Private school managements threaten to withhold admissions until payment of pending fee reimbursement
Private unaided school managements' associations in Andhra Pradesh have said they will withhold admissions under Section 12 (1) (C) of the Right of Children to Free and Compulsory Education Act, 2009, until the government implements the provisions of the Act in letter and spirit.
The clause mandates unaided private schools to reserve 25% of their entry-level seats for children belonging to the economically weaker section and disadvantaged groups.
In a letter addressed to the State Project Director of Samagra Shiksha, representatives of various associations like Independent Schools' Management Association (ISMA) and Andhra Pradesh Private Unaided Schools' Management Association said they were not against implementation of the Act, but insisted that it be done in its true spirit.
They said, along with Section 12 (1) (C), Section 12 (2) of the Act, which mandates determining the per-child expenditure (PCE) incurred by the State government as per the rules and reimbursing either the school fee or the PCE, whichever is lower, as clearly stipulated in the RTE Rules (G.O. Ms. No. 20, Section 10), should be implemented.
They also raised the issue of ineligible applicants (who are not underprivileged as defined in the Rules) securing admissions, possibly by using others' Aadhar cards, leading to altered residence and income details. They said, besides violation of the rule pertaining to the distance of the selected school from the applicant's residence, there were issues of incorrect date of birth entries, misuse of caste category, sibling category being claimed through cousin's children, misuse of orphan category through grandparents' details and multiple applications.
'It is unfortunate that schools are being pressured to admit every allotted student without undergoing proper verification process,' said ISMA president K. Sreekanth Babu. He pointed out that schools had not received any fee reimbursement from the State government for Section 12 (1) (C ) admissions over the past three years, and that as per the rules, fee reimbursement should be paid directly to the school's account in two instalments — in September and January every year.
The representatives were upset that the authorities concerned had not yet determined, or notified the fee reimbursement for the upcoming academic year 2025-26, which should have been done prior to admissions as per the Act and Rules.
They clarified that they were unwilling and unable to admit the allotted students without proper verification and until the fee reimbursement was duly notified and implemented as per Section 12 (2) of the Act and Section (1) of the RTE rules.
They said they would also be unable to continue accommodating students admitted in their respective schools under this Act unless payment of the pending fees was made to them.

Not just land, now 7/12 documents for building floors too
1 2 3 Nagpur: Revenue minister Chandrashekhar Bawankule said the govt is exploring the option of issuing 7/12 document, a crucial document which establishes ownership, for multi-floor properties, rather than just the land it stands on. Such a scheme will benefit residents of buildings which house joint families and have now expanded to multi-generational residents. Such type of buildings are common in tier-2 cities as well as semi-urbanized areas, where sons keep building their houses on higher floors after getting married. Legal feuds over property ownership or share, are also seen in later generations in such properties. Since this is in planning stage only, clarity is awaited whether it will also apply to residential apartments which already have documents like sale deed, establishing ownership of property. Speaking at a public event in Nagpur on Sunday, Bawankule said, "In Maharashtra, we do not have system of issuing 7/12 for vertical buildings. We will soon launch the Vertical 7/12 Yojna in state, so that residents on each of the floors will also get that document." Bawankule mentioned this vertical 7/12 proposal while talking about state govt's Svamitva Yojna (see box). "We have selected some nagar panchayats which are part of this Svamitva Yojna and we plan to complete it within a year," said Bawankule. "There are around 30,000 properties if we look at it horizontally. But the total comes to 45,000 properties if we look at it from a vertical point of view. Technically, we give 7/12 only to the land, but now issue is about the buildings which stand on that land. So we are planning a scheme so that residents on all floors of the building get the (7/12) document," said Bawankule. He added now residents do not have to bear the cost of getting their property measured by revenue department officials. "Earlier, you would have to pay Rs8,000 to get your property mapped by our department," said Bawankule, "but now we have paid the money on your behalf. As revenue minister, I have the responsibility of planning the use of every land parcel in state. And the govt is also responsible for safeguarding your property, that's exactly what we are doing through Svamitva," said Bawankule. He added that CM Devendra Fadnavis has issued directions to start planning for process to give 'Svamitva' in entire Maharashtra. "We will ensure that CM Fadnavis' instructions are followed. And I have instructed my officials that while giving Svamitva for residential property, do not insist for 7/12 from the applicants. Their property tax receipt is more than enough, apart from identity documents like Aadhar etc. For 7/12, we will ask for it when focussing on agricultural land." 'No tiled-roof, get slabs for all houses in Hudkeshwar-Narsala' Talking about a project under a central govt housing scheme, Bawankule directed revenue department officials to ensure that residents in Hudkeshwar and Narsala are covered under this scheme. "I don't want to see a single tiled-roof house in these areas," said Bawankule, speaking to his officials present in the audience, "Under PM Awaas Yojna we have been allotted 20,000 homes. Make a list of how many roofs here are of tin or tiles. And then make sure they get proper slab on their house." He added by December a detailed Development Plan for Hudkeshwar and Narsala will be ready. "We are looking at 2050 and what this area will need then, so rest assured that a lot of development will happen here," said Bawankule.

