Delhi Assembly to go paperless in July
Union Parliamentary Affairs Minister Kiren Rijiju laid the foundation stone of the e-Vidhan (Paperless Assembly)' project on Saturday, which utilises technology to enhance legislative efficiency, transparency, and ease of processing.
With this project, the Assembly is expected to become paperless by July.
Speaking at the event, Mr. Rijiju said: 'The e-Vidhan initiative is not merely about going paperless, but about enhancing transparency, public participation, efficiency, and digital security in the legislative processes.'
Speaker Vijender Gupta said the project, being implemented under the National e-Vidhan Application (NeVA), is expected to digitise legislative operations, reduce paper usage, and provide lawmakers with real-time digital access to legislative business.
₹9-crore grant
'The Delhi Assembly has received grants of over ₹9 crore from the Ministry of Parliamentary Affairs, out of which more than ₹ 1 crore has been released as the first instalment,' Mr. Gupta said.
He added that efforts are under way to transform the Assembly's traditional library into a modern e-library and to complete the renovation of the House before the Monsoon Session.
Heritage site
The Speaker had earlier announced plans to develop the Delhi Assembly premises into a heritage and cultural site that will house a legislative museum, interactive exhibitions, and guided tours with support from institutions like Indira Gandhi National Centre for the Arts (IGNCA) and the National Archives of India (NAI)
Chief Minister Rekha Gupta said that transitioning to a paperless system would not only modernise the legislative process but also set a benchmark for digital governance in the Capital.
NeVA is a workflow system deployed on NIC Cloud, MeghRaj, which helps the chair of the House to conduct the proceedings smoothly. It will completely eliminate the process of sending out a notice/request for collection of data. The application hosts a secure page for each member of the House for submitting questions and other notices.
