In last 11 years, cleaning Ganga has become election jumla: Congress

The Hindu5 hours ago

The Congress claimed on Friday (June 20, 2025) that the Centre and the Bihar government have not fulfilled their promise of cleaning the Ganga and said in the last 11 years, the exercise of ridding the river of pollutants has become just an "election jumla".

Congress general secretary in-charge communications Jairam Ramesh claimed that not only in Bihar, "Mother Ganga" has become more polluted than ever before throughput its stretch.
"Most of the schemes launched in the name of Ganga cleanliness campaign have proved to be a black hole of corruption. After the foundation-stone laying, inauguration and heavy publicity, neither any work is visible nor any concrete result," he alleged in post in Hindi on X.
Mr. Ramesh's attack came after Prime Minister Narendra Modi, in line with his commitment to the conservation and rejuvenation of the Ganga, inaugurated six sewage treatment plants (STPs) under the Namami Gange project, worth over Rs 1,800 crore.
Mr. Ramesh said, "The advertisement-loving prime minister is once again on a tour of Bihar. No matter how many fake announcements the prime minister makes, no matter how many ribbons he cuts for free advertising, the truth is that the double-engine government in Bihar has completely failed to meet the expectations of the common people."
The Congress leader claimed that oppression against the deprived classes is at its peak in Bihar, the law-and-order situation is extremely bad, criminals have become unbridled and the common citizens are helpless.
Everyday, there are reports of killings, robberies and violence against women, he claimed.
There is no employment opportunity for youngsters in the State, and they are forced to migrate from Bihar, the former Union minister said.
"During this visit, the prime minister will also express his electoral concern about the pollution of Mother Ganga. But the truth is that in the last 11 years, 'Ganga cleaning' has become just an election jumla, which is suddenly remembered before every poll," he added.

The National Green Tribunal (NGT) itself is exposing the terrible condition of Ganga pollution in Bihar, Mr. Ramesh said.
The Congress accused the BJP-led Centre and the JD(U)-BJP government in Bihar of not fulfilling their promise of purifying the Ganga and claimed that the condition of the river is such that its water is neither drinkable nor suitable for bathing.
Addressing a press conference, party MP Manoj Kumar cited a report to claim that of the 13 STPs built for the Ganga and its tributaries in Bihar, only seven are working.
He said the promise made to purify the Ganga water under the "Namami Gange" project has turned out to be false.
"Narendra Modi and (Bihar Chief Minister) Nitish Kumar together neither took any step towards flood control nor made the Ganga water drinkable. Even the NGT imposed a fine of Rs 50,000 on the Bihar government," he claimed.
Mr. Kumar said that due to the high amount of faecal coliform (FC) bacteria, the NGT has stated that the river's water is neither fit for drinking nor for bathing.

Demolitions since 2007 result in UT admn reclaiming 500 acres of land

With the latest demolition of Adarsh Colony in Sector 53 and 54 on Thursday and the action on 18 other illegal colonies, the Chandigarh Administration has reclaimed 500 acres of its land from the drive that began in 2007. According to official records, the demolition drive against the illegal colonies established in Chandigarh began 18 years ago, when on May 6, 2007, a large chunk of slums in Janta Colony, Sector 25, was demolished along with Kumhar Colony, as part of the city's slum-free campaign. The demolition led to the removal of approximately 2,500 shanties and displaced around 5,000 residents. The 10-acre area was reclaimed by the UT Administration from this action. While 2.5 acres of land was cleared at SBS Colony in Mauli Jagran in 2010, 40 acres from the demolition of Rajiv Colony and 55 acres from Colony Number 5 in 2013. In 2014, 89 acres of land was reclaimed with the demolition of Kalyan Colony and 65 acres from Ambedkar Colony. The same year also saw the demolition of Nehru Colony, Pandit Colony, and Kuldeep Colony, with 38 acres of land taken back by the administration. Another 30 acres of land each was cleared from the demolition of Majdoor Colony and Madrasi Colony, while 50 acres from razing Kabari Colony in 2014. With the demolition of Gursagar Colony in Maloya and Lal Bahadur Shastri Colony in Palsora in 2016, 3 and 20 acres of land respectively were reclaimed by the administration. In 2022, 65 acres of land was recovered with demolition of Colony Number 4, and 6 acres of land from Sanjay Colony in Industrial Area in 2025. On June 19, the Administration took back 12 acres of land with the demolition of Adarsh Colony. Following the demolition of Adarsh Colony, only one slum — Shahpur Colony in Sector 38 — will remain, which has about 300 shanties spread across four acres of government land, valued at Rs 150 crore. In 2006, the UT administration launched a rehabilitation initiative under the Chandigarh Small Flats Scheme, earmarking 356 acres for the construction of 25,728 flats intended to house 23,841 families from 18 unauthorised colonies. According to an official, the Chandigarh Administration has rehabilitated around 28,000 people, who had been living in the unauthorised colonies, since 2006 under the Economic Weaker Section (EWS) scheme. On the encroachment of the Government lands in Chandigarh, Nishant Kumar Yadav, Deputy Commissioner, Chandigarh said that, 'teams have been made and each of its offices has been assigned 2-3 sectors'. 'They shall report on a weekly basis about any encroachment in their area,' he added. The Chandigarh DC has clarified that the demolition drive is not just about reclaiming land but sending a clear message that illegal encroachments will not be tolerated. 'The reclaimed land will now be utilized in accordance with planned urban development goals to benefit the larger community, ' Yadav added.

