, we have seen bovine TB levels increase year on year.' In his opening address, Conor O'Mahony presented the most recent TB figures. As of June 8, 6,500 herds have experienced a TB breakdown in the last 12 months. Within the same period, just under 43,000 reactors have been disclosed, a 35% increase on the figure recorded in the same period the previous year, which was just under 32,000 reactors. Mr O'Mahony also revealed that 10m individual animal tests were carried out in the 12 months up to June 8, 2025, an increase on the 9m individual tests carried out in the previous 12-month period. In Michael Cronin's opening address to the meeting, he highlighted that over 41,600 reactors were disclosed in 2024, which was a 44% increase in reactor numbers in 2023. Commenting on the addresses, Cathaoirleach Moynihan said: 'They're dramatic figures and it is a highly emotive issue.' Cathaoirleach Moynihan also posed the issue regarding the original target of TB eradication by 2030. Mr O'Mahony's response to the original target was: 'I don't think we can confidently say we are going to eradicate TB by 2030 given where our current disease levels are.' Questions were posed at the meeting regarding the new proposals and restrictions put forward at the most recent TB Stakeholder forum, and when they would be implemented. Currently, no timelines can be proposed by the Department as they are still waiting on the proposed measures to be fully agreed on by stakeholders and the Minister of Agriculture, Martin Heydon, but once finalised will be implemented as soon as possible. It was revealed later in the meeting by Dr Barrett that the proposal of historic TB results of herds being publicly available for informed purchases of animals is one of the proposals, in particular, that is being seriously considered for implementation. Of particular interest to TDs and senators in attendance was the wildlife programme. Last year, €9m was spent on the programme; this figure excluded any money spent on the research and monitoring of TB in deer herds, as that is not included in the TB budget. Dr Barrett informed the joint committee that approximately 14,000 badgers were captured and assessed from 2023 to 2024. Just over 7,000 badgers were culled from this figure as a result of testing positive for TB or being captured within a 'cull' zone; the remainder were vaccinated. It was revealed in the meeting that no follow-up assessments on an individual level are currently conducted on vaccinated badgers, with the department unable to provide the assembled committee with guaranteed figures of efficacy and effectiveness of the vaccine. Dr Barrett could only provide reassurance that studies on the vaccination were observed to be effective on badger populations. Dr Barrett also revealed that the strategy for badger vaccination is set to change from a blanket vaccination practice to a vaccination and removal strategy. Cllr. Shane McGuinness raised the issue at the June meeting of Louth County Council, highlighting the red/brown algal bloom which has washed up along the coast at Blackrock. He told councillors the bloom is particularly prevalent 'along the strand at the main street, the Priest's beach and along the marsh grasses at The Loakers which is an Special Protected Area (SPA) and a Special Area of Conservation (SAC).' Explaining that he had raised this with the local authority, he added: 'I was told that it wasn't what I thought it was, and it was a natural occurrence and harmless. I requested it be cleaned up as soon as possible as people couldn't put their clothes outside on the line, or even walk in the area because the smell was so repugnant. I cannot imagine the effect this is having on our wildlife.' The response to my queries was that 'we couldn't take a vehicle on to the beach as the National Parks and Wildlife services would not allow it'. He added: 'I believe this material washed up is an Algal Bloom which is a rapid increase of algae which is caused by an excess of nitrogen and phosphorus in particular. These blooms can be extremely harmful, impacting water quality, causing oxygen depletion and producing toxins that not only affect wildlife but seriously effect humans and pets. Animal and human health is threatened here as this nutrient pollution contains high levels of Nitrogen and Phosphorus from sources like sewage and slurry.' 'Sometimes, you only have to use your sense of smell, to realise that this is a major problem caused by our lack of sewerage treatment capacity in this entire area and toilet waste getting into our seas is the main cause of it I believe. The permitted use of human sludge from WWTP (Waste Water treatment plants) on our lands and the "uncontrolled releases" from WWTP and storm drainpipes has contributed enormously to this algal bloom, I believe.' 'I am requesting the environmental section of this council to get an independent analysis carried out on this Algae, as the onus is on us as councillors in the chamber to have it tested and determine its safety and our next moves. I believe the environmental section of Louth County Council cannot continue to promote the notion that this is a natural occurrence and not in any way a risk to human health.' Cllr. McGuinness criticised what he referred to as 'a lack of engagement' "I have raised this a number of times over the last twelve months, Dundalk South needs a Waste Water Treatment Plant. I know that we can easily say it is an Irish Water issue, but I believe we need to communicate better over the next twelve months.' Director of Service, David Hanratty, said they had been in contact with the Environmental Protection Agency (EPA) in relation to this matter, adding: 'The position hasn't changed, it is a natural phenomenon.' He explained that the nutrient rich water in this area, comes largely from the marsh land. Mr. Hanratty said they had 'no reports of malfunctions at waste water treatment plants that would have contributed to no evidence of any links to sewage or any run off from agricultural activities.' He added that as it is a "naturally occurring algal bloom' the local authority 'cannot clean it up, we cannot interfere with the natural ecological processes.' The very warm Spring weather, coupled with the nutrient rich water, had likely contributed to the increase in algal bloom, he said. 'But, that being said, we will continue to monitor the situation,' On a related topic, Cllr. Marianne Butler asked if there were any 'nature based projects' to deal with the 'run off from streets etc' in Louth. She asked: 'When are we going to adopt nature based solutions?' Mr. Hanratty said that under the new Urban Wastewater Treatment Directive, Dundalk has been chosen as one of five pilot sites around the country that will see the development of an integrated waste water treatment plant, looking at where water comes from and where it goes. He added that it is being led by Uisce Eireann, but involves local stakeholders including Louth County Council.
