Karnataka Lokayukta extortion case: WhatsApp messages from ex-cop's phone revealed links to IPS officer

The investigation into an alleged extortion racket operating in the Karnataka Lokayukta established a link between IPS officer Srinath Joshi and Ningappa Savant, a former police constable accused of threatening government officials with raids, from WhatsApp messages retrieved from the latter's phone.
The alleged association between Savant and Joshi, who was a Superintendent of Police (SP) in the Karnataka Lokayukta until last week, emerged after WhatsApp messages from the former constable's phone were retrieved following his arrest on June 2, police sources said.
'Information about the involvement of other officers with the accused is being gathered by examining WhatsApp messages, call details, and WhatsApp call details,' the office of the Karnataka Lokayukta had said in an official statement on June 17.
A single-judge bench of the Karnataka High Court granted bail to Savant on Thursday following a plea by his wife, G K Chandrakala. She alleged that the Lokayukta police did not follow arrest procedures mandated by the Supreme Court while arresting Savant.
The high court ruled that Savant's arrest was unconstitutional and noted that 'the fact that the grounds of arrest were not intimated, furnished or communicated to the petitioner or her husband' was grounds for granting bail.
'I deem it just and appropriate to direct the respondent-Lokayuktha and the concerned jail authorities to release the petitioner's husband on interim bail for a period of four weeks…,' Justice S R Krishna Kumar of the Karnataka High Court ruled on Thursday.
Earlier, the high court bench had stayed the Lokayukta police FIR against Savant on June 17. The bench on June 18 also stayed a summons issued by the Lokayukta police for questioning Joshi on his alleged association with Savant.
The alleged extortion racket linked to the Karnataka Lokayukta emerged after a May 23 extortion bid on a regional transport officer (RTO) in Tumakuru. The official filed a complaint with the police, saying he had received a call from a caller claiming to be Vamsi Krishna, the SP of the Bengaluru City Lokayukta unit, who demanded money to prevent a raid on the RTO.
The subsequent probe led to the arrest of Savant, who was identified as the person who allegedly called the RTO in the guise of a Lokayukta police officer. The Lokayukta police also seized Savant's mobile phone. The police retrieved data from the phone through the technical services of the state CID and found that the dismissed police constable was closely associated with SP Joshi through multiple messages and calls.
Savant's WhatsApp messages allegedly revealed that he reported the collection of over ₹ 56 lakh from excise officials in the state to the officer. The Lokayukta police are now investigating the excise officials who are alleged to have made payments through Savant to evade action by the Lokayukta police.
Savant is alleged to have extorted over ₹ 4.15 crore from dozens of government officials by claiming to be closely associated with police officers in the Karnataka Lokayukta police units.
The Lokayukta police also established the alleged association between Savant and Joshi from information about the former police constable's visits to the Lokayukta office, where he frequently met Joshi.
Sources said that the Lokayukta police had collected sufficient material through technical analysis to pursue the case further and would seek removal of the high court stay on investigations following an advancement of a hearing initially set for July 15.