‘Fruit of decade-long activism': Nepali listed as optional subject for West Bengal Civil Service exam

By Debasmita Chowdhury The West Bengal government has included Nepali as an optional subject in the West Bengal Civil Service (WBCS) 2025 Mains examination, fulfilling sustained demands by the Gorkha community. Hindi and Santhali were made 'compulsory language' subject options, according to a June 17 notification by the state's Personnel and Administrative Reforms department. Recognised as an official language in the state since 1961 and listed in the Eighth Schedule of the Constitution, Nepali had previously not been on the list of optional subjects of the examination. However, its availability as a compulsory subject for the preliminary examinations has continued this year. The move means that students with degrees in Nepali and its native speakers will be able to use the optional subject to their advantage instead of resorting to unrelated subjects for the main examination. This had sparked protests over the years, especially in the Darjeeling hills. 'This decision comes after strong and sustained efforts, which I had been following up on since 2021. This year, I had reached out to Chief Minister Mamata Banerjee on May 31, requesting her to ensure justice for Gorkha, Adivasi and Hindi-speaking communities, accompanied by strong representation from various stakeholders, including the Hills Student Union (HSA), North Bengal University, and the All Bengal Adivasi Students' Association (ABASA),' said Raju Bista, Darjeeling MP from the BJP in a statement. He called the move a reaffirmation of Articles 14, 15, and 16 of the Constitution, which guarantee equality and non-discrimination. 'Let this decision mark the beginning of more inclusive and sensitive policy-making that reflects the rich linguistic and cultural diversity of the state, particularly our Darjeeling hills, Terai and Dooars region,' Bista said. Until now, students who studied subjects like Physics or Bengali could opt for them in WBCS, but those with degrees in Nepali were denied that option, forcing them to choose unrelated subjects. Upendra M Pradhan, Editor of The Darjeeling Chronicle, said, 'The Constitution of India guarantees the right to equality, but the Gorkhas had been deprived of this right. The inclusion of Nepali as an optional subject in the WBCS examination, finally, after decade-long activism by Gorkha students, youth politicians, showcases the disconnect Kolkata has towards the people of Darjeeling hills, Terai, and Dooars, particularly the Gorkhas. This is something that should have been done automatically, but they had to struggle.' The writer is an intern with The Indian Express

As BMC polls near, BJP again seeks rehab for first-floor slumdwellers in Mumbai

Mumbai: BJP has again started lobbying to make slumdwellers living on the first floor of hutments eligible for free or affordable housing. Officials said the proposal will soon be sent to the state cabinet for approval. If cleared, said political observers, it will be seen as an attempt by BJP to woo voters ahead of BMC polls. In Slum Rehabilitation Authority (SRA) schemes, only families living on the ground floor of slums are eligible for free housing or under the Pradhan Mantri Awas Yojana (PMAY).by paying Rs 2.5 lakh. Those living on the first floor are not eligible even if they are living there from before 2000. Following former BJP corporator Vinod Mishra's demand for rehab of first-floor slumdwellers, Mumbai Suburban guardian minister Ashish Shelar on Thursday held a review meeting and asked officials to submit a proposal before the cabinet. "The meeting was positive," Shelar told TOI. "There are many legal chawls in declared slum areas that are ground-plus one or two structures. These first- or second-floor residents will be made eligible in SRA schemes. As far as other slums are concerned, the first-floor structures will be surveyed and will be made eligible for PMAY, as per rules." In 2023, a govt resolution (GR) was issued fixing the cost for all such post-2000 beneficiaries at Rs 2.5 lakh (estimated construction cost). "Under the slum protection policy, if a structure came up between 2001 and 2011 and if the resident is able to produce documents to show that the hut existed anytime during this period, she/he will be eligible for a rehab flat on the payment of Rs 2.5 lakh. If a decision is taken, then this same format will be applicable for those living on the first floor," said a senior official. Pointing out that Housing for All is the PM's dream and the Devendra Fadanvis-led Mahayuti govt has been positive about this initiative, Mishra said: "Officials said the file was with the finance department and will be soon placed before the state cabinet. Once that is done, a GR will be issued." In his letter to Shelar, Mishra stated: "We had drawn attention to this issue in 2023 too. The SRA CEO had submitted a proposal to the housing to include the ineligible residents of the first floor in slum rehab schemes. The CM also took a positive the legislative assembly. The housing department conducted a thorough verification of relevant documents was completed. It was concluded that there is no the final approval and GR are still pending. If this decision is taken, it will strengthen state govt's role."
