Delhi Assembly to go paperless in July

Union Parliamentary Affairs Minister Kiren Rijiju laid the foundation stone of the e-Vidhan (Paperless Assembly)' project on Saturday, which utilises technology to enhance legislative efficiency, transparency, and ease of processing. With this project, the Assembly is expected to become paperless by July. Speaking at the event, Mr. Rijiju said: 'The e-Vidhan initiative is not merely about going paperless, but about enhancing transparency, public participation, efficiency, and digital security in the legislative processes.' Speaker Vijender Gupta said the project, being implemented under the National e-Vidhan Application (NeVA), is expected to digitise legislative operations, reduce paper usage, and provide lawmakers with real-time digital access to legislative business. ₹9-crore grant 'The Delhi Assembly has received grants of over ₹9 crore from the Ministry of Parliamentary Affairs, out of which more than ₹ 1 crore has been released as the first instalment,' Mr. Gupta said. He added that efforts are under way to transform the Assembly's traditional library into a modern e-library and to complete the renovation of the House before the Monsoon Session. Heritage site The Speaker had earlier announced plans to develop the Delhi Assembly premises into a heritage and cultural site that will house a legislative museum, interactive exhibitions, and guided tours with support from institutions like Indira Gandhi National Centre for the Arts (IGNCA) and the National Archives of India (NAI) Chief Minister Rekha Gupta said that transitioning to a paperless system would not only modernise the legislative process but also set a benchmark for digital governance in the Capital. NeVA is a workflow system deployed on NIC Cloud, MeghRaj, which helps the chair of the House to conduct the proceedings smoothly. It will completely eliminate the process of sending out a notice/request for collection of data. The application hosts a secure page for each member of the House for submitting questions and other notices.

Rijiju emphasized that beyond going paperless, the project aims to enhance transparency, digital security and public participation. "Given Delhi's unique and complex administrative structure, this digital transformation carries special relevance," he said. The speaker described the initiative as a "historic milestone" and announced that plans are already underway to turn the Delhi Assembly into a green, tech-enabled and culturally vibrant institution. "As Delhi moves towards becoming the first assembly powered entirely by renewable energy, the e-Vidhan initiative is setting new benchmarks in digital democracy and environmentally conscious legislative practices," he said. Gupta also noted that a tripartite MoU was signed between the Ministry of Parliamentary Affairs, the GNCTD and the Delhi Legislative Assembly Secretariat on March 22, 2025. Over Rs 9 crore in grants have been received under the NeVA project, with more than Rs 1 crore released as the first instalment. A 500-kilowatt solar project is being installed to power the Delhi Assembly, which is on track to become the first in India to run completely on renewable energy. The plans are also in place to upgrade the assembly's infrastructure, including the renovation of the House before the Monsoon Session, the creation of a modern e-library and the transformation of the historic assembly premises into a cultural and heritage site. "This was once the site of India's first Parliament. We now plan to establish a legislative museum, guided tours and interactive exhibits with help from the IGNCA and the National Archives," said Gupta. The chief minister highlighted the ecological and governance benefits of the project. "One tonne of recycled paper saves 17 trees. With this step, the Delhi Assembly is moving towards sustainability and efficiency. The e-Vidhan project marks a significant leap towards strengthening transparency, efficiency and environmental responsibility," said Gupta. She also pointed out the contrast with the previous government's resistance to central reforms. "Under the BJP's administration, a new reform is introduced every day. First the solar system and now a paperless assembly," she added. Bisht on his part hailed the project as a decisive step in transforming the Delhi Assembly into a "technologically empowered and transparent institution". The e-Vidhan system will allow digital access to bills, reports, legislative questions, real-time updates of proceedings and paperless documentation streamlining governance while reducing environmental impact.

