
Anchorage leaders move to change 'site access' rules they say hamper new housing development
May 29—The Anchorage mayor's office and members of the Assembly are pushing for a package of changes to zoning rules that they say are impeding development and stalling new housing construction the city desperately needs.
"Anchorage needs to build more housing, but some of our tools are broken. To build the future we want, first we need to fix our tools," Mayor Suzanne LaFrance said in a statement released alongside two influential members of the Assembly, a signal the administration is aligned with legislators on the measure.
The ordinance from the administration, Assembly Vice Chair Anna Brawley and member Daniel Volland is 51 pages of technical adjustments to a set of policies loosely labeled "site access." Those are the rules scattered throughout Title 21, the building code, that cover requirements for various access routes people use to get into their homes and other buildings.
"The proposal is complex but could be summarized as a simplification of standards for driveways, parking areas, and building frontages, with an emphasis on flexibility while providing for better physical definitions of private property and the street," according to a staff report from the municipality's Planning Department.
The proposed reforms, which are up for public testimony in June, came out of a monthslong working group that brought together developers, planners, community advocates, elected officials and others to address building rules that were hindering new projects.
"I would characterize this one less as 'unlocking a bunch of new housing.' This is fixing something that isn't working in the code now," Brawley said in an interview.
Over the last several years, elected officials from all different political backgrounds have been trying to change planning and zoning rules in ways that make it easier to build new residential units. But not all those adjustments have worked. Brawley said there are big sections of the building code that are so technical, cumbersome, and hard to understand that simply parsing it has become a delay for builders.
"If the code is too complicated to read, then it's not working," Brawley said.
The new proposal simplifies code around site access development. It also grants more administrative discretion for the many instances where projects, especially in-fill development and new multifamily structures, involve nuances and variables that are hard to completely square with written regulations.
"What problem were we trying to solve here?" asked Daniel Mckenna-Foster from the city's Long-Range Planning Division during a February meeting hosted by the Federation of Community Councils. "It's really about the interaction between private properties and the street...and how people get from one to the other."
Many of the requirements addressed in the new ordinance have been on pause since the Assembly passed a moratorium on implementing them several months ago. That pause is set to expire this November. The working group proposal, which was endorsed by the Planning and Zoning Commission in March before it went along to the Assembly, would replace the previous site access rules.
"It is more expensive and challenging than ever to build housing in Anchorage," said Tyler Robinson, Vice President of Cook Inlet Housing Authority, in a statement released after the working group made it's recommendations. "The changes to code introduced by the Site Access ordinance fundamentally broke our ability to provide more housing to the community — from single-family homes to large apartment buildings."
LaFrance has made housing a policy priority for her administration, emphasizing that the municipality and Assembly need a multi-prong approach to add 10,000 new housing units in the coming decade. The administration, along with allies on the Assembly who are pushing for better development strategies, say one piece of that is promptly scrapping policies that aren't working.
"This is fixing problems we already know about, this isn't new policy," Brawley said of the new proposal. "I think it's both the product and the process we wanted to highlight."
The Assembly will hear public testimony on the ordinance at its June 10 meeting.

Please take note of all the politicians jumping aboard the Zohran Mamdani train — because they're telling you that they're just hunky-dory with an anti-Israel zealot who routinely flirts (at least) with blatant antisemitism. This holds particularly for Brad Lander and Michael Blake, the mayoral rivals cross-endorsing him: They've thereby disqualified themselves from even a No. 5 ranking by any decent New Yorker. As well as to the various local pols who've listed Zohran as any one of their top choices among the nine or so who qualified for at least one debate: Remember to vote against Public Advocate Jumaane Williams, Rep. Nydia Velásquez, state Sen. John Liu and state Attorney General Tish James if you ever get another chance. Look: On top of having basically never achieved anything in life, Mamdani's been an anti-Israel activist since college; he not only refuses to support Israel's right to exist as a Jewish state, he's declined to sign on to Assembly resolutions condemning the Holocaust. He's done a friendly interview with sick online influencer Hasan Piker and pretends 'globalize the Intifada' and 'from the river to the sea' merely express a desire for Palestinian rights, when the slogans are all about 1) violence against Jews anywhere and everywhere and 2) the destruction of Israel. He's a cop-defunder, too. All he's got going for him is charm and a raging socialist platform that would destroy the city if he got the chance to implement it. Sadly, that's enough to have him polling No. 2 (albeit in the weakest Democratic field ever) — and that momentum, plainly, is enough for hacks like Lander and Blake to cut cross-endorsement deals with the devil. Shame on them all.

