Calgary's record housing starts fall short of restoring pre-pandemic affordability: CMHC
Calgary is breaking records when it comes to building new homes, but a new report says the city is still a long way from returning to pre-pandemic affordability levels.
To restore affordability to what it was before COVID-19 hit, Calgary needs to build 45 per cent more new homes each year — on top of what's already being built, according to the report by the Canada Mortgage and Housing Corporation (CMHC).
The report looks into housing gaps across the country over the next decade. It estimates that across the country, between 430,000 and 480,000 new units will need to be built annually over the next decade to re-establish affordability last seen in 2019.
"Calgary will need about 9,000 more housing starts a year for the next 10 years to get back to 2019 affordability levels," said Matt Laberge, chief economist with CMHC.
"That won't be possible without changing fundamentally how we build. I'm thinking more [housing], but also, a more trained workforce toward technologies like AI, robotics and automation."
Housing affordability, as defined by CMHC, means that prices should not exceed 30 per cent of a household's gross income.
As CBC Calgary has reported extensively over the years, Calgary's housing crisis emerged after the peak of the pandemic. That's when prices elsewhere in Canada surged and people across the country — and beyond — moved to the city faster than supply could accommodate.
To keep up with the growth, Calgary recorded 24,369 housing starts in 2024 — the third consecutive year of record housing starts, according to CMHC.
Similarly, Edmonton broke its own record with 18,384 housing starts last year. Housing prices in that city are edging up, but it remains one of the more affordable major municipalities in the country.
The report has a much more optimistic outlook for Alberta's capital city. It says Edmonton is building a sufficient amount of housing to maintain affordability over the next 10 years.
The CEO of BILD Alberta said it's too soon to celebrate in either city.
"This report demonstrates that we can't rest on our laurels and say, 'Hey, we set a record last year, everything's good to go," said Scott Fash, whose association represents groups like developers and builders.
"We need to keep pushing and we need to keep improving in order to make sure that we don't end up, five years from now, having a discussion about how we're one of the most unaffordable markets in Canada."
ATB Chief Economist Mark Parsons said he's taking the projections for Edmonton with a grain of salt because it still requires over 16,000 new units to be built each year.
He also noted that Edmonton has become the destination of choice for many young families.
"Perhaps because of the affordability advantage, you could have more people moving to Edmonton than envisioned by CMHC, which would put additional pressure on the housing market."
Parsons said he'll be watching to see how much housing can be built as Alberta faces ongoing labour shortages in the construction sector, an elevated unemployment rate and skills mismatches.
Bill Black, president of the Calgary Construction Association, said it's been "very intense" to keep up with Alberta's demand for infrastructure, whether that's housing or commercial buildings.
He said many workers in the industry feel unappreciated, which is adding to the problem.
"Constantly scorecarding industry without acknowledging its achievements just is not helping," said Black.
"The government has to recognize that we spent the last 40 years allowing construction to become accepted on a societal scale as a second- or third-rate career…. There needs to be a recognition of the error of that societal stigma being allowed to prevail."
Fash at BILD Alberta said meeting these targets will require a full-scale effort from all levels of government.
"Our municipalities need to be providing the land for us to do it and the approvals to do it. Our provincial and federal partners need to be figuring out how we provide the infrastructure to support all of that growth and in a cost effective way."
He also wants Albertans on board.
"We need more housing in every corner of our communities and we need to figure out collectively how to do it. I'm not going to sit here and say that one way is the right way, the other way is not. But we have to do things a little bit differently than maybe we have historically."

