Police investigate ‘improvised explosive' which led to I-5 closure, suspect arrested
PORTLAND, Ore. (KOIN) – Several blocks in Northeast Portland closed on Thursday afternoon as police searched the area following the arrest of a man accused of making a makeshift bomb.
Portland resident Alexander R. Wick, 38, was booked into the Multnomah County Detention Center for allegedly manufacturing a destructive device, among other charges.
Portland police began searching the area near NE 15th Avenue and Alberta Street just before 1:30 p.m., and officers expect to be in the area for multiple hours. However, investigators said there is 'no articulable ongoing danger to the community.'

'We all were dumbfounded when the situation came by. And it wasn't until I was starting to putting context clues together. I saw the bomb squad vest, I saw the K-9 units, and it literally looked like federal officers that were surrounded. So, like, this is something big. This is something bigger than we're all thinking,' said Meaghan Sutton, who witnessed the explosives investigation unfold in Northeast Portland on Thursday.
Matty Sallin, who lives nearby, said it was 'fascinating to see that there's drama going on.'
He added that he found it 'despicable' that someone would allegedly throw things at drivers to hurt them as they were traveling down the highway, something police accused Wick of doing over the weekend.
Wick allegedly slashed tires and threatened drivers while claiming to have a bomb on Saturday, according to Portland police.
That night, officers responded to I-5 at the Northeast Failing Street pedestrian bridge, where the man was allegedly throwing cones and other objects into the lanes of traffic before slashing the tires of any vehicles that stopped. He allegedly threw boards with nails in them into lanes of traffic and had a stop sign on a portable stand.
'The suspect threatened drivers with a screwdriver and claimed that he had a bomb,' police said. 'Officers searching the area located a bucket with a possible explosive device inside.'
'Due to the significant potential danger to the community, I-5 had to be closed to all traffic,' police said.
The Metro Area Explosives Disposal Unit investigated the device, which they determined was an 'improvised explosive.'
The man — later identified as Wick — had allegedly fled the scene, but was later located by a detective and taken into custody. No additional suspects are being sought.
A search warrant has granted investigators permission to search the neighborhood near the man's home 'in a slow, careful, methodical manner.'
Police said they believe people may have taken video of the incident on Saturday and are asking anyone with footage to come forward.

Man, 20, charged in shooting that injured 2 Southgate police officers
A 20-year-old man is facing 15 criminal charges in a shooting Thursday that injured two Southgate police officers, according to the Wayne County Prosecutor's Office. Jeremiah Kemp of Wayne, Michigan, is charged with three counts of assault with intent to murder, three counts of assault with intent to do great bodily harm, one count of discharge of a firearm causing serious impairment, one count of carrying a concealed weapon and seven counts of felony firearm. Kemp was arraigned on Sunday in district court. Three officers responded to an apartment at 13200 Village Park Dr. in Southgate, Michigan, around 6 p.m. According to the prosecutor's office, Kemp was allegedly on the second floor of the apartment with a handgun. Responding officers located Kemp in a laundry room. The prosecutor's office says Kemp then shot two of the officers in their legs. The third officer was not injured. Officials said Kemp jumped out of a window and left the area. He was found and arrested around two hours after the shooting. The two officers shot have been identified by police as 45-year-old Jason Jones and 28-year-old Matthew Dube. Both are at home and recovering. If posted, he'll be under house arrest with a GPS tether, and he won't be able to contact witnesses, the prosecutor's office said. Boy, 15, charged with shooting 3 other teens in Joliet, Illinois
A teenage boy was charged with shooting three other teens early Sunday morning in Joliet, Illinois. The 15-year-old from Joliet was arrested and charged with aggravated unlawful use of a weapon. Joliet police said around 5:30 a.m., officers responded to the 300 block of South Ottawa Street for reports of three people who were shot. Arriving officers spoke with the residents, who told them the victims were taken to the hospital. A 16-year-old from Joliet was airlifted to Loyola Children's Hospital in critical condition. Police said his condition was stabilized. A 14-year-old from University Park was driven to Loyola Children's Hospital in unknown condition, and their condition was also stabilized. The third victim, also a 16-year-old from Joliet, was treated and discharged. Investigators identified the 15-year-old as a person of interest and took him to the Joliet Police Department. It was then revealed that he was the gunman who fired the gun. He was taken to the Will County River Valley Justice Center. Police said the scene remains active as investigators continue to collect additional evidence. The shooting was an isolated incident, and there is no threat to the public.
