KUCHING (June 11) Sarawakian DCP Gilberd Philip Layang has been appointed as Bukit Aman Logistics and Technology Department (JLog) acting director effective today, according to a Bernama report.
Hailing from Debak, Gilberd, who is Bukit Aman Logistics and Technology Department (JLog) Deputy Director Technical/Operations, takes over from Datuk Seri Sahabudin Abd Manan, who retired after 37 years of service in the force.
The handing-over-of-duty ceremony was held at the Tan Sri Abdul Rahman Hasim Hall, Kuala Lumpur Police Training Centre (Pulapol) today and was witnessed by Deputy Inspector-General of Police Tan Sri Ayob Khan Mydin Pitchay.
Ayob Khan, in his speech, described Sahabudin, who led JLog with commitment and integrity for almost four years since July 5, 2021, as a highly credible person.
'Throughout his 37 years of service, he has held various strategic positions at the contingent and department levels, namely the Kedah and Penang contingents, the Department of Internal Security and Public Order (KDNKA) and the Logistics Department.
'The effectiveness of his leadership also enabled various initiatives by other departments to be realised towards improving the force's service delivery inclusively,' he was quoted as saying by Bernama.
Ayob Khan said that among JLog's proud achievements under Sahabudin's leadership was the development of the SMART Lockup system, which won the Asia Pacific Enterprise Innovation Award 2015. It was developed in collaboration with Mosti and Mimos.
Another is the installation of permanent electricity in Bukit Tagasan, Semporna, welfare projects such as the Aksem Quarters in Padang Besar, as well as the empowerment of the Bomb Disposal Unit, which successfully dealt with high-calibre explosives.
Meanwhile, Sahabudin, in his speech, said he was grateful to be able to end his career in a meaningful way and apologised for any shortcomings during his period of service.
'I gave everything. I did my best. But of course, sometimes my best wasn't good enough,' he said emotionally.
He said JLog's leadership requires a collective approach and wisdom in making strategic decisions.
Sahabudin, born in Terengganu, began his career as an ASP Cadet Officer on June 5, 1988, and graduated with a Master's Degree in Electrical Engineering from the University of the Pacific, United States. ayob khan bukit aman Gilberd Philip Layang handing over lead Sahabudin

JISA Special Op To Audit 500 Bus And Lorry Operators Starting Monday
BUTTERWORTH, June 20 (Bernama) -- The Road Transport Department (JPJ) will conduct audits on 500 operators of public service vehicles (PSV) and high-risk goods commercial vehicles (GCV) through the nationwide JPJ Inspection & Safety Audit (JISA) Special Operation, starting Monday. Its director-general, Datuk Aedy Fadly Ramli, said the operation was carried out in line with the directive from the Transport Minister Anthony Loke to investigate PSV and GCV operators to ensure compliance with the audit process stipulated under the Land Public Transport Act (APAD). He said the main focus of the operation is to assess the company's compliance level with safety aspects, vehicle maintenance, driver management, and compliance records under the Road Transport Act 1987 (Act 333) and related regulations. "The enforcement of the JISA Special Op involves the implementation of Safety Inspection and Audit Reports that focus on compliance with the Industrial Code of Practice (ICOP) regarding safety in the transportation industry. "Additionally, there will be the review and resolution of outstanding issues for vehicle owners and drivers, as well as compliance with the Vehicle Technical Plan," he said at a press conference after officiating the Penang-level MyLesen B2 Driving Licence Programme 2025 presentation ceremony here today. Aedy Fadly emphasised that the action was taken following the recent frequent accidents involving heavy vehicles, including the bus crash that claimed the lives of 15 Universiti Pendidikan Sultan Idris (UPSI) students on June 9. Commenting further, he said his team had also identified the list of involved companies obtained from the APAD and JPJ list through a review of outstanding summonses. "Based on statistics, the JPJ has identified a category of high-risk operators, which includes 300 lorries, 100 tour buses and 100 express buses," he also said. He added that strict action will be taken against any operator found to be violating regulations or neglecting safety aspects, including issuing notices of violation, suspension, or cancellation of vocational driving licenses (PSV/GDL) or company operator licences.

JPJ Mulls Revoking MyLesen Licences Of Illegal Street Racers
CRIME & COURTS BUTTERWORTH, June 20 (Bernama) -- The Road Transport Department (JPJ) is considering revoking the motorcycle licences of recipients under the MyLesen B2 programme who are found to be involved in illegal street racing (rempit) or other traffic offences. Its director-general Datuk Aedy Fadly Ramli said he has instructed the director of the Driver Licensing Division to look into the matter before any further action is taken. He stressed that the government has allocated substantial funding for the programme to help the B40 group obtain Class B2 motorcycle licences, and thus recipients must comply with all road regulations. 'Recipients of this government-subsidised licence are recorded separately in JPJ's system as participants of the MyLesen programme. So, if they are stopped during inspections, action will be taken, up to and including revocation of their licence. 'If they want to reapply (for a licence), they will have to go through the driving institution or school, pay the fees, and retake the test from start to finish. I want to make that clear,' he told reporters after handing over the Penang-level MyLesen B2 programme licences here today. Meanwhile, Aedy Fadly said the MyLesen programme has been expanded this year to include secondary school students, students from institutions of higher learning, and youths, reflecting the government's continued commitment to helping the B40 group obtain valid driving licences and thereby broaden their access to employment opportunities, particularly in the gig economy. 'To ensure the success of this programme, the government has allocated RM5.8 million this year to cover the full cost of training and licence issuance for 15,000 selected participants nationwide.
