New speaker set to replace disgraced Nkosi in Emalahleni

The Citizen13-05-2025

The former speaker was previously accused of bullying councillors from other political parties, including the DA and the EFF.
The new speaker for Emalahleni local municipality replacing Mduduzi 'Mswati' Nkosi, will be announced during the council sitting today.
The municipality has been operating without a speaker for a week after the resignation of Nkosi, who has been recently sworn in as a councillor in the Nkangala district municipality.
The ANC has been refusing to divulge the reason for Nkosi's resignation, but the party's regional spokesperson, Linky Mohlala, confirmed the speaker had been requested by the ANC to vacate the office.
Accusations against Nkosi
Nkosi was previously accused of bullying councillors from other political parties such as the DA and the EFF.
Insiders said Nkosi's resignation had to do with many issues, including that he allegedly supported some suspended 'corrupt' officials.

Last year, a case of assault was opened against him after he reportedly assaulted Ndebele traditional leader Tony Mahlangu during a Mandela Day event.
He accused Mahlangu of forcing his way onto the podium to address the community when he was not on the list of speakers.
Announcement postponed
The special council sitting aimed at appointing the new speaker was supposed to take place on Friday last week, but it was postponed to today.
Emalahleni municipal spokesperson Lebogang Mofokeng has confirmed that the new speaker will be announced today, but refused to divulge more information.
'On Friday the council sitting did not sit because it was going to discuss the DA's motion of no confidence in the speaker and now that the speaker resigned it was cancelled,' Mofokeng said.

ANC to reshuffle its leaders in ailing Msunduzi Municipality

Msunduzi Municipality mayor Mzimkhulu Thebolla's political future is uncertain after being excluded from the reginal task team list in the Moses Mabhida region. Image: Supplied The embattled ANC-led Msunduzi Local Municipality in Pietermaritzburg is likely to have new political supervisors by the end of week following the exclusion of both regional chairperson Mzimkhulu Thebolla and regional secretary Samora Ndlovu from the leaked regional task team list. According to the unconfirmed list, Thebolla who is also Msunduzi mayor did not make it to the top five positions allocated to the task team which will oversee the work of the ANC deployees in the six municipalities under the party's Moses Mabhida region. His secretary, Ndlovu is also exempt from the list. The region encompasses Msunduzi, Umshwathi (New Hanover), Umkhambathi (Camperdown), Mooi Mpofana (Mooi River), Umngeni ( Howick) and Richmond municipalities. On top of the list appears the name of Nathi Mdladla who is said to be in the leadership of Umkhonto weSizwe Military Veterans Associations and former Msunduzi mayor Chris Ndlela. Attempts to get Thebolla and Ndlovu to respond were unsuccessful. The municipality under these two leaders has been besieged by administrative and poor service delivery problems which led to Premier Thami Ntuli's intervention with the appointment of a team led by former Human Public Works MEC Ravi Pillay. The municipality and the region are one of the strategic centres of the ANC, it has the second biggest budget after eThekwini and the region also is the second largest in the province. There is talk that the municipality will be merged with the other five smaller municipalities to form a metro. Video Player is loading. 'In line with the ANC protocols, we are not going to announce the names of the people that will lead our regions as task teams before informing our branches first. Next week we will begin that process and announce the names,' said Mabuyakhulu. Despite the ANC's insistence that regional task teams are an opportunity for renewal, others view the move as a strategic decision by Luthuli House to have direct control over branches in the province ahead of the party's elective conference in 2027.

Justice demanded for runners injured by Cape Town driver in DUI incident

A Cape Town man is facing charges of driving under the influence and negligent driving after injuring two runners in Bantry Bay. Image: File A Cape Town man continues to make court appearances on charges relating to driving under the influence of alcohol and negligent driving, after two runners were rammed in Bantry Bay. The man made his latest appearance in the Cape Town Magistrate's Court on Friday, where the matter was postponed for further investigation. The incident, which was filmed on March 30, was caught on CCTV footage along Victoria Road, Bantry Bay, and shows how the runners were hit, one of whom was flung into the air and landed in nearby bush and rock terrain along the coast. Police initially confirmed the man's arrest and that he was detained and charged. The DA's National Council of Provinces member on security and justice, Nicholas Gotsell, said he has since written to Police Commissioner Thembisile Patekile regarding cases of reckless and negligent driving. 'The DA notes the postponement in this case to August 12 for further investigation,' he said. 'We will continue to play an active oversight role and ensure that the police fulfil their constitutional duty to protect citizens – and that they do not neglect their responsibilities when others' lives are deliberately put at risk. 'This tragedy follows shortly after a Nigerian rapper crashed through a wall in Sea Point more than three months ago with no concrete actions taken by SAPS against the driver. 'Reckless drivers are increasingly using our roads as a racetrack. Video Player is loading. This lack of response raises serious questions about SAPS's bona fides and their commitment to public safety." The Cape Argus approached the provincial SAPS office for Patekile's response and await feedback. Earlier, Pedal Power Association CEO, Neil Robinson, said they called for justice to be served and were shocked at the number of lawless and poor driving of persons under the influence on the road. The incident also happened just a month after dental surgeon from the Eastern Cape, Dr Ncumisa Mdlokolo, was tragically killed by a speeding Ferrari while walking with her sister in Buitengracht Street. The driver, David Polet, is accused of being under the influence of drugs and alcohol and was arrested and charged and granted bail of R10 000 by the Cape Town Magistrate's Court. MKP joins escalating call for higher education Minister Nkabane to resign

