Malaysia Urges ASEAN Unity For Fair, Inclusive Energy Transition

KUALA LUMPUR, May 26 (Bernama) -- Malaysia, as ASEAN Chair for 2025, has called on member states to step up regional cooperation to drive a fair, secure and inclusive energy transition, in line with climate goals and the region's growing energy demand.
Deputy Prime Minister Datuk Seri Fadillah Yusof said the region's energy future must be grounded in unity, practical frameworks and mutual benefits.
'As Chair of ASEAN in 2025, Malaysia is deeply committed to promoting dialogue, building consensus and advancing regional frameworks that will power a cleaner, more secure and more inclusive energy future,' he said.
He said this in his keynote address at the Energy Transition Meeting in ASEAN: Fostering Regional Cooperation organised by MyDigital here today.
Fadillah, who is also the Minister of Energy Transition and Water Transformation, said ASEAN's energy demand has been growing faster than the global average, at three per cent annually, and is projected to rise by more than 60 per cent by 2040, presenting both opportunities and challenges.
"This growth, while reflective of our economic dynamism, presents us with a pressing dilemma: how do we continue powering our progress while safeguarding environmental sustainability and ensuring affordability for all?
'The answer lies in a managed, inclusive and well-coordinated energy transition, one that reflects the diversity of ASEAN while advancing a common vision,' he said.
He highlighted ASEAN's progress under the ASEAN Plan of Action for Energy Cooperation (APAEC) Phase II, noting that renewable energy now makes up 34 per cent of installed electricity capacity, though its share in total primary energy supply remains at 16 per cent.
'Vietnam has rapidly expanded its solar capacity by more than 20GW since 2019; Indonesia is anchoring a Just Energy Transition Partnership to transition to cleaner energy sources with at least USD20 billion of support; (and) Thailand has adopted a Bio-Circular-Green Economy model to align sustainability with productivity,' he said.

MBPP, UTM Form Strategic Partnership On Education, Urban Development
GEORGE TOWN, June 23 (Bernama) -- The Penang Island City Council (MBPP) has entered into a strategic partnership with Universiti Teknologi Malaysia (UTM) to collaborate in education, research, development, innovation, commercialisation, and training, particularly in areas related to integrated development and management. State Local Government and Town and Country Planning Committee chairman H'ng Mooi Lye said the five-year collaboration involves MBPP staff, UTM academics, and students. 'Today, MBPP signed a Memorandum of Understanding (MoU) with UTM with the primary aim of enhancing cooperation in public awareness initiatives and human capital development through structured and comprehensive engagement. 'It also aims to apply science and technology to enhance community well-being, including research and monitoring to address slope failure issues,' he said after witnessing the signing ceremony at The Top, Komtar. The MoU was signed by MBPP mayor Datuk A. Rajendran and UTM vice-chancellor Prof Dr Mohd Shafry Mohd Rahim. Rajendran said the partnership includes knowledge-sharing in science and technology, research and development (R&D) for innovation, and capacity-building initiatives. To ensure effective implementation, MBPP and UTM will establish a joint management committee, co-chaired by MBPP, to coordinate the MoU's programmes. He said the collaboration will also facilitate the exchange of knowledge and expertise between UTM researchers and MBPP professionals, particularly in leveraging artificial intelligence (AI) for slope monitoring, maintenance, and mitigation in hilly terrain. UTM is highly experienced in slope-related research, and we hope this MoU will help us better address high-risk slope failure areas,' he added.

In a press conference here today, Transport Minister Anthony Loke said CAAM would fully take over the economic regulatory functions previously carried out by Mavcom. "The rationalisation of CAAM and Mavcom is part of the government's institutional reform efforts to improve the efficiency of the regulatory structure, reduce duplication of functions between agencies that have similar roles and ensure more integrated and efficient service delivery to the industry and the people,' he said. Loke said the move was in line with international best practices where other countries are now adopting a single regulatory model in the aviation sector to ensure more effective coordination. Loke said this rationalisation also lays a solid foundation for CAAM to drive the growth of Malaysia's aviation industry, in line with the country's aspiration to become a competitive and inclusive advanced economy. To implement this rationalisation, the Malaysian Aviation Commission (Dissolution) Bill 2024 [Act 856] and the Malaysian Civil Aviation Authority (Amendment) Bill 2024 [Act A1723] were tabled and passed in the Dewan Rakyat on June 26, 2024 and in the Dewan Negara on July 30, 2024. Both acts received the assent of the Yang di-Pertuan Agong on September 11, 2024 and were published in the Gazette on September 25, 2024. "Both acts will come into force from August 1, 2025, coinciding with the enforcement date of CAAM as a Remunerated Separated and Exempted Statutory Body (BBDSB). "With the enactment of these two acts, the transfer of functions and responsibilities from Mavcom to CAAM can be implemented in accordance with the law officially," he said. Loke stressed that all Mavcom staff will be offered suitable placements at CAAM based on their skills and experience. He said a town hall session would also be held to discuss the new salary rates for CAAM staff following its merger with Mavcom and the increase in duties. "Offer letters will be issued to all 57 Mavcom staff by the end of this month," he said. He said that through this restructuring, Malaysia is now in a stronger position to face global challenges in the aviation sector. "CAAM will be better prepared to drive the growth of the aviation industry in a more progressive and sustainable direction. "This is in line with the government's goal to make Malaysia a regional aviation hub, and support the country's agenda towards inclusive, balanced and innovation-driven economic development," he said. - BERNAMA
