Schools in Ranchi, 4 other districts to remain closed tomorrow as IMD warns of heavy rain
Schools in five districts of Jharkhand including Ranchi will remain closed on Friday as the IMD has forecast heavy rainfall, an official said. All schools in Ranchi, Khunti and West Singhbhum districts will remain closed on Friday while in East Singhbhum and Saraikela-Kharswan districts schools will suspend classes up to class 8. Schools in Ranchi and Khunti remained closed on Thursday due to incessant rainfall from Wednesday. The IMD has issued a 'red' alert (heavy to extremely heavy rainfall) for Ranchi from 8.30 am on Thursday to 8.30 am on Friday. "In view of the possibility of heavy rainfall and for the safety of students, Ranchi Deputy Commissioner Manjunath Bhajantri has issued an order to keep all categories... of schools in the district, from class KG to Class 12, closed on June 20," the notification said. Ranchi recorded 216.1 mm rainfall from 8.30 am on Wednesday to 5.30 am on Thursday. Heavy rainfall across Jharkhand left four people, including two schoolboys and a 10-year-old girl, dead in three places, besides causing infrastructural damage in several districts, officials said on Thursday. The southwest monsoon, which arrived in Jharkhand on Tuesday, covered the entire state on Wednesday, bringing widespread rainfall that is likely to continue across the state till June 20, an official said.

The decision to close schools was taken by the district administration and district education officer as a precautionary measure to ensure the safety of students and staff. The district administration said that any violation of this order will attract strict action under the relevant sections of the Disaster Management Act, 2005. According to the IMD bulletin on Wednesday, heavy to very heavy rainfall is expected across the state till June 21, with the district specifically marked as a 'Red Zone' on June 19 due to the likelihood of extremely heavy downpour. Additionally, in response to the alert, the district administration has outline a detailed action plan for emergency preparedness across departments and communities. The district panchayati raj officer has been directed to circulate information about the red alert and safety guidelines through local leaders and mukhiya groups, particularly in rural areas. School authorities have also been instructed to act swiftly in cases of waterlogging or other infrastructure-related risks within campuses. The administration has instructed Ranchi Municipal Corporation to watch for clogged drains, fallen trees, and water accumulation, and to ensure immediate cleaning and drainage operations. Relief measures should be ready for flood-prone areas. The deputy superintendent of police (traffic) and the district transport officer have been asked to manage traffic in high-risk zones, including areas with damaged roads, stalled vehicles, or potential landslides.

Chander Kunj Towers graft allegation: Kerala HC declines to order CBI probe
Kochi: High court on Monday declined to order a CBI investigation into the alleged corruption behind the dilapidated condition of Towers B and C of the Chander Kunj Army Towers at Silver Sand Island in Vyttila. While disposing of the petition filed by Ciby George, an occupant of the residential towers, seeking a CBI investigation into the alleged corruption in the construction of the towers, Justice P V Kunhikrishnan observed that the court cannot exercise its powers arbitrarily. The court further noted that it need not invoke its discretionary jurisdiction to direct the CBI to register an FIR. It also emphasised that once a criminal case is registered, there can be a direction to entrust the investigation to the CBI. Such directions can be issued only in extraordinary situations. The Chander Kunj Army Towers, completed in July 2018, consist of three towers — Tower A (14 storeys) and Towers B and C (26 storeys each, including a stilt and basement) — comprising a total of 264 dwelling units, along with amenities such as a clubhouse, swimming pool and sewage treatment plant. However, the court rejected these prayers, clarifying that the petitioner is free to pursue his grievance before the appropriate authority.
