Gmada auctions 24% of plots on offer, school site fetches Rs 59cr
1 2 Mohali: The Greater Mohali Area Development Authority (Gmada) earned over Rs 136 crore from its latest property auction, which concluded on Thursday evening. However, the response remained lukewarm with only 17 out of 72 residential and commercial sites sold — just 24% of the total properties on offer. The highlight of the auction was the sale of a 4.02-acre school site in Ecocity-2 that fetched Rs 59 crore, slightly above its reserve price of Rs 57.9 crore. The plot was acquired by Blue Wing Education Society, marking one of the highest single-property bids in the auction. Among residential properties, two 500-square-yard plots in Sector 82, Alpha Block-B, IT City, sold for Rs 6.87 crore each, above their reserve price of Rs 6.35 crore. A 300-square-yard plot in Block-A of Ecocity-1 also fetched Rs 3.5 crore, compared to its reserve price of Rs 3 crore. Other 500-square-yard plots sold ranged between Rs 5.6 crore and Rs 6.87 crore, depending on location. However, a large number of properties remained unsold, including 13 booths, 15 shop-cum-offices (SCOs), two hotel sites, two commercial sites, and another school site. Mohali: Do away with black spots, DC tells officials
Deputy commissioner Komal Mittal on Sunday directed the officials concerned to take immediate and concrete measures to eliminate accident-prone black spots across the district to prevent road mishaps and ensure smooth traffic flow. Chairing a meeting of the District Road Safety Committee, she instructed officials of the Greater Mohali Area Development Authority (GMADA), municipal corporation and local councils besides PWD and NHAI to prioritise doing away with the black spots and submit action-taken reports before the next meeting. Calling for stringent action against traffic violators, the deputy commissioner (DC) directed the police, the regional transport officer (RTO) and the district child protection officer to conduct regular checks. Special focus was laid on ensuring that school buses strictly comply with the Safe School Vahan Policy. RTO Rajpal Singh Sekhon informed the committee that during April and May, 1,352 challans, amounting to ₹59.87 lakh, were issued. Mittal further emphasised timely uploading of accident details on the E-DAR (Electronic Detailed Accident Report) portal that facilitates faster compensation disbursal through centralised accident reporting, geotagging and data sharing. The police and the hospitals were asked to update the portal promptly to help the Union ministry of road transport and highways effectively identify and address high-risk zones. Appealing to residents to assist road accident victims without the fear of legalities, the DC reiterated that Good Samaritans are legally protected and eligible for rewards and recognition. The sub-divisional magistrates (SDMs) were directed to expedite pending compensation claims related to hit-and-run cases. As per the scheme, victims' families are entitled to ₹2 lakh in case of a fatality and ₹50,000 for grievous injuries.

GMADA planning big for Mohali's growth while forgetting Ecocity-2
Amid its ambitious preparations to acquire around 2,600 acres of land in Mohali for residential, commercial, industrial and institutional development, the Greater Mohali Area Development Authority (GMADA) has failed to launch the Ecocity-2 (extension) scheme in New Chandigarh's Hoshiarpur village even 12 years after land acquisition. In 2013, GMADA had acquired 96 acres and issued letters of intent (LoIs) to the allottees the same year, but it is yet to begin development work. Over the past decade, residential and commercial plots have been carved out, but the project remains stalled, leaving the allottees in limbo. GMADA had paid compensation to landowners who opted for monetary settlement, but those who chose to receive plots under the land pooling scheme through this project wait in uncertainty. Avtar Singh, a landowner, said, 'It has been 12 years. As many as 106 residential plots and 66 commercial ones have been carved out, but the scheme is yet to materialise. No development activity has taken place.' 'GMADA took high-interest loans from banks to pay compensation to the farmers, but the amounts the latter received were meagre. The authority has been paying heavy interest on these loans, but there has been no effort to develop or launch the scheme and recover the amount by selling the plots,' he said. Echoing similar concerns, another landowner, Satvir Singh, said, 'In 2013, we were forced to hand over our fertile chunks of land which were our only source of income. Now, we feel betrayed. GMADA has issued only letters of intent under the land pooling scheme, but no allotment has been made.' According to Satvir, 'Without this (allotment), we cannot develop our plots to build houses or open showrooms. Our livelihoods and our kid's future are at stake.' 'The authorities are planning to initiate new schemes but what about the one which awaits completion for a decade?' he asked. When contacted, GMADA chief administrator Vishesh Sarangal said, 'We floated tenders to carry out development works recently. We require approval from the competent authority. Once we receive the same, the work on the project will begin.' In its executive meeting on June 6, GMADA had decided to acquire 2,600 acres across multiple sectors in Mohali. According to the decision, 236 acres will be acquired in Sector 87 for commercial use, 313 acres in Sector 84 for institutional purposes, 321 acres across Sectors 101 to 103 for industrial development and a substantial 1,800 acres in Sectors 120 to 125 along the PR-7 road for residential development. The land acquisition process is slated to begin next month.

