FGG outraged over BRS' diktat to city corporators

Hyderabad: The Forum for Good Governance (FGG) on Tuesday demanded action against the BRS party for refraining their corporators from canvassing their vote in the Council election under Hyderabad Local Authorities constituency (LAC).
The FGG president M Padmanabha Reddy said that asking the corporators not to cast their vote attracts offence under Section 123 of the RP Act and Section 169 of BNS. The FGG president said that Election Commission of India was taking numerous steps to improve the polling percentage.
The Civil Society Organisations in Telangana at the time of elections were organising as 'Election Watch' and taking up campaign for all citizens to exercise their voting right.
The Supreme Court ordered the ECI to include NOTA to improve the polling percentage and to allow negative voting. The entire exercise of the Election Commission of India, Supreme Court and Civil Societies was to see that all voters should exercise their Right to Vote.
Padmanabha Reddy said that citizens of Hyderabad have elected their Corporators, MLAs and MPs by exercising their adult franchises. When it comes to electing an MLC by Corporators of Greater Hyderabad Municipal Corporation, the BRS party is directing its Corporators not to participate in elections.
The party has warned the Corporators of serious action if any Corporator participates and votes in elections. This act of the BRS party violates Section 123 of RP Act and again, as per Section 169 of BNS 2023 a person has an electoral right to vote at an election.
Directing the party Corporators not to go for voting violates the Right to Vote. Forum for Good Governance requests Election Commission of India to take suitable action in this matter, the FGG president said.

HYDERABAD Telangana Jana Samithi (TJS) president and MLC Prof. M. Kodandaram has demanded that the Centre stop the Polavaram-Banakacherla Link Canal project taken up by Andhra Pradesh in violation of the AP Reorganisation Act and without the appraisal and approval of the river boards, Apex Council and other statutory agencies. Speaking to newspersons here on Friday, he suggested that the Centre could go ahead with processing the appraisal of the Polavaram-Banakacherla project only after making allocation of water to the ongoing and contemplated projects of Telangana including the future needs in the Godavari Basin or else it would amount to violation of the riparian rights of Telangana. Prof. Kodandaram said neither Bharat Rashtra Samithi (BRS) president K. Chandrasekhar Rao nor his party leaders had any moral right to speak on the Polavaram-Banakacherla project. He also wondered by the Bharatiya Janata Party leaders from the State were keeping silent on the project that was bound to harm the interests of Telangana permanently. Against the allocation of 518 tmcft water to it, AP was already utilising over 630 tmcft, while Telangana was not utilising even half of the 968 tmcft allocated to it in the Godavari Basin. With the Polavaram-Banakacherla project, AP was conspiring to take away over 300 tmcft of water more to the non-basin areas at the cost of basin areas in Telangana. Meanwhile, BRS senior leader T. Harish Rao has criticised Chief Minister A. Revanth Reddy for his comments on the Polavaram-Banakacherla project in Delhi on Friday. He accused the Chief Minister of coming to a tacit understanding with his AP's counterpart and political guru N. Chandrababu Naidu to allow AP to have its way in illegally diverting the Krishna and Godavari waters to the non-basin areas. He pointed out that KCR had been demanding at least 1,950 tmcft water share in the Godavari surplus waters of over 3,000 tmcft in addition to the 968 tmcft of assured water allocated to Telangana by the Godavari Water Disputes Tribunal. Against the BRS demand of 2,918 tmcft, Mr. Revanth Reddy was conspiring to limit Telangana's share to just about 1,000 tmc ft, he alleged. Similarly, Mr. Revanth Reddy was talking about only 500 tmcft share in Krishna waters against 763 tmcft being demanded by KCR all along. Mr. Harish Rao sought to know the rationale behind Mr. Reddy's silence on not demanding the Apex Council meeting on the Polavaram-Banakacherla issue.

Officers told to get director's approval before sending summons to lawyers: ED

NEW DELHI: The Enforcement Directorate (ED) on Friday said it has directed its investigating officers not to issue summons to any advocate in violation of the protection extended to advocate-client privileges under Section 132 of the Bhartiya Sakshya Adhiniyam (BNS) and stipulated that summons could only be issued to lawyers under the exceptions provided in the law after the director's approval. Enforcement Directorate (FILE IMAGE) The circular to the federal agency's field formations came hours after ED withdrew the summons issued to two senior lawyers, Arvind Datar and Pratap Venugopal, after the Supreme Court Advocates on Record Association (SCAORA) asked Chief Justice of India Bhushan R Gavai to take up the case. Section 132 of BNS protects the advocate-client privilege and bars lawyers from disclosing communications between them and their clients. However, the section provides for three exceptions when this protection from disclosure shall not apply. In a statement, ED said Friday's circular was issued for guidance of field formations on Section 132 of BNS. 'Further if any summons needs to be issued under the exceptions carved out in proviso to Section 132 of the BSA, 2023, the same shall be issued only with the prior approval of the Director, ED,' the agency statement said. The agency also clarified that the summons were issued to Venugopal in his capacity as independent director of Care Health Insurance Ltd (CHIL), and not as a lawyer. 'In view of the fact that Pratap Venugopal is a Senior Advocate in the Supreme Court, the summons issued to him has been withdrawn and same has been communicated to him,' ED said. 'In the said communication, it has also been stated that if any documents will be required from him in his capacity as an independent director of CHIL, the same will be requested from him to be submitted by email,' the agency said. The financial crimes probe agency is looking into money laundering allegations in connection with a case in which shares of Care Health Insurance Ltd (CHIL) were issued at a much lower price in the form of ESOPs on May 1, 2022, despite the rejection of the same by Insurance Regulatory and Development Authority of India (IRDAI).

Congress MP Criticises BRS for spreading misinformation on govt
