Gurgaon: The Haryana govt on Wednesday set up a high-powered committee to investigate the role of the sarpanch of Basai Meo village in the illegal construction of two roads through protected Aravali forest land near the Rajasthan border, an area that has been under Supreme Court's scanner since a hillock collapsed.
The roads, built in Oct 2024, are believed to have been used by miners to transport illegally quarried stones from Nuh's Basai Meo to stone-crushing units in Rajasthan. In Nov 2024, villagers had filed a complaint, accusing the sarpanch of aiding miners by facilitating construction of the road, which also gave them access to Rawa in Haryana where the hillock was taken down with explosive charges last Dec. A separate probe by the Anti-Corruption Bureau is already under way.
The newly formed committee includes the divisional commissioner of Gurgaon and the deputy commissioner and subdivisional magistrate of Nuh. It will examine whether the sarpanch violated rules in facilitating or overseeing road construction and is required to submit its report within 45 days.
"The roads are illegal and we have already shut them down by constructing a wall so that movement of vehicles stops. We are also planning to carry out a plantation drive in 15 to 20 days to restore the area.

We will investigate how these roads were constructed and who was responsible," Nuh deputy commissioner Vishram Kumar Meena told TOI.
"We are also planning a series of actions to ensure that no such illegal roads are built in Aravalis. Without consolidation, the roads can't be made. It was the work of mining mafia and some locals, but we will investigate the matter thoroughly. The land comes under sections 4 and 5 of PLPA (Punjab Land Preservation Act, which restricts construction in Aravali forests)," he added.
The committee will recommend strict preventive action if wrongdoing is established and is also expected to suggest systemic reforms to bolster the oversight mechanism of gram panchayats in Aravali hills and forested areas. The committee has been asked to review recommendations from the Supreme Court-appointed Central Empowered Committee (CEC) on compensation or alternative land arrangements, likely arising from the environmental impact or displacement caused by the road.
This move comes amid growing concern over encroachments and unregulated construction in the Aravalis, which act as a natural barrier against desertification of Delhi-NCR.
After a petition by Basai Meo villagers came up before SC, it directed CEC to inspect the site. In its report, CEC confirmed the violations and recommended action against erring officials. Last month, the chief secretary filed an affidavit that said the state's forest department did not act against violations.
But SC disagreed, and in its hearing on May 29, pulled up the chief secretary for "passing the buck" to the forest department.
"It appears that (mining) mafia is strong enough to protect not only its members but also the officers of the state govt who acted in collusion with them," Chief Justice of India B R Gavai said. But miners are undeterred. The road that was originally blocked by the forest department months ago was rebuilt. On June 2, officials and blocked it again.

The symbolic key was handed over by chief minister Devendra Fadnavis , along with guardian minister Chandrashekhar Bawankule and minister of state Ashish Jaiswal. Addressing the gathering, CM Fadnavis congratulated the new homeowners and praised the quality of construction undertaken by NMC. "The same quality flat is being sold for Rs18 lakh in the adjacent scheme, but citizens are getting the flat under PMAY for Rs9 lakh," said Fadnavis. He also proposed that similar PMAY buildings — with at least 1,000 flats — should be developed in each of Nagpur's six assembly constituencies to ensure accessible housing for all. "PM Modi has already provided funds for building 30 lakh houses in the state this year. Out of the 12 crore population of Maharashtra, over 1.5 crore will be able to live in their own homes thanks to PM Modi," said Fadnavis. Stressing Nagpur's place among India's green cities, he encouraged citizens to reduce private vehicle usage and make greater use of the eco-friendly electric bus service made available by the city administration. "Steps are being taken so that the private vehicle usage is reduced in the city and people should use public transport. Ahmedabad: Ten days since Air India's flight 171 to London crashed, bodies of victims on board and those on ground continue to be handed over to shattered families, amid the immense grief which has overshadowed the intensive DNA identification effort that is helping relatives get some sort of closure. Remains of all 60 foreign nationals on the flight have been identified and handed over, with the mortal remains of 13 more victims being given to kin in the 24 hours ending at 6pm on Sunday at Civil Hospital. This brings the total bodies handed over to 245. Officials said that so far, state forensic science experts have identified 251 bodies. Dr Rakesh Joshi, medical superintendent of Civil Hospital, said that six families are in the process of getting possession of the mortal remains of their loved ones. "The remains of two will be flown to the UK, the families of three victims identified will collect the remains on Monday, while the remains on another victim will be collected on Wednesday, June 25. The mortal remains also include 176 Indian nationals, other than 12 non-passengers," Dr Joshi said. 1 2 Cuttack: Orissa high court has taken sou motu cognisance of a media report highlighting hazardous manual drain cleaning by Cuttack Municipal Corporation (CMC) by allegedly engaging minor boys in clear violation of safety norms and child labour laws and directed the immediate halting of "such unsafe and unethical practices". The special bench for PILs concerning civic issues in Cuttack expressed serious concern over the "inhumane methodology" adopted by CMC. The bench of Justices S K Sahoo and V Narasingh said, "Needless to say, ensuring the health and safety of labourers is crucial for productive outcome. This involves implementing measures to prevent work-related injuries, diseases and hazards." "Manual drain cleaning often leads to hazardous conditions and can result in serious injuries or fatalities due to exposure to toxic fumes, sharp objects and even poisonous snakes," the bench added. The court directed that such manual and dangerous methods of drain cleaning must be discontinued immediately. It emphasised the need to shift to safer and technologically advanced cleaning mechanisms and underscored that no violation of the child labour law would be tolerated. Minors were also reported to be working along the banks to clear vegetation in what appears to be a violation of the Child Labour (Prohibition and Regulation) Act, 1986. In its order dated June 19, the bench instructed CMC to prepare and submit a comprehensive action plan by July 31. The plan must outline strategies to streamline drain cleaning operations, prevent waterlogging, deploy suitable machinery and ensure proper training of workers. The matter will be taken up for further consideration on July 31.