2 held for sheltering Pahalgam attackers
The National Investigation Agency (NIA) has arrested two men for allegedly harbouring the terrorists who killed 26 civilians in Pahalgam two months ago, the agency said on Sunday, marking the first set of arrests in connection with the terror attack. ITBP personnel patrol an area at Betaab Valley of Pahalgam ahead of reopening of tourists places in the area, which were closed in view of security considerations after the April 22 Pahalgam attack, in Anantnag district, Sunday (PTI) In a statement, NIA said that Pahalgam residents Parvaiz Ahmad Jothar and Bashir Ahmad Jothar knew about the terror affiliations of the three gunmen and provided them with shelter, food and logistical support in the days leading up to the April 22 attack. 'Parvaiz and Bashir had knowingly harboured the three armed terrorists at a seasonal dhok (hut) at Hill Park before the attack. The two men had provided food, shelter and logistical support to the terrorists who selectively killed the tourists on the basis of their religious identity,' the anti-terror agency said in a statement and added the two have been charged under the stringent Unlawful Activities (Prevention) Act's (UAPA) Section 19 (punishment for harbouring or concealing a terrorist). The agency did not disclose further information about the two men. Also Read | Pahalgam probe: In hunt for gunmen, 2 possibilities on radar Since the terror strike, security forces have killed six terrorists in separate encounters across Kashmir, but the Pahalgam attackers remain at large. Authorities detained close to 2,000 people for questioning in the aftermath of the attack. 'The duo has also disclosed the identities of the three armed terrorists involved in the attack, and have also confirmed that they were Pakistani nationals affiliated to the proscribed terrorist outfit Lashkar-e-Taiba (LeT),' the anti-terror agency said in the statement. Also Read | 'Attack on every Indian's soul': PM Modi on Pahalgam terror attack at G7 Summit Authorities earlier identified the suspected attackers as Hashim Musa, also known as Suleiman, and Ali Bhai, also called Talha Bhai — both Pakistani nationals — and local operative Adil Hussain Thokker. The agency did not clarify on Sunday if the three terrorists alluded to in its statement were same as the ones identified earlier. NIA, which is formally investigating the case, has questioned hundreds of people over two months, including suspected collaborators, pony operators, vendors and tourism workers. Investigators have also examined videos and photographs taken by families at Baisaran meadow on the day of the attack. HT reported on Sunday that security forces are pursuing two theories about the whereabouts of the terrorists, with officials divided over whether the attackers remain in hiding or have fled to Pakistan. The Resistance Front, a proxy group for the banned Lashkar-e-Taiba organisation, claimed responsibility for the attack. Indian agencies say the group is a front used by Pakistan to avoid international sanctions. As first reported by HT on April 24, intelligence agencies traced the attack's digital communications to safe houses in Muzaffarabad and Karachi, establishing Pakistani involvement in what officials described as similar to the control room-operated 2008 Mumbai attacks. India responded with Operation Sindoor on May 7, bombing nine terrorist camps across Pakistan and Pakistan-occupied Kashmir in pre-dawn strikes that killed at least 100 militants. The operation sparked four days of cross-border fighting involving fighter jets, missiles and artillery.
