Leissner, 55, who once served as Goldman's Southeast Asia chairman, pleaded guilty in 2018 to conspiring to violate the Foreign Corrupt Practices Act and laundering money tied to the scheme. During the sentencing in a Brooklyn federal court, US District Judge Margo Brodie described his actions as 'brazen and audacious,' adding that the damage caused by the scandal extended across borders and affected public trust. While Leissner cooperated extensively with prosecutors and becoming a star witness against his former colleague Roger Ng, Judge Brodie said his assistance did not erase the harm he helped inflict. 'First and foremost, I offer my sincere apology to the people of Malaysia,' Leissner told the court with visible emotion. 'I deeply regret my actions.' Authorities from both Malaysia and the United States estimate that US$4.5 billion (RM19.3 billion) was misappropriated from 1Malaysia Development Berhad (1MDB), a fund originally set up to drive Malaysia's economic development under former prime minister Datuk Seri Najib Razak.
Advertisement Instead, much of the money was embezzled through a web of transactions involving shell companies and offshore accounts, allegedly orchestrated by Malaysian financier Jho Low, who remains a fugitive. Leissner played a central role in helping Goldman Sachs raise US$6.5 billion in bonds for 1MDB. He later admitted to fabricating documents and misleading compliance officials to get deals approved. After his arrest in 2018, he agreed to cooperate with US prosecutors, meeting with them dozens of times and providing extensive information and testimony. His cooperation contributed to the conviction of Roger Ng, Goldman's former head of investment banking in Malaysia, who was sentenced to 10 years in prison before being transferred to Malaysia to assist in further investigations. Despite his collaboration, Leissner said the fallout from the scandal left him broken. 'I lost my freedom, my family, and my financial independence. My health also deteriorated. I took pills and even lost the will to live,' he said in court. Goldman Sachs distanced itself from Leissner, telling the court in a letter that he had 'repeatedly deceived' colleagues and that his actions led to the only criminal case ever filed against the bank in its 156-year history. In 2020, Goldman paid a record US$2.9 billion fine and had its Malaysian subsidiary plead guilty in US court. The bank also clawed back US$174 million in executive compensation. Najib Razak was convicted in 2020 for receiving misappropriated funds from a 1MDB-linked unit and was sentenced to 12 years in prison. Malaysia's top court upheld the ruling in 2022. His sentence was later reduced to six years by a royal pardon, and he is now seeking to serve the remainder under house arrest. Leissner's lawyer, Henry Mazurek, said his client accepts the sentence and intends to focus on rebuilding his life. Bursa Malaysia forms industry working group to strengthen cybersecurity in stockbroking
Bursa Malaysia chief executive officer Datuk Fad'l Mohamed KUALA LUMPUR: Bursa Malaysia Bhd has formed a dedicated industry working group to strengthen cyber resilience across the Malaysian stockbroking ecosystem. In a statement, the stock exchange operator said this coordinated effort follows the unauthorised trades incident on April 24, 2025. 'The industry working group represents a concerted effort to strengthen the cyber resiliency of our trading ecosystem. The industry recognises that cyber resiliency is not just a technology best practice — it is the cornerstone of a trusted and vibrant capital market. 'A resilient ecosystem safeguards investor confidence, upholds market integrity, and ensures that our digital infrastructure can withstand and adapt to evolving threats,' chief executive officer Datuk Fad'l Mohamed said. The industry working group, chaired by Bursa Malaysia chief regulatory officer Julian M Hashim, comprises representatives from four bank-backed participating organisations (POs), two non-bank POs, and two subject matter experts in the field of cybersecurity. The group held its inaugural meeting on June 17, 2025, during which it finalised its terms of reference. Its mandate includes assessing current cybersecurity practices and identifying systemic vulnerabilities within the stockbroking ecosystem. Additionally, the group will work on developing industry-wide standards and best practices for information and communication technology (ICT) risk management and incident response. It is also tasked with recommending enhancements to regulatory frameworks and operational protocols to strengthen overall cyber resilience. The industry working group targets to finalise its recommendation paper within four months, with the subsequent implementation phase focused on the execution of the recommendations. Acknowledging the different levels of operational complexity among stockbroking firms, industry consultations will be held to ensure the recommendations are practical and fit for purpose. Bursa Malaysia said stockbroking firms have recently implemented precautionary measures, including mandatory password resets, enhanced monitoring of unusual logins, blocking suspicious IP addresses, and issuing client alerts to safeguard login details. In line with these efforts, Bursa Malaysia had on May 21, 2025 sent out a directive to mandate that all stockbroking firms implement multi-factor authentication by the end of 2025. This requirement is a critical step towards enhancing the security of investor trading accounts and mitigating the risk of unauthorised access.

Eastern Steel launches Malaysia's first crude steel EPD
KUALA LUMPUR: Eastern Steel Sdn Bhd has introduced Malaysia's first environmental product declaration (EPD) for a crude steel product, supporting manufacturers in meeting rising global sustainability standards. The initiative was powered by EC Digital, an industrial carbon quantification solutions provider, which recently established a subsidiary in Malaysia to support the region's sustainability goals. It addresses the growing need for Malaysian manufacturers to meet stringent international standards, including the EU's carbon border adjustment mechanism and supply chain requirements for verifiable certifications based on quantified carbon emissions. The EPD acts as an environmental nutrition label, presenting complex life cycle assessment (LCA) results in a standardised format. By quantifying impacts like carbon footprint, water consumption and air pollution based on a verified scientific approach, it provides the transparency essential to combat greenwashing and meet the stringent requirements of green building certifications and global procurement policies. Beyond supporting national climate goals, Eastern Steel said its adoption of international best practices in LCA and third-party verification is also establishing a transparent governance model for others to follow.