Mohali flat buyers get relief from Supreme Court
In a key ruling that balances homebuyer rights and builder liability, the Supreme Court has upheld a refund with 8% compounded interest to two buyers who pulled out of a delayed Greater Mohali Area Development Authority (GMADA) housing project, but turned down their plea to recover the home loan interest they had paid. A bench of Justices Sanjay Karol and Prasanna B. Varale delivered the ruling last week in a dispute stemming from GMADA's 'Purab Premium Apartments' project in Sector 88, Mohali. The buyers, Anupam Garg and Rajiv Kumar, had booked 2-BHK flats in 2012 and deposited ₹50.46 lakh and ₹41.29 lakh, respectively. They were promised possession by May 2015 under a Letter of Intent (LOI), which also assured a refund with 8% interest in case of delay. Citing slow progress and major deviations from the promised layout and amenities, the buyers sought refunds in 2016. When GMADA resisted, they moved the Punjab State Consumer Commission, which in 2018 ordered GMADA to return their money with 8% interest, ₹60,000 each for mental harassment, ₹30,000 each in litigation costs, and the interest they had paid on their housing loans. This decision was upheld by the National Consumer Disputes Redressal Commission (NCDRC) in 2019. However, GMADA contested the direction to pay for buyers' loan interest in the Supreme Court. In its verdict, the court reaffirmed that delayed possession entitles buyers to a refund with reasonable interest. 'Where the development authority… does not deliver possession… the allottee is entitled for refund… with reasonable interest,' the bench said, citing its earlier ruling in Bangalore Development Authority v. Syndicate Bank. The bench also quoted GDA v. Balbir Singh, saying compensation must vary with the facts of the case: 'In cases where monies are being simply returned… the compensation would necessarily have to be higher.' However, the judges ruled out compensation under multiple heads. Citing DLF Homes Panchkula v. D.S. Dhanda, they said, 'There cannot be multiple heads to grant of damages and interest when the parties have agreed for payment of damages.' Justice Karol observed, 'The 8% interest awarded… is the compensation for being deprived of the investment… No amount of interest on the loan taken by the respondents could have been awarded.' The court allowed GMADA's appeal in part—striking down the loan interest component but upholding the rest of the relief granted by the consumer commissions. GMADA will not have to deposit any additional sum, and the money already with the State Commission will be disbursed to the buyers.

GMADA gets cracking to fix Mohali's sanitation mess
Responding to public grievances over deteriorating infrastructure, poor sanitation, and lack of cleanliness in several sectors under the Greater Mohali Area Development Authority (GMADA), chief administrator Vishesh Sarangal has deployed junior engineers (JEs) to directly oversee maintenance and hygiene standards in GMADA-controlled areas. Sarangal emphasised that GMADA bears full responsibility for maintaining public spaces it has developed. 'It is GMADA's responsibility to ensure the cleanliness and upkeep of areas it has developed. No leniency will be shown towards officers or staff found neglecting these duties,' he said. In a move to enhance accountability, Anmol Singh Dhaliwal, additional chief administrator-2, GMADA, has been appointed as the nodal officer for monitoring infrastructure upkeep and sanitation across GMADA's urban estates. He will supervise field inspections and receive regular updates from designated JEs. As per the new directive, JEs posted in their respective sectors will conduct routine inspections of roads, green belts, parks and other civic assets. They are also tasked with coordinating with sanitation contractors to ensure cleanliness standards are met and are required to submit periodic status reports to the nodal officer. The chief administrator has also issued detailed internal instructions to staff handling sanitation and infrastructure. He warned that future lapses would attract strict disciplinary action. 'Any official found guilty of dereliction of duty will be dealt with firmly,' he said. Sarangal clarified that many parts of Mohali fall outside the jurisdiction of the Municipal Corporation, making it GMADA's sole duty to provide essential civic services in those areas. 'Our responsibility doesn't end with land development. We must also address post-development issues such as sanitation and infrastructure to ensure that residents living in these sectors receive essential civic services,' he added. The GMADA sectors under the purview of this new directive include: Sectors 81, 84, 85, 86, Aerocity, 90, 91, 92, 92 Alpha, 93, IT City, 87, 88, 89, 94, 95, 96, 97, 98, 99, 100, 101, 102, 103, 104, 105, 106, 107, 108, 109, 110, 112, 113, 114, 115, 116, 74 Alpha, 117, 118, 119, 120, 121, 122, 123, 124, 125, 126, and Sectors in New Chandigarh including 1, 2, 3, 4, 5, 6, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, and 24.
