Nagpur: Revenue minister Chandrashekhar Bawankule said the govt is exploring the option of issuing 7/12 document, a crucial document which establishes ownership, for multi-floor properties, rather than just the land it stands on.
Such a scheme will benefit residents of buildings which house joint families and have now expanded to multi-generational residents.
Such type of buildings are common in tier-2 cities as well as semi-urbanized areas, where sons keep building their houses on higher floors after getting married. Legal feuds over property ownership or share, are also seen in later generations in such properties.
Since this is in planning stage only, clarity is awaited whether it will also apply to residential apartments which already have documents like sale deed, establishing ownership of property.
Speaking at a public event in Nagpur on Sunday, Bawankule said, "In Maharashtra, we do not have system of issuing 7/12 for vertical buildings. We will soon launch the Vertical 7/12 Yojna in state, so that residents on each of the floors will also get that document."
Bawankule mentioned this vertical 7/12 proposal while talking about state govt's Svamitva Yojna (see box).
"We have selected some nagar panchayats which are part of this Svamitva Yojna and we plan to complete it within a year," said Bawankule.
"There are around 30,000 properties if we look at it horizontally. But the total comes to 45,000 properties if we look at it from a vertical point of view. Technically, we give 7/12 only to the land, but now issue is about the buildings which stand on that land. So we are planning a scheme so that residents on all floors of the building get the (7/12) document," said Bawankule.
He added now residents do not have to bear the cost of getting their property measured by revenue department officials.
"Earlier, you would have to pay Rs8,000 to get your property mapped by our department," said Bawankule, "but now we have paid the money on your behalf. As revenue minister, I have the responsibility of planning the use of every land parcel in state. And the govt is also responsible for safeguarding your property, that's exactly what we are doing through Svamitva," said Bawankule.
He added that CM Devendra Fadnavis has issued directions to start planning for process to give 'Svamitva' in entire Maharashtra.
"We will ensure that CM Fadnavis' instructions are followed. And I have instructed my officials that while giving Svamitva for residential property, do not insist for 7/12 from the applicants. Their property tax receipt is more than enough, apart from identity documents like Aadhar etc.
For 7/12, we will ask for it when focussing on agricultural land."
'No tiled-roof, get slabs for all houses in Hudkeshwar-Narsala'
Talking about a project under a central govt housing scheme, Bawankule directed revenue department officials to ensure that residents in Hudkeshwar and Narsala are covered under this scheme.
"I don't want to see a single tiled-roof house in these areas," said Bawankule, speaking to his officials present in the audience, "Under PM Awaas Yojna we have been allotted 20,000 homes. Make a list of how many roofs here are of tin or tiles.
And then make sure they get proper slab on their house." He added by December a detailed Development Plan for Hudkeshwar and Narsala will be ready. "We are looking at 2050 and what this area will need then, so rest assured that a lot of development will happen here," said Bawankule.

Ensure Iran is never a nuclear threat again: Israel's strong message to world after US strikes Tehran

In an emergency meeting of the UN Security Council called by Iran, Israel's UN Ambassador Danny Danon lauded the US and urged world leaders to stand up to Iran's nuclear threat and US's strikes at Iran's nuclear sites "removed the greatest existential threat facing the free world'. Danon on Sunday said diplomacy was tried numerous times but alleged Iran 'used the negotiating table as camouflage, a delay tactic, a way to buy time while building missiles and enriching uranium'. He added Israel gave Iran years, but it wouldn't move, so Israel decided to act and 'when the world stood at the edge of a nuclear catastrophe, America stepped forward'. He mentioned world must ensure Iran does not become a nuclear threat again. Iran's UN Ambassador Amir Saeid Iravani stated, 'Iran had repeatedly warned the warmongering US regime to refrain from stumbling into this quagmire'. The US 'decided to destroy diplomacy' as it bombed Iran's nuclear sites and the Iranian military will decide the "timing, nature and scale of Iran's proportionate response', he asserted. Antonio Guterres, Secretary-General, warned against "descending into a rathole of retaliation after retaliation". Vice President JD Vance stated the US air strikes had "set the Iranian nuclear programme back substantially". Defense Secretary Pete Hegseth stated the Trump-ordered strikes had "devastated the Iranian nuclear programme", but "did not target Iranian troops or the Iranian people". He further said the US president "seeks peace", noting, 'This mission was not, and has not, been about regime change.' The attack struck Isfahan, Natanz, and the underground uranium enrichment facility at Fordo, with Iranian media reporting that all three locations were hit on Saturday night. US Joint Chiefs Chairman Dan Caine stated that seven B-2 stealth bombers flew for 18 hours to deliver 14 GBU-57 bunker-buster bombs, a powerful weapon weighing 13,600 kilograms (30,000 pounds). Trump said Iran "must now agree to end this war", insisting that under no situation should it have a nuclear weapon. Israeli Prime Minister Benjamin Netanyahu stated, "thanks to President Trump, we have moved closer to our goals". (With inputs from PTI and AFP)

HMDA mulls land pooling to unlock potential

HYDERABAD: The Hyderabad Metropolitan Development Authority (HMDA) is finalising a proposal to implement Land Pooling and Area Development (LPAD) to unlock land potential, deliver planned infrastructure, and promote inclusive urban growth across the Hyderabad Metropolitan Region (HMR). HMDA will engage a consultancy to draft legislation, rules, and guidelines for LPAD and to implement a pilot scheme. Officials said that despite an existing master plan, its execution, especially of arterial and sub-arterial roads, remains inconsistent. This has resulted in landlocked parcels and unregulated development lacking proper road access, utilities and essential public services. In many cases, the authority is forced to provide infrastructure after unplanned construction, an approach seen as inefficient and costly. The present legal framework under the HMDA Act is considered inadequate to support integrated urban development. The proposed LPAD model, based on town planning schemes in Gujarat and Bhubaneswar, allows for equitable land reconstitution, integrated infrastructure provision, and phased release of development plots. HMDA aims to ensure road connectivity across HMR to prevent isolated land parcels. The authority plans to identify at least 10 potential LPAD sites, each measuring about 5,000 acres. The objectives include a review of all existing legislations, rules and guidelines for LPAD/town planning and local area planning in Telangana. After preparing concept reports, two projects will be shortlisted for pre-feasibility studies as part of the pilot initiative.