Addressing a press conference organised by the Kannada Naadu Nudi Jagruti Samiti at the Patrika Bhavan in Ballari on Friday, Mr. Siddaramaiah expressed deep concern for the Kannada literary institution under Mr. Joshi. 'Since Mr. Joshi assumed office, the autonomous character of the parishat has been undermined. Instead of promoting a healthy cultural atmosphere, he has created a climate of hostility, mismanagement, and repression,' he said. He accused the president of failing to maintain transparency by not disclosing financial statements related to the Kannada Sahitya Sammelans held in Haveri and Mandya that were funded by taxpayers' money. 'Mr. Joshi has taken a unilateral and arbitrary approach and even attempted to alter the Parishat's bylaws. Literary conventions should serve as platforms for art, literature and culture not for political propaganda,' Siddaramaiah said. Welcoming the upcoming 88th Kannada Sahitya Sammelan in Ballari, he urged that the event must avoid unnecessary expenditure. 'There are clear signs of financial mismanagement under Mr. Joshi's leadership. The government should intervene, appoint an administrator, and conduct a thorough audit. If irregularities are confirmed, he must be removed from the post; if not, appropriate measures may be taken to continue his tenure,' he said. Jayaprakash Gowda, president of the Karnataka Sangha, Mandya, clarified that the protest was not against the parishat but against the individual at its helm. He alleged that 20 amendments to the parishat's proposed bylaw revisions were designed to centralise authority, marginalising district and taluk bodies to consolidate control. 'As sum of ₹30 crore was granted by the government for the Mandya Sahitya Sammelan, of which Kannada Sahitya Parishat received ₹2.5 crore for which Joshi has yet to provide a proper account. The 2023–24 annual report and auditor's findings already highlight irregularities in membership records, development works, and building renovations,' he noted. 'In the 108-year history of the Kannada Sahitya Parishat, no one has ever claimed daily travel allowances for their literary service. However, Mr. Joshi has claimed a total annual expenditure of ₹22 lakh under travel and related allowances. Recent literary conventions in the State have become increasingly extravagant, reduced merely to food, snacks, and festivity. By conducting these events in an arbitrary and self-serving manner, Mr. Joshi is displaying an authoritarian approach, and the protest against him will now be intensified,' he added. Writer Vasundhara Bhoopathi condemned Mr. Joshi's alleged harassment of office staff and pointed out the unprecedented postponement of the annual general body meeting scheduled in Sandur. Meera Shivalingayya, convenor of the Mandya Sahitya Sammelan, expressed deep disappointment over Mr. Joshi's conduct at the event and declared that statewide protests would continue against his authoritarian tendencies. Assam chief minister Himanta Biswa Sarma on Friday alleged that more than 5,000 social media accounts, run mostly by Islamic countries, are favouring the Congress party's state unit. Addressing a press conference, Himanra Sarma claimed that accounts from 47 countries, largely from Pakistan and Bangladesh, have been focusing on the activities of a particular Assam Congress leader and the unit's actions over the past month. "It is surprising that they do not comment on or like posts by Rahul Gandhi or even the Indian National Congress. They are only focused on a particular leader and the Assam Congress," the Assam CM was quoted as saying by news agency PTI. While Sarma did not name the particular leader of the Congress's state unit, it appeared that he was referring to Gaurav Gogoi. Gogoi was appointed as the president of the Assam Pradesh Congress Committee in the last week of May. "We are not concerned with the change in the party's leadership in the state, but this development has taken place in the last month and there must be some link," the CM said. "For the first time, there is so much foreign involvement in Assam politics in the run-up to the 2026 assembly elections," he added. These social media handles, other than Assam, also reportedly post content related to Islamic fundamentalists, including those of pro-Palestine, Iran, and Bangladesh's chief advisor Mohammad Yunus. Further, Sarma said that the central government has been informed of the issue which, he said, is of "national security". Noting that some of the 5,000 accounts are being run with their location marked as Guwahati, the Assam CM said, "We are not ruling out that some of the accounts may be from within the state." "The locations are disclosed in the accounts, and we conducted a forensic audit of those who had joined in the last month," Sarma added. He said the forensic audit found that 700 accounts are from Bangladesh, 350 from Pakistan, 246 from Saudi Arabia, 86 from Kuwait, and 35 from Afghanistan. He raised an alarm, citing concerns that over 5,000 social media accounts were opened in a month, "and they are commenting and liking posts related to Assam". The Assam CM claimed that there is also information that some people from outside have rented accommodations in two localities in Guwahati, and have connected with YouTubers and social media influencers for the same. "Surveillance is being kept on them. Fundamentalist elements have entered Assam and are active in the run-up to the elections," Sarma added. Further, the CM alleged that these social media accounts have also made inroads into some digital media organisations in the state. Sarma claimed that there also existed plans for setting up a call centre in Kolkata to carry out these activities. The Assam CM said it is also possible that these social media account holders are connected through WhatsApp and other messaging apps, as they are all from different countries and time zones. Further, Sarma claimed that Muslims from Assam, indigenous or migrants, will not post any such content. In the next stage, Sarma asserted that these social media accounts may even take shadow Hindu names like "many do to marry Hindu women". The Assam chief minister noted that Assam and the North East have always been on the international fundamentalist radar, and hardcores have always had the "unfinished agenda" of severing the 'chicken neck' to make the state a part of Bangladesh. "We are in a very critical situation and the entire matter is being looked into from the national security angle", Sarma added.