New Delhi [India], June 9 (ANI): Union Minister of State for Information & Broadcasting and Parliamentary Affairs, L Murugan, inaugurated the National e-Vidhan Application (NeVA) for Puducherry Legislative Assembly on Monday. Lieutenant Governor of Puducherry K. Kailashnathan, Chief Minister of Puducherry N Rangasamy, and Speaker of Puducherry Legislative Assembly R Selvam were also present at the inauguration ceremony. With this launch, Puducherry becomes the 19th legislature in the country to adopt the NeVA platform, aligning with Prime Minister Narendra Modi's vision of Digital India. The initiative, which enables paperless legislative functioning, is funded through 100 per cent Central Assistance by the Ministry of Parliamentary Affairs. Addressing the gathering, Union Minister Murugan said, 'NeVA is a transformative initiative that ensures real-time access to legislative proceedings and strengthens our democracy. It reflects the principle of 'One Nation, One Application', alongside landmark reforms such as 'One Nation, One Ration Card' and the proposed 'One Nation, One Election'. The public has the right to know and witness how laws are made.' The Union Minister also highlighted key achievements of the past decade under the leadership of PM Modi, including India becoming the second-largest nation in digital transactions, Efficient delivery of welfare through Direct Benefit Transfer (DBT), Technological progress under Atmanirbhar Bharat, resulting in a 50 per cent reduction in defence imports. He underlined the infrastructure development and social capital as the two core pillars driving India's growth and expressed confidence in India's journey to becoming a Viksit Bharat by 2047. Union Minister Further added that the move would save 3-5 tonnes of paper annually, supporting Digital India, Go Green, and Good Governance. Lieutenant Governor of Puducherry hailed the launch of NeVA as a milestone, stating that it not only digitises legislative functioning but also enables live-streaming of proceedings, ensuring greater public access and transparency. Officials emphasised the need to train legislators and staff on NeVA's features. Awareness campaigns and capacity-building sessions will be conducted for the smooth implementation of the Application. NeVA is a mission-mode project under the Digital India programme, aiming to bring all legislatures onto a unified digital platform to ensure paperless, efficient, and citizen-centric legislative proceedings. Puducherry Assembly goes digital with inauguration of NeVA project

Puducherry Legislative Assembly has joined the select group of States and Union Territories in India to implement the Centre's National e-Vidhan Application (NeVA), a programme to digitise Assembly proceedings. Union Minister of State for Information, Broadcasting and Parliamentary Affairs L. Murugan, on Monday (June 9, 2025), inaugurated NeVA application for the Puducherry Assembly at a function held in a private hotel here. The inaugural event was attended by Lieutenant Governor K. Kailashnathan, Chief Minister N. Rangasamy, Speaker R. Selvam, Ministers, Legislators and senior officials from the Ministry of Parliamentary Affairs and UT. Implemented at a cost of ₹8.5 crore, NeVA would enable the Puducherry Assembly to conduct the proceedings of the next session in a digitised format. The legislators would be able to read the customary address of the Lt. Governor, Chief Minister's budget speech, list of business, notices served by the members, raise questions and replies of Ministers on the tablet installed on the tables of MLAs in the House. The system is integrated in such a way that Secretaries and Department heads could assist Ministers by providing real -time inputs while MLAs raise supplementary questions. The legislators will have access to the House proceedings of other States and Union Territories in their regional language as NeVA has been conceived as a unified platform, embodying the vision of 'One Nation- One Application'. 'The aim of the project is to ensure that the Legislative Business of the House is conducted in a paperless manner and to bring all the legislatures of the country together, in one platform, thereby creating a massive data depository without having the complexity of multiple applications,' a note issued by Press Information Bureau said. Partnering with BHASHINI, Ministry of Electronics, and Information Technology, NeVA also integrates AI/ML based real-time translation services, boosting linguistic inclusivity. So far, 28 State Legislatures have signed MoU with the Ministry of Parliamentary Affairs for NeVA implementation and 18 houses have already transformed into digital format for conducting the proceedings. The project would cost the Centre around ₹673 crore. Mr. Murugan said the big digitisation process happening in the country was one of the components of making the country a developed nation by 2047. 'After Narendra Modi took over as the Prime Minister of the country in 2014, a big transformation is happening in the country. The Digital India mooted by the Prime Minister was part the transformation. People are getting money in their bank accounts under various welfare schemes by the click of a button,' he said. The Lt. Governor suggested the government to make the Assembly proceedings live on television as the next big step. Chief Minister N. Rangasamy urged the officials to make full utilisation of the project to strengthen the proceedings of the house.

Murugan will inaugurate the National e-Vidhan Application (NeVA) project in the Puducherry Assembly on Monday, June 9. The inaugural programme will be attended by Lieutenant Governor K. Kailashnathan, Chief Minister N. Rangasamy, Ministers and legislators. NeVA, an initiative of the Union Ministry of Parliamentary Affairs, is aimed at digitising legislative procedures of all States and Union Territories through a unified platform, embodying the vision of 'One Nation-One Application'. The project was launched with a budget allocation of ₹673. 94 crore in 2020. After completion of the digitisation work, the Puducherry Assembly had conducted a trial run of NeVA during the Budget session. The customary address of the Lt. Governor, Chief Minister's Budget speech, List of Business and replies to the questions were provided to the MLAs in digital format through NeVA during the Budget session.