Calls for President Cyril Ramaphosa to remove Higher Education Minister Nobuhle Nkabane have been escalated amid allegations of corruption at the Construction Sector Education and Training Authority (CETA) and claims that she misled Parliament. Image: GCIS The umKhonto weSizwe Party (MKP) has joined the calls for the removal of Higher Education Minister Nobuhle Nkabane, saying she is not fit to hold the position. The party was responding to the calls for President Cyril Ramaphosa to remove Nkabane amid allegations of corruption at the Construction Sector Education and Training Authority (CETA) and claims that she misled Parliament. Nkabane is already under scrutiny for misleading the Portfolio Committee on Higher Education about the composition of the panel responsible for recommending appointments to the boards of Sector Education & Training Authorities (SETAs), which appointed ANC-aligned individuals. This week, fresh revelations emerged in reports that she ignored whistleblower reports detailing tender fraud and governance irregularities at CETA, which has a budget exceeding R20 billion. Advertisement Next Stay Close ✕ The whistleblower, Tumiso Mphuthi, a suspended CETA senior manager, claimed that Nkabane repeatedly ignored her corruption complaints against CEO Malusi Shezi. Mphuthi alleged that Shezi rigged tenders awarding contracts to unqualified bidders, yet no investigation was launched despite her submitting evidence to multiple authorities. MKP MP, Mnqobi Msenzane, said these activities show that Nkabane was not fit for the office, adding that she has displayed a serious level of incompetence. He said the challenges at CETA were not an island, adding that they include other institutions such as the Services SETA, which date back prior to the arrival of the current CEO. Msenzane said Nkabane created chaos in all SETAs, including her attempt to appoint highly political, conflicted individuals to be board chairpersons of SETAs, and her closest friends who were board members of the Energy and Water SETA (EWSETA). 'Due to pressures exerted by MK Party MPs and other committee members, the Minister has since withdrawn the corrupt appointments. "As if nothing worse could have tragically visited the SETAs, the Minister proceeded by misleading the Portfolio Committee on the existence of the so-called Independent Panel, which the Minister must still come and answer to the Committee for her shocking transgressions.' He said Nkabane also delayed the appointments of the SETA board for two months, adding that this has placed the SETAs in disarray, there is a corporate governance breakdown that have seen Auditor General (AG) reports delayed. He said this would delay the strategic planning and directions of the SETAs, as well as mandatory grant approval. 'There will be high surpluses in revenues, spending will be less, leading to a hindrance to economic growth. Some stipends and bursaries will not be paid. As things stand, SETAs are similarly under administration currently,' he said. Nkabane's spokesperson, Camagwini Mavovana, said questions should be referred to Ramaphosa's spokesperson, Vincent Magwenya, who did not respond. Meanwhile, the DA said it has also filed a complaint with the Public Protector, following the revelation that Nkabane misled Parliament. 'The DA also believes that the level of deceit and misleading of Parliament violates the Executive Members Ethics Code, for which the Public Protector has jurisdiction to investigate and make findings – and therefore the DA has reported Minister Nkabane to the Public Protector for investigation into the serious breach of the Executive Members Ethics Code in numerous counts of misleading Parliament,' the party said. Prominent academic Prof Malegapuru Makgoba has joined calls for her resignation. In an opinion piece published in the Sunday Times, former University of KwaZulu-Natal vice-chancellor and national health ombud, Makgoba said the only honourable course for Nkabane was to quit, adding that she had disgraced Ramaphosa and publicly embarrassed him, the higher education and her department. 'She brought this sector into disrepute and her continued presence in the position of Minister continues to damage this vulnerable sector, he said.
