Saini govt explores legal options to break appointments stalemate as Congress kicks can on LoP pick

The Print24-04-2025

A maximum of 10 state information commissioners can be appointed to the Haryana State Information Commission, besides the chief information commissioner.
Absence of an LoP has stalled critical appointments, particularly to the Haryana State Information Commission, which faced a backlog of more than 7,000 cases pertaining to Right to Information (RTI) requests as of December 2024.
Gurugram: The Congress party's failure to appoint a Leader of the Opposition (LoP) in the Haryana Legislative Assembly has landed the Nayab Singh Saini-led Bharatiya Janata Party (BJP) government in an unusual fix. It is unable to make appointments to key statutory posts.
Appointments are made by the governor on the recommendation of a panel comprising the CM, LoP and a senior cabinet minister.
The government, it is learnt, is seeking legal advice from the advocate general on whether it can bypass the statutory requirement of having the LoP as a part of the panel that makes recommendations to the governor.
ThePrint reached Haryana government for comment but had not received a response by the time of publication. This report will be updated if and when a response is received.
Panipat-based RTI activist P.P. Kapoor, who filed the RTI that led to the disclosure about the backlog of cases pending with the Haryana State Information Commission, told ThePrint Wednesday that the situation has only worsened since the beginning of this year since the commission only has three information commissioners.
Kapoor has received a response to his RTI query on 11 February.
At present, the commission has three information commissioners, namely Jagbir Singh, Pradeep Kumar Shekhawat and Kulbir Chhikara.
Haryana government had issued an advertisement for the role of one chief information commissioner and seven state information commissioners on 4 March. It received 345 applications, including from retired IAS, IPS, and HCS officers, as well as serving officials.
A search committee, chaired by Chief Secretary Anurag Rastogi and comprising Additional Chief Secretaries Sudhir Rajpal and Dr Sumita Mishra, has completed the initial screening and is preparing to shortlist three candidates for each post.
The final selection, however, has to be done by the committee comprising the CM, a senior cabinet minister, and the LoP, as mandated by Section 15(3) of the RTI Act, 2005.
'The government seeking legal advice from the Advocate General to find ways to proceed with the appointments stalled due to the absence of the Leader of Opposition,' a source in government told ThePrint, adding that the government is also contemplating judicial remedies based on a Supreme Court ruling from January, in a similar case from Jharkhand.
In that instance, the Supreme Court had directed BJP, the largest opposition party in the state assembly, to appoint an LoP within two weeks, leading to Babulal Marandi's appointment to the post in March.
As for Haryana Congress, its indecision stems from internal issues, with the party high command focusing on organisational restructuring, even six months after declaration of assembly elections results.

Rice exporters stare at major disruptions, payment delays amid escalating Iran-Israel conflict

While Karnal is the main hub of basmati exports, Kaithal and Sonipat too contribute to the foreign demand. Chandigarh, Jun 23 (PTI) With the escalation of Iran-Israel conflict, rice exporters in Haryana — which accounts for 30 per cent of the country's basmati rice shipments to Iran — are struggling with major disruptions in ship movements and payment delays. 'Nearly 10 lakh metric tonnes of Basmati rice is exported from the country to Iran, of which Haryana's share is about 30-35 per cent,' he said, adding that shipments of about 1 lakh metric tonnes of basmati rice for Iran are stuck at ports. Besides, the payments amounting to Rs 1,500 crore to Rs 2,000 crore for nearly 2 lakh MT of the rice exported to Iran by Indian exporters has also got stuck due to the conflict, Jain said. The escalation in the conflict is going to impact the Indian market which is already witnessing some fall in the prices, he said. 'Another issue which the exporters are facing is the lack of insurance cover for the vessels during war which increases the risk for us,' he added. Iran is India's second-largest basmati rice market after Saudi Arabia. India exported around 1 million tonnes of the aromatic grain to Iran during the 2024-25 fiscal year. India exported approximately 6 million tonnes of basmati rice during 2024-25, with demand primarily driven by the Middle East and West Asian markets. Other major buyers include Iraq, the United Arab Emirates and the United States. The Israel-Iran conflict has escalated significantly in recent weeks, with both sides exchanging heavy strikes and the US becoming directly involved in the hostilities. The shipping disruption adds to challenges facing Indian rice exporters, who have previously dealt with payment delays and currency issues in the Iranian market due to international sanctions. On Sunday, Prime Minister Narendra Modi conveyed to Iranian President Masoud Pezeshkian India's 'deep concern' over Iran's conflict with Israel and called for immediate de-escalation of the situation through 'dialogue and diplomacy'. The phone conversation initiated by Pezeshkian came hours after the US bombed three major nuclear sites — Fordow, Natanz and Isfahan — in Iran. In Nilambur bypoll win, Congress candidate Shoukath outstrips father's electoral record

