
14 years on, GMADA yet to hand over showrooms against acquired land
Even though the Greater Mohali Area Development Authority (GMADA) had acquired land for the IT City housing scheme at Aerocity in December 2011, around 300 landowners from seven villages, who had applied under the land pooling scheme, are still awaiting possession of their showrooms.
Through the land pooling scheme, owners were to be provided with residential or commercial plots instead of monetary compensation in lieu of their land. The size of each showroom is 100 square yards. In contrast, GMADA had already given possession of residential plots in IT City in 2019.
According to records, letters of intent (LOIs) were issued in 2013 for 100 square yards SCOs and booths, based on entitlement. The draw for allotment of commercial sites and booths to LOI holders was conducted in August 2021. However, more than three and a half years later, the original allottees have still not received allotment letters or possession of their sites, preventing them from constructing buildings and starting businesses to earn a livelihood.
One allottee, Harpal Singh, said, 'GMADA had acquired the land more than a decade ago but has still not given us possession of the showrooms under the land pooling scheme, despite repeated requests.'
He added, 'On the other hand, Manav Rachna School and companies such as Infosys and HDFC have already constructed their buildings and are running their operations. It is unclear why GMADA is delaying possession when the infrastructure at the site is already complete.'
When contacted, a senior GMADA officer said, 'There are some issues related to services and the alignment of the choe (seasonal stream) passing through the area. We are hopeful that the matter will be resolved soon and possession will be handed over in the next few months.'
Another landowner, Sajjan Singh of Chajumajra village, expressed his disappointment, stating, 'There is a lot of discontentment among allottees due to the non-issuance of allotment letters and possession. Many of our children are unemployed and our livelihood is at risk as our agricultural land was acquired way back in 2011. Although the draw for commercial plots was conducted and numbers allotted in 2021, possession has still not been given. Our children and family members are waiting to start their businesses to support the family.'
The IT City spans 1,722 acres across Sectors 66-B, 82-A, 83-A and 101-A, adjacent to Airport Road. The first housing scheme in IT City was launched in February 2014, offering 325 residential plots at ₹23,500 per square yard. The second scheme was launched in July 2016 with 750 plots at ₹20,000 per square yard. The most recent one was launched in April 2018.

GMADA auction: School site in Ecocity-2 fetches ₹59 crore
The Greater Mohali Area Development Authority (GMADA) managed to sell only 17 out of the 72 residential and commercial properties that were up for auction. Among these, a school site in Ecocity-2, measuring 4.02 acres, fetched ₹ 59 crore against a reserve price of ₹ 57.9 crore. The highest bidder for the school site was Blue Wing Education Society. Two residential plots, measuring 500 square yards each in Sector 82, Alpha Block-B, IT City, were sold for ₹ 6.87 crore a piece, surpassing the reserve price of ₹ 6.35 crore. Similarly, a 300-square-yard residential plot in Block-A of Ecocity-1, fetched ₹ 3.5 crore against the reserve price of ₹ 3 crore. Residential plots, measuring 500 square yards, went for prices ranging from ₹ 5.6 crore to ₹ 6.87 crore, depending on their location within IT City and Ecocity-1. However, several sites remained unsold. These included 13 booths, 15 SCOs (shop-cum-offices), two hotel sites, two commercial sites, and a school site. GMADA chief administrator Vishesh Sarangal said, 'The auction received a good response, and we are hopeful of selling the remaining sites in the next round.' Shalinder Anand, former president of the Mohali property consultant association, attributed the tepid response to high reserve prices and market saturation. 'The reserve prices are steep, and auctions are being held almost every month. There simply aren't enough buyers. Also, similar plots are available at lower prices in the open market,' he said. In the April auction earlier this year, GMADA managed to sell only two group housing sites (totaling 12.23 acres) out of six offered (48.72 acres), generating ₹ 403.75 crore in revenue. The reserve price for the six sites was set at ₹ 1,214.52 crore. In contrast, GMADA earned record revenues in previous auctions. During the e-auction held from March 12 to 22, it collected ₹ 1,986.82 crore from the sale of 368 properties. Similarly, a Diwali auction last year fetched ₹ 1,893.80 crore from the sale of 345 properties.

Adani Power's proposal to acquire Vidarbha Industries Power's approved by NCLT
The Mumbai bench of the National Company Law Tribunal (NCLT) on Wednesday approved Adani Power Ltd 's acquisition of Vidarbha Industries Power Ltd. Before the tribunal's nod, the secured creditors of the company approved the plan in February 2024. The company has admitted liabilities of Rs 6,753 crore, and the successful resolution plan has proposed to pay Rs 4,000 crore to acquire the company. Vidarbha Industries (VIPL) owns and operates a 600-megawatt (MW) thermal power plant, with two 300-MW units each in Nagpur in Maharashtra state. 'We find that the Resolution Plan has been approved with 100% voting share. As per the CoC, the plan meets the requirement of being viable and feasible for the revival of the Corporate Debtor,' said the division bench of judicial member Nilesh Sharma and a technical member, Sameer Kakar, in its 75-page order. 'We also observe that none of the stakeholders in the process of CIRP have come forward before this Tribunal with an application objecting to the approval of this Resolution Plan,' noted the tribunal. The tribunal also observed that the resolution plan is binding on the Corporate Debtor (VIPL), its employees, members, creditors, guarantors and other stakeholders. Last year in September, the tribunal had admitted CFM Asset Reconstruction's application to admit the company under the Corporate Insolvency Resolution Process (CIRP). On February 24, Adani Power in its stock exchange filing had said that the lenders have approved its revival plan for the company and the 'implementation of the resolution plan' is subject to the 'LOI terms as well as requisite approvals from the NCLT and other regulatory approvals'. VIPL was formerly a subsidiary of Anil Ambani-owned Reliance Power . It entered insolvency proceedings under the Insolvency and Bankruptcy Code (IBC). Reliance Power had announced last year that VIPL was no longer its subsidiary. Admitting the petition, the bench appointed Bimal Kumar Agarwal as the interim resolution professional (IRP) to oversee the insolvency process, including managing VIPL's assets and inviting resolution plans. VIPL, a special-purpose vehicle, was set up by Reliance Power for building a coal-based thermal power plant comprising two units of 300 MW each at Butibori at Nagpur in Maharashtra. The project was awarded after an international bidding process run by the Maharashtra Industrial Development Corporation, and it was eventually converted into an independent power project. The Butibori project has a long-term power purchase agreement (PPA) with Maharashtra for 3085 MW, with potential for expansion. The company defaulted on loans totalling Rs. 3,872 crore to Axis Bank and State Bank of India (SBI), leading to the classification of its account as a non-performing asset in 2019. Both lenders later sold their debts to CFM ARC in 2023, as reported by ET in October 2023.
