Hundreds of homes planned for former Hoover site in Merthyr

Plans to demolish the current buildings at the Hoover site in Merthyr Tydfil and build more than 400 homes there have been officially revealed.
Walters Land Limited has submitted an application for up to 441 homes on the site in Pentrebach which would also include a community hub with shops, financial and professional services, food and drink, business and non-residential institutions and it would also include employment land for business, industrial and storage and distribution uses as well as open spaces including active travel routes.

An area for what the application calls a potential community heat hub has also been identified and as part of the overall strategic plans within the replacement local development plan (RLDP) it would safeguard land and access for a metro station and a new park and ride facility but the station would not be delivered as part of this planning application.

The application says that the vacant, previously developed site is a key development site in the county borough and is a key regeneration opportunity.
It says that the site forms a key element of the 59 hectare Hoover Strategic Regeneration Area which is expected to contribute 20% of the total housing requirement of the revised local development plan (LDP).

The former Hoover manufacturing plant opened in 1948 and employed up to 5,000 people at its peak manufacturing washing machines but production finished in 2009 after which it was used mainly as a warehouse and distribution centre.
In 2024, Hoover announced it would be withdrawing its remaining operations from the site.
The site for this application covers an area of almost 16 hectares with three separate land parcels including the former Hoover Candy factory site area, former car park and pump station.

The main site area is made up of the former Hoover Candy manufacturing plant including the manufacturing plant to the south and the assembly plant to the north with an access road to separate the two plant buildings.
The southern area of the site includes a disused bowling green, pavilion and cricket pitch.
In between the bowling green and Pentrebach station is an area of rough ground which is used for storage.

Another storage area is located to the north of the bowling green at the location of former tennis courts and a helipad is located on the northern edge of the cricket pitch.
A car park, former social club and gatehouse is located in between the cricket pitch and the Hoover manufacturing plant area.
A new storage building which was formerly a polystyrene plant lies to the west of the car park and the social club.

More info Plans to transform a former Edinburgh bingo hall into hundreds of student flats are set to be granted. The proposals were submitted in March 2024 to turn the former Club 3000 Bingo Hall at 26 Manderston Street in Leith into a student housing complex comprising 200 beds. The building was formerly known as a Mecca Bingo Hall and the Leith Capitol Theatre and Cinema. The plans to transform the site are set to be discussed among councillors next week. The agenda for Wednesday's development management sub committee meeting shows planning officers have recommended the proposals be granted, subject to a detailed presentation. They say the size and scale of the development would not have a detrimental impact on the area and would instead retain the historic building and its character. The site is located through a railway arch within the former viaduct that supported the railway and bridge of the Leith Walk West Goods Yard. The development would see external alterations and the conversion of the bingo hall to support student accommodation. It is also proposed to add a new build extension to the southeast. The railway archway would be refurbished to form a cycle store and a landscaped amenity courtyard and roof terrace would also be built. The proposal amounts to 200 managed student beds. This includes 190 cluster units and ten studios. CGI images were previously uploaded of the six-storey development with a roof terrace which have since been updated on behalf the applicant. Justifying the recommendation to grant consent, officers wrote: "In terms of its positioning, height, scale and form, the existing building and its proposed extensions would not have a detrimental impact on the character and appearance of the conservation area. "The proposal would retain the historic building and although several extensions are proposed, these would not harm the character and appearance of the conservation area. The principle of developing student accommodation on part of an allocated site instead of the delivery of housing to satisfy the requirements of LDP policy Hou 1 and H42 of the LDP is not considered to be consistent with the overall strategy of the Local Development Plan. "Overall, the proposal does not accord with the aim of providing mainstream housing on the site, however in this case when considering the inclusion of the building within the conservation area, student accommodation is acceptable." The application received 31 objections and 21 comments in support of the development. It is set to be discussed on Wednesday, June, 25.

Cardiff Council says its Welsh Language Standards Annual Report for 2024/25 reveals 'significant progress' in promoting the Welsh language across the capital. The report highlights key achievements in workforce training, education, and public engagement, and the council said it reinforces Cardiff's ambition to become a 'truly bilingual' city. Key achievements include: A 10% increase in Welsh-speaking staff, with 1,480 council employees now reporting Welsh language skills—representing nearly 19% of the council's workforce. Over 1,400 staff have received Welsh language training, surpassing the council's 2027 target two years ahead of schedule. In excess of 13.8 million words were translated by the Bilingual Cardiff team, supporting both internal services and external partners. 689 hours of simultaneous translation was provided to support 252 bilingual events and meetings. 17.7% of reception pupils and an increase to 19.7% of nursery children enrolled in Welsh-medium schools. Over 700 students attended the Gyrfa Gymraeg careers fair, promoting Welsh language career pathways. Welsh language social media reach grew to nearly 5,000 followers, generating over 450,000 impressions. Council Leader Cllr Huw Thomas said: 'Cardiff remains the local authority with the third highest number of Welsh speakers in Wales and it's great to see the progress made over the past year, as we work to support Welsh Government's Cymraeg 2050 goal of one million Welsh speakers by 2050. 'This report reflects our commitment to making Cardiff a truly bilingual capital where the Welsh language thrives in everyday life – from schools and workplaces to public services and cultural events.' Local authorities in Wales have a statutory duty to comply with Welsh Language Standards Regulations that explain how they as organisations will use the Welsh language in different situations. Cardiff is expected to comply with 171 standards, including the requirement to produce this annual compliance report. The report also marks a historic first – a full Welsh language impact assessment was conducted, and a bespoke Welsh language policy developed, for Cardiff's Replacement Local Development Plan (LDP), setting a precedent for future planning policy across Wales. The Cymraeg i Bawb (Welsh for All) regional partnership to promote access to Welsh-medium education in Southeast Wales, chaired by Cardiff Council, has been hailed a success and will now be expanded nationally with doubled Welsh Government funding. Looking ahead, the council will revise its Bilingual Cardiff Strategy and Welsh in Education Strategic Plan in 2025/26 to align with the new LDP and strengthen its data-driven approach to measuring progress.