Nilambur (Kerala): Congress candidate Aryadan Shoukath, who on Monday registered a stellar victory at the Nilambur Assembly by-election in Kerala by securing 77,737 votes to win with a margin of 11,077 votes, has bettered his late father and long-time MLA Aryadan Mohammed's electoral performance. Aryadan Mohammed was a legend in Nilambur by winning a record eight times and losing thrice. However, Shoukath won the seat in his second poll battle - after losing in 2016, but his father could win only in his third attempt in the 1977 polls after losing in 1965 and 1967. In the present election, CPI-M candidate finished second, and got 66,660 votes. More importantly, the Congress-led UDF has regained Nilambur for the first time after the 2011 Assembly polls. In 2016, P.V. Anvar, fielded as a Left-backed independent candidate, beat Shoukath by 11,504 votes, and he retained the seat in 2021, defeating the then Congress candidate by 2,800 votes. This time, Anvar, whose resignation necessitated the bypoll, contested as an independent candidate and got 19,760 votes, while the BJP's candidate Mohan George ended up with 8,648 votes and forfeited his deposit money. However, Anvar surprised all with the number of votes he managed to secure. CPI-M state Secretary reflecting on the defeat, claimed that the UDF has lost votes in the bypolls said as compared to the 2021 polls. "For us, this is one constituency where we cannot win in a political fight, and we have won when we put up independent candidates. The votes for the BJP-led NDA have come down as compared to 2016, and since the BJP candidate never had a chance, their votes have gone elsewhere. Moreover, the votes of the Jamat-e-Islami, all know where they have gone from the words of the Leader of Opposition V.D. Satheesan. The tactic of the Congress is to use both majority and minority communalism, and has resulted in the victory of the Congress," Govindan maintained, adding that the Left worked only for secular votes, and they will go forward in the same manner. "This has nothing to do with any wave against the Left government, and we are on track to form a third successive Left government," he said, referring to the Assembly elections due next year. On his part, Satheesan said this victory is for the 'Team UDF'. 'We, right from the start of our campaign, were able to sense that there was a massive anger against the (Chief Minister Pinarayi) Vijayan government's nine years of rule. The Team UDF, comprising leaders and workers, worked very hard, and we got exactly what we had expected. We will continue to work as Team UDF as we are going to win a landslide win at the 2026 Assembly polls," he asserted.

Murder of liquor contractors: Dushyant alleges nexus between police, criminals

Chandigarh/Rohtak: Taking on Haryana CM Nayab Singh Saini-led BJP govt over the murder of two liquor contractors and rising extortion cases in the state, former deputy CM Dushyant Chautala on Monday said a nexus between some police officials and criminal elements had led to this breakdown in law and order in the state. Interacting with media after extending support to agitating workers in PGIMS Rohtak, Dushyant claimed that two DSP-rank officers and four inspectors were colluding with anti-social elements, and both the chief minister and DGP were aware of this, but they remained silent. "We are ready to name these officers," he added. Dushyant said a lack of experienced officers in the police had also emboldened criminals, who were now operating without fear. He said the CM and DGP made "hollow statements" instead of acting decisively on the ground. "They just keep repeating that criminals should leave Haryana, but there is no real action," he said. Dushyant also expressed serious concern over job security of workers employed under contractual systems and demanded that all such workers be absorbed into Haryana Kaushal Rozgar Nigam (HKRN). He visited the protest site of 1,292 contractual employees of PGIMS Rohtak and extended his support. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Cuối cùng, chơi miễn phí game chiến thuật hay nhất 2025! Dushyant also alleged a major scam within PGIMS, claiming that fake names had been added to the employees' rolls and relatives of senior officers were being paid more than genuine contract workers. He said he will compile a list of such fake entries and write to the Comptroller and Auditor General (CAG), demanding a thorough investigation. Speaking about party affairs, Dushyant said JJP was actively working to strengthen its organisational structure. "A membership drive was launched on June 15 across 22 districts, receiving an enthusiastic response from youth," he said.
