Illegal forest land acquisition case: ED freezes assets worth Rs 44 crore in raids on properties of contractor JM Mhatre

Indian Express3 days ago

The Enforcement Directorate (ED) has frozen bank balances, fixed deposits and mutual funds to the tune of approximately Rs 44 crore and seized cash amounting to Rs 16.5 lakh after raiding the properties belonging to contractor J M Mhatre of J M Mhatre Infrastructure Private Limited in Dadar and Panvel on Tuesday in connection with the money laundering case linked to the alleged illegal acquisition of forest land in Navi Mumbai.
Apart from this, a large number of incriminating documents have also been seized by ED, the central agency stated on Wednesday.
The search operation was aimed at unearthing the land scam and tracing the proceeds of the crime, ED said.
Mhatre, a long-time member of the Peasants and Workers Party (PWP), has previously served as the chairperson of the Panvel Municipal Council, prior to its upgrade to a municipal corporation. Having spent the majority of his political career with the PWP, Mhatre made a significant shift in May this year when he, along with his son, joined the Bharatiya Janata Party in the presence of BJP working president Ravindra Chavan and Cabinet Minister Ashish Shelar.
The central agency's case against Mhatre is based on the complaint filed by the range forest officer of the Forest Department in Uran under the Alibagh division in September 2024 at the Panvel Police Station.
As per the Panvel police's FIR, the accused illegally acquired the government forest land by making a duplicate entry in the mutation in 2005.
According to ED, the case against Mhatre and Saiyyed Mohammad Abdul Hamid Qadri pertains to the illegal acquisition of forest land and its subsequent illegal transfer to NHAI and the wrong claim of land compensation by the accused. The land in question is at Survey Numbers 427/1 (area 41.70 hectares) and 436/1 (area 110.60 hectares) of Mauje Vahal, Taluka Panvel, Dist-Raigad (subject land).
ED stated in a release that their investigation has revealed that the said land was acquired by the Government of Maharashtra in 1975 under relevant provisions of the Maharashtra Private Forests (Acquisition) Act, 1975, and thereafter the name of the owner in the 7/12 extract was changed to the Forest Department, Government of Maharashtra. Subsequently, the mutation entry of the subject land has been tampered with, and the owner name, viz. Forest Department, Government of Maharashtra, was replaced with that of the accused illegally.
Some parcels of land were illegally sold to NHAI, for which Mhatre received illegal compensation of Rs 42.4 crore and Qadri received illegal compensation of Rs 9.69 crore. This pertains to the alleged illegal acquisition of forest land and its subsequent illegal transfer to the National Highways Authority of India (NHAI), the ED stated.

Rohith Vemula Bill proposes to cut govt. aid to institutions for violating rules

The Karnataka government has proposed to introduce the Karnataka Rohith Vemula (Prevention of Exclusion or Injustice) (Right to Education and Dignity) Bill, 2025, in the monsoon session of the legislature to safeguard the right to education and dignity of the Scheduled Castes (SC), Scheduled Tribes (ST), other backward classes (OBC), and minorities. The Bill, the draft of which was discussed in the State Cabinet meeting earlier this week, aims to provide equal access and right to education to SC, ST, OBCs, and minorities in all universities under the purview of the Department of Higher Education in the State. For any violation of the law, the person in charge of the affairs of the institution is liable to imprisonment for one year and a fine of ₹10,000. Significantly, the State government would not provide any financial aid or grant to the institutions violating the provisions of this Act. Every offence committed under the proposed Act would be cognisable and non-bailable. Nudge from Rahul Recently, following a letter from the Leader of the Opposition in the Lok Sabha Rahul Gandhi, Chief Minister Siddaramaiah assured him that his government would enact the law to eliminate caste- and identity-based discrimination in educational institutions. The court would also grant appropriate compensation payable by the accused to the victim of discrimination, which would extend to a maximum of ₹1 lakh, in addition to the fine. For the repeated offence, the person would be punished with an imprisonment for a term of three years and a fine of ₹1 lakh. On hate speech A draft of the Karnataka Hate Speech and Hate Crimes (Prevention and Control) Bill, 2025, also discussed in the Cabinet, envisages effective prevention and control of hate speech and hate crimes, their negative effects on individuals, groups, and society. A person who commits a hate crime would be punished with three years of imprisonment and a fine of ₹5,000 or both as per the draft law. An offence of hate crime would be non-cognisable and non-bailable, and would be triable by a magistrate of the first class, the draft Bill states. Fake news (prohibition) Bill The Karnataka Misinformation and Fake News (Prohibition) Bill, 2025, proposes a clampdown on misinformation. As per the draft Bill, social media users found guilty of posting fake news would face up to seven years of imprisonment and a maximum fine of ₹10 lakh. The draft, which has been in the making ever since the Congress came to power two years ago, was placed before the Cabinet earlier this week. The draft law defines misinformation as 'knowingly or recklessly making a false or inaccurate statement of fact, whether wholly or in part, in the context in which it appears excluding opinions, religious or philosophical sermons, satire, comedy or parody or any other form of artistic expression if a reasonable man of ordinary prudence does not pursue such communications as statements of fact'. A six-member Fake News on Social Media Regulatory Authority, headed by the Minister for Kannada and Culture, will be constituted, said the draft. Special courts Special courts would be set up for faster trials of offences, which will be cognisable and non-bailable. The law provides for the appointment of at least one special public prosecutor for every special court and one in each Bench of the High Court. The proposed law seeks to prohibit abusive and obscene content, including anti-feminism. It also wants to prohibit the publication of content 'amounting to disrespect of Sanatan symbols and beliefs' on social media.

