Cybercrime, human trafficking among key issues at AIPACODD meeting

KUANTAN: Tackling drug threats, cybercrimes, and human trafficking, which are among the most pressing transnational challenges facing Asean nations, will top the agenda at the 8th Meeting of the Asean Inter-Parliamentary Assembly (AIPA) Advisory Council on Dangerous Drugs (AIPACODD) 2025, which begins here today.
AIPACODD, which brings together lawmakers from all 10 Asean member countries, aims to establish clear benchmarks, conduct peer reviews of national strategies, and create mechanisms for real-time intelligence sharing.
Dewan Rakyat Speaker Tan Sri Johari Abdul, who also serves as AIPA President, described the meeting as a platform to forge concrete parliamentary commitments, enabling lawmakers to propose bold legislative innovations and share successful interventions.
"We are no longer combating cross-border crimes as individual nations, but collectively as Asean, through stronger cooperation, exchange of ideas, and improved legal frameworks.
"AIPACODD must evolve in line with the changing modus operandi of modern criminal networks. These crime challenges are no longer isolated incidents but part of a wider organised ecosystem that transcends borders and sectors.
"The resolutions made here will not merely be words on paper, but blueprints for parliamentary action across our region. Our words must translate into legislation that empowers, programmes that heal, and cooperation that transcends boundaries," he told reporters after opening the 8th AIPACODD meeting at a hotel here today.
Johari described the regional drug menace as a serious threat, noting that syndicates are becoming increasingly innovative and using tactics that defy conventional understanding.
"Today, some syndicates operate out of small-sized factories or even luxury bungalows. We must be prepared to confront these emerging threats with up-to-date tactics and dynamic responses to swiftly curb the drug menace.
"AIPACODD enables lawmakers to share how their respective countries have tackled these issues. For example, if a particular method proves effective in one country, others can adopt similar approaches to address their own challenges.
"There are non-governmental organisations who claim that drug addicts should receive medical treatment and that mandatory penalties for traffickers are too harsh.
"They advocate alternative approaches to dealing with drug issues. This remains an ongoing debate," he said.
Johari also raised concerns about cybercrime and human trafficking in the region, particularly cases involving Malaysians being lured into scam operations and the trafficking of Rohingya victims into the country.
"We understand some of these are long-standing issues, but they must be addressed with modern solutions.
"This meeting allows Asean member countries to enhance policy monitoring, improve information sharing, and deepen regional cooperation," he said.
Johari added that any resolutions deemed suitable by AIPACODD would be brought before Parliament and reviewed by the Parliamentary Special Select Committee.
"If appropriate, the proposals will be tabled and debated, and may also be discussed at the Asean Secretariat level," he said.
Also present were AIPA secretary-general Siti Rozaimeriyanty Abdul Rahman, Dewan Rakyat Deputy Speaker Datuk Dr Ramli Mohd Nor who also serves as chairperson of the 8th AIPACODD meeting and Pahang State Assembly Speaker Datuk Seri Mohd Sharkar Shamsudin.

Old school SMS becomes lifeline as Iran blocks roaming, WhatsApp amid escalating tensions, says Malaysia's ambassador

Malaysia's Ambassador to Iran, Khairi Omar, said roaming services in the country, including WhatsApp, are currently blocked. 'In Iran, SMS communication is still open between local Iranian numbers. Domestically, people can still stay in touch. However, if we try to call an Iranian number from here, it won't go through, as roaming services have been shut down. But calls from Iran to outside the country are still possible. So, we've resorted to the old-fashioned way, text messages, which not many people use anymore. 'WhatsApp messages and similar platforms were completely inaccessible, though I believe some access is gradually returning, but still tightly controlled to ensure that sensitive information related to security issues isn't leaked,' he spoke to reporters last night. He arrived from Iran with a group of 24 individuals, comprising 17 Malaysians, six Iranian dependents of Malaysian citizens, and one Singaporean. Khairi said the situation in Iran was volatile, with both foreign nationals and locals equally shocked by the severity of the attack, which he described as drastic. They were more intense at night, while during the day, it seemed as though both sides had come to a mutual understanding to scale back the assaults. 'As we all know, they already identified the targets, and if one side launched a strike on certain facilities, the other side would respond. But we were always on high alert because if you're in the wrong place at the wrong time, you could easily find yourself in a situation you definitely wouldn't want to be in,' he said. The government ordered the temporary closure of the Malaysian Embassy in Iran, instructing all embassy personnel in the country to return home immediately. Meanwhile, a trader, Fadhil Yusni, 33, expressed his gratitude at being reunited with his wife, Zainab Ganood, an Iranian national who was visiting her parents. 'I panicked because I couldn't reach my wife. Alhamdulillah, tonight I feel grateful. Thank you to the government and the Foreign Ministry for evacuating my wife out of Iran,' he said, adding that he is now finding the best way to help his wife's family leave the conflict-stricken country safely. Lawyers question NFA on Naimah's police report over Bloomberg article

PETALING JAYA: Lawyers for Naimah Khalid, the widow of former finance minister Daim Zainuddin, have expressed disappointment with the move to classify her police report against Prime Minister Anwar Ibrahim and Malaysian Anti-Corruption Commission (MACC) chief Azam Baki as requiring no further action (NFA). The report, filed last September, was related to a Bloomberg article concerning MACC's investigations into Daim before his death on November 13. Lawyers Rajesh Nagarajan and Sachpreetraj Singh Sohanpal said they received a letter dated June 21 informing them that the case had been classified as NFA. 'The decision is unacceptable, outrageous and contrary to good governance and the rule of law,' they said in a statement today. They also noted that the NFA decision came shortly after Naimah filed a complaint with the Independent Police Conduct Commission over what she viewed as delays in investigating her original report. 'No details have been given of who was questioned, what steps were taken, or the reasons for the NFA,' they said. 'This decision reflects badly on the police and Attorney-General's Chambers, and confirms the erosion of institutional independence under the Madani administration. 'We will not be silenced or deflected from our pursuit of justice. Malaysians deserve institutions that serve the public, not those in power,' they said. Citing sources, Bloomberg reported that Azam had told agency officials that instructions to investigate Daim, as well as former prime minister Dr Mahathir Mohamad and his sons, came from Anwar himself. Naimah said the Bloomberg report showed that the charges against her and Daim were a conspiracy to target Anwar's political opponents by 'subverting the institutions of state and enforcement bodies'. Both the Prime Minister's Office and MACC have denied the claims in the Bloomberg report. Daim was charged in January last year with failing to declare assets to MACC, including interests in 38 companies, 19 land plots in five states, six properties, two unit trust accounts, and seven luxury vehicles. After his death last November, the prosecution withdrew the charges and the court granted an order discharging and acquitting him. However, the anti-graft agency said that investigations under the MACC Act 2009 and the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act would proceed.