NYC mayoral race tightens: Polling
The Democratic primary for the New York City mayor's race has tightened further in the latest Marist Poll, with former New York Gov. Andrew Cuomo ahead but with a narrower lead. The poll released Wednesday showed Cuomo winning in the city's ranked-choice voting system in the seventh round, 55 percent to 45 percent, over state Assembly member Zohran Mamdani in second. That's still a somewhat comfortable margin for Cuomo but closer than the 60 percent to 40 percent margin in the last round that Marist's poll from last month showed. Ranked choice allows voters to select up to five candidates in order of the preference of support. The candidate with the fewest top preference votes is eliminated, and their votes are redistributed according to their supporters' next preference. The process continues until a candidate receives a majority. In the first round, Cuomo is ahead with 43 percent, followed by Mamdani with 31 percent. City Comptroller Brad Lander, who made headlines Tuesday after his arrest by Immigration and Customs Enforcement agents, came in third with 8 percent, while New York City Council Speaker Adrienne Adams received 7 percent and former Comptroller Scott Stringer received 4 percent. The other candidates received 2 percent or less. The poll was conducted before Lander was detained as he was trying to guide an immigrant through court and released shortly after. While Cuomo has the lead, an overview of the poll from Marist notes some voters' support remains up for grabs for the top contenders, with 11 percent undecided in the first round and 11 percent not choosing Cuomo or Mamdani at any point on their ballot. The results support other polls that show Mamdani closing the gap behind Cuomo, who has been the front-runner in the race for months. The margin of Cuomo's lead has depended on the poll, but he's kept the lead by at least several points in public, independent polling of the race. The Marist poll showed Cuomo is strongest in the Bronx, with 49 percent support, and Queens and Staten Island, where he receives 44 percent. He rose in Manhattan from 32 percent last month to 41 percent now, while Mamdani is strongest in Brooklyn, where he receives 36 percent, up 11 points. Mamdani has also made gains among Latinos, doubling his support from last month from 20 percent to 41 percent. He leads Cuomo among that group. While Mamdani has made gains and notched key endorsements, including from Rep. Alexandria Ocasio-Cortez (D-N.Y.) and Sen. Bernie Sanders (I-Vt.), a win over Cuomo would be considered a significant upset. Mamdani is formally receiving an endorsement from 2021 mayoral candidate Maya Wiley, who came in third and ran as a progressive, on Wednesday. Pollsters also found an increasing number of voters are following the race closely ahead of the primary next week. Three quarters of respondents said they're following it closely or very closely, an increase from two thirds last month. The poll was conducted among 1,350 likely Democratic primary voters from June 9 to 12. The margin of error is 4.3 percentage points.

Jim Cramer's guide to investing: Looking back at how the Fed handles economic downturns
CNBC's Jim Cramer reviewed several significant market downturns he's witnessed throughout his career and looked at the Federal Reserve's action during those moments. "Whenever the market goes into a tailspin, whether it's a Fed-mandated decline or if it's caused by the White House, or by the real weakness in the economy, you should try to understand why it's happening," he said. "Because that has a huge impact on what happens next, and it's often the key to saving, or losing, a ton of money." During his more than 40 years on Wall Street, Cramer said he's recommended "selling everything" four times. Once in 1987 just before historic "Black Monday" and "Terrible Tuesday" declines, then in 1998 when hedge fund Long-Term Capital Management was in crisis. He also advised investors pull out of the market in 2000 before the dotcom bubble burst, and then in 2008 as the collapse of the U.S. housing market triggered a devastating crash. Of these moments, Cramer said he only regrets his judgement in 1998. At the time, Cramer's own hedge fund was underperforming and investors were pulling money out, he said, adding that he sensed "a total collapse." Cramer said he believed the Fed seemed "oblivious to the situation" even as the spillover from Long-Term Capital Management's predicament threatened other banks. But shortly after Cramer recommended pulling out the market, the Fed stepped in. The central bank issued an emergency rate cut and helped bail out Long-Term Capital Management, staving off disaster. His call at the time was "perhaps the worst professional mistake of my life," Cramer conceded. He said he learned an important lesson — even if the Fed seems to be "asleep at the wheel," it can still change course at any moment, especially when the market is doing poorly. However, the Fed acted too late in 2008, Cramer said. While he said the downturn stemmed from the economy itself, the Fed made it worse with rate hikes. The agency believed the economy was strong, he continued, and it "couldn't see the rot underneath." Cramer said some major firms had already collapsed by the time the Fed started to cut and offered up "the mother of all government bailouts." "When I told people to get into cash in October of 2008, when the Dow was around 10,200, I got a lot of hate — the conventional wisdom was that I was being insanely irresponsible," he said. "Of course, if you listened to me, you sidestepped a hideous decline. The financial crisis was caused by genuine systemic risk, even if the very real problems were made worse by a clueless Federal Reserve."