After Delhi man flags use of his PAN, Aadhaar cards for fraud, two linked to GST racket arrested: Cops

When Sumit, a resident of Sagarpur in Southwest Delhi, recently applied for a Goods and Services Tax (GST) registration number using his PAN card, he was shocked to discover that two GST numbers had already been fraudulently issued in his name. These registrations, he later claimed in a police complaint, were done without his knowledge or consent, and the firms operating under the GST numbers were allegedly conducting large-scale business transactions. He also told police that a SIM card had also been issued using his Aadhaar card credentials. An investigation into the case on Friday led to the arrest of two men who were allegedly involved in a large-scale GST fraud. Identified as Inderpal (45), a lawyer, and Sandeep (27), the accused were allegedly found to be systematically generating fake GST numbers using forged documents and later utilising these firms to issue fraudulent GST bills and facilitating fraudulent tax settlements, said police. During the investigation into Sumit's complaint, the police obtained detailed information from the Goods and Services Tax Department, which confirmed that two firms were indeed registered using his PAN details. Physical verification at the registered addresses revealed that the firms were fake, prompting the officers to ramp up surveillance and technical tracking. Further probe into the case led to the identification of Sandeep, who was eventually apprehended from his hometown in Chulkana in Haryana's Panipat. Upon questioning, he allegedly revealed that he was employed by Inderpal, an advocate from Northeast Delhi's Burari, and that he had been working with him for the past seven years. According to his statement, the duo procured GST registrations using genuine identity documents, such as PAN cards, Aadhaar cards, SIM cards, and rent agreements, belonging to their unsuspecting victims. Once the firms were acquired, they would log into the GST portal, update the contact details, including mobile numbers and email addresses, and then use these accounts to issue counterfeit GST bills. 'Thereafter, based on the technical analysis, Inderpal was traced in Kairana in Shamli, Uttar Pradesh. He had absconded to Kairana after Sandeep's arrest. Inderpal was arrested in the case, and he was taken into police custody. During his sustained questioning, he disclosed that he used to procure GST firms from other associates located in Delhi for Rs 25,000-30,000 per firm. They also provided the login details and a SIM card. He also disclosed that the SIM cards were also provided by other members of the syndicate,' said DCP South West Amit Goel. The police recovered three smartphones, one laptop, and a pen drive from the possession of the accused, all of which were allegedly used in the execution of the fraud. These devices are now being forensically examined to trace the full extent of the operation and identify other members of the syndicate, said police. According to the police, Sandeep was allegedly responsible for operating the technical aspects of the fraudulent scheme, including the creation and uploading of fake bills. Inderpal, allegedly leveraging his professional status as a lawyer, handled procurement and coordination with outside associates. Their collaboration allegedly enabled them to run a seamless operation that posed a significant risk to the integrity of the GST system, said officers.