Those are all impressive records, but they have to be couched in a very important fact. The energy sector is broadly known for being volatile because oil and natural gas prices are volatile. In other words, this trio has defied the odds when it comes to their ability to reward investors with a steadily growing income stream. And right now, they are each offering something else, too: an above-average yield. The S&P 500 index is yielding roughly 1.2%. The average energy stock is yielding about 3.5%. Chevron's dividend yield is currently around 4.6%, Enbridge's yield is 5.9%, and Enterprise is yielding 6.8%. So you get outstanding dividend histories and outstanding yields if you buy these three energy giants right now. Clearly, there are good reasons to be looking at Chevron, Enterprise, and Enbridge as income investments. But the dividend headlines aren't the whole show. The businesses that back those dividends are just as important, if not more so. For example, Chevron's diversification across the entire energy value chain helps to reduce the impact of energy price volatility. Its chemicals and refining businesses, as a highlight, tend to benefit when oil prices are low, which is a headwind for its energy production operations. Chevron also benefits from consistent cash flows produced by its pipeline operations. Toll-driven pipeline assets are what back midstream operators Enterprise and Enbridge. Slow and steady is the name of the game in the midstream sector, with growth coming from capital investments, price increases, and the occasional acquisition. That said, Enbridge stands out because it has a bit more diversification than Enterprise, with regulated natural gas utility assets and investments in clean energy. The big picture here is that all three have business models built to withstand the typical ups and downs in the energy sector. And there's one more key factor to consider. Chevron, Enbridge, and Enterprise all have investment-grade-rated balance sheets. That means they have a solid financial foundation to lean on when adversity comes along, which will help them to support both their businesses and their dividends through the hard times. That's particularly important for Chevron, which has the most exposure to volatile energy prices. Chevron and Enterprise are financially strong and high-yield energy stocks with great dividend stories to tell. I don't own them. I own Enbridge and TotalEnergies because both of these energy businesses have made material efforts to diversify their businesses to include clean energy. TotalEnergies doesn't make this dividend-focused list because it just doesn't have the same dividend track record as Chevron. Canadians snapped up U.S. debt in April despite Trump's tariffs, but the bond selloff tanked its value
April's massive bond selloff didn't stop Canadians from buying Treasuries, but it weighed heavily on the value of their holdings. Higher interest rates in the U.S., where the Federal Reserve has been much more patient to cut interest rates than other central banks, have likely spurred demand. Canadians have been ditching all-things American after having enough of U.S. President Donald Trump's threats about tariffs and making their country the '51st state.' Boycotts of U.S. products from whiskey to dog food to Teslas—and a huge pullback in travel across the border—haven't stopped Canadian investors from buying Uncle Sam's debt, though. Trump's chaotic tariff rollout in April marked the high point of the 'Sell America' trade as stocks, bonds, and the dollar all sank. But despite the turmoil in fixed-income markets, Canadians purchased a net $9.2 billion of U.S. government bonds in April, the biggest monthly surge since November 2023. However, the value of Canada's overall holdings fell by roughly $58 billion that same month, according to the most recent data from the Treasury, by far the biggest swing for any of the top 20 foreign owners of U.S. debt. The drop likely reflects that month's massive bond selloff, which may have forced Trump to back off on his so-called reciprocal tariffs. Long-term yields, which spike when bond prices fall, have remained stubbornly elevated with the Federal Reserve—unlike other central banks around the world—patient to cut interest rates. 'You've got this gap emerging with the Fed on hold and the Bank of Canada cutting rates, along with everyone else,' Rob Haworth, a senior vice president and investment strategist at U.S. Bank, told Fortune. The Bank of Canada has slashed rates by 225 basis points over the past nine months, including 25-point cuts in January and March. The Fed, meanwhile, reduced rates by 100 points from September to December last year but has held rates steady so far in 2025. As a result, the 10-year U.S. Treasury yield was 4.38% as markets closed on Friday, while Canada's was at 3.30%. Higher interest rates in the U.S. can make Treasuries appealing to Canadians and other foreign investors, Haworth said, provided they can effectively hedge the risk presented by a weakening U.S. dollar. At the end of January, Canada's private and public sector held a combined $351 billion worth of Treasury securities. That number surged to $426 billion at the end of March before falling to $368 billion in April, the most recent data available. As Federal Reserve economists explained last year, this type of data has long been used as a gauge of foreign demand for Treasuries, particularly among the top three holders: Japan, the U.K., and China. The example of Canada, the seventh-largest owner of U.S. debt, illustrates why this approach is shortsighted, however. After all, Canadian investors bought more Treasuries in April, even as the total value of their holdings declined after revaluing the bonds at current market prices. The big drop suggests America's northern neighbor has heavy exposure to long-dated Treasury notes and bonds, which are much more volatile than short-term Treasury bills. 'Valuation changes often move in the opposite direction of net U.S. sales/purchases and are often large enough to drive overall changes in holdings,' Fed economists wrote last year. 'As such, changes in holdings alone are an unreliable measure of cross-border demand for U.S. or foreign securities.' Foreign investors account for roughly 30% of the U.S. Treasury market, according to Apollo chief economist Torsten Sløk, and their behavior is being closely monitored as the Trump administration pushes for big shifts in global trade and international finance. The U.S. borrows at much better rates than its underlying finances would normally allow, thanks to the dollar's status as the world's reserve currency and confidence that America will always pay its bills. If foreign buyers sour on U.S. Treasuries, however, that could force the Treasury to pay higher yields to bring back buyers. Such a move would put upward pressure on interest rates for mortgages, small-business loans, and other common types of borrowing throughout the economy. Foreign investors held just over $9 trillion worth of Treasuries at the end of April, down only slightly from the record set in March. The decline in the dollar this year, Haworth said, has been much more pronounced than any offloading of Treasuries. That makes sense, he added, because a slowdown in trade affects the flow of dollars first as greenbacks are used in fewer transactions. Changes in the allocation of Treasuries, often held as investments or bank reserves, happen much more slowly. 'There's probably still some fundamental pressure as we suss out where trade and tariffs end up,' he said. The Treasury data from April showed foreign private investors were net sellers of long-term U.S. debt. Government institutions like central banks and sovereign wealth funds were net buyers. More current data suggests the latter trend may have reversed in the months since, though. Holdings by these official entities in the custody of the New York Federal Reserve have declined by $48 billion since late March, prompting Bank of America credit strategists to suggest that 'cracks' in demand from these investors are now visible.
