
Punjabi University contract professors intensify protest demanding seventh Pay Commission implementation

ramped up their protest on Friday here, staging a large demonstration at the vice-chancellor's office, demanding the implementation of the
seventh Pay Commission
. They also presented a memorandum to Punjab's social justice, empowerment, and minorities minister, Dr Baljit Kaur, who was at an event on the campus.
The minister acknowledged the legitimacy of the professors' demands and assured them that the state govt would fulfil those. She directed V-C Karamjit Singh to address the issue. Despite this, the university registrar rejected the demands, offering little explanation, defying both the minister's and the V-C's support for the teachers' cause.
Baljinder Singh, a representative from the Punjabi University Contract Teachers' Association (Pucta), said: "The regular, ad-hoc, and guest members of the faculty get paid under University Grants Commission's 2018 guidelines, which include the seventh Pay Commission. However, contract assistant professors are still paid based on the sixth Pay Commission's recommendations." He pointed out that all members of the faculty, including contractal staff, at Panjab University in Chandigarh are paid under the seventh Pay Commission.
With 150-odd highly qualified contractual professors working across the Patiala university's main campus, affiliated colleges, and neighbourhood campuses, the association has also pushed for regularisation of their employment. "Until then, at the very least, we demand the implementation of the seventh Pay Commission," Baljinder Singh added.

The situation intensified when the professors surrounded the V-C's vehicle as he attempted to leave, leading to a second meeting invitation. Following this, the V-C forwarded the proposal to the Punjab finance department for approval, with a promise of resolution within 10 days. Pucta president Taranjit Kaur affirmed that the protest would continue until contract teachers received salaries under the seventh Pay Commission.

Punjab: Keep eye on obscene social media content, minister tells officials
Jun 23, 2025 07:52 AM IST Punjab social security, women and child development minister Baljit Kaur on Sunday expressed concern over the increasing trend of vulgar and obscene content being circulated on social media platforms. Such material poses a direct threat to the psychological and social well-being of children, she said. Baljit Kaur, Punjab social security, women and child development minister Hailing the orders issued by the Punjab State Commission for Protection of Child Rights to the ADGP (cyber crime) for strict action against those posting such content, the minister directed all district social security, women and child development officers to keep a strict watch on the circulation of such objectionable content at their level. She instructed that any complaint or information received regarding such content must be immediately shared with the police and the Child Rights Commission. Additionally, awareness campaigns must be organised at the local level to sensitise parents, teachers and youth about the responsible use of social media, she mentioned. Kaur stated that any elements adversely affecting the mental health of children would not be tolerated under any circumstances. The culprits will face the strictest legal action to deter others from posting obscene content online. The minister also instructed the police to intensify surveillance of such content on social media and take immediate action against individuals involved in creating or uploading it, under relevant sections of the Bharatiya Nyaya Sanhita (BNS) 2023, IT Act 2000, and POCSO Act 2012. She appealed to parents, teachers, social organisations and others to promptly report any such content or individuals involved in circulating it to the police or the Child Rights Commission without delay. 'Creating a safe, healthy, and positive digital environment for children is a shared responsibility of all of us,' she emphasised.

HC summons top edu officials in contempt case over teachers' pay
Bhopal/Jabalpur: The MP high court has summoned the principal secretary of school education, Sanjay Goyal, and commissioner of public instructions, Shilpa Gupta, in connection with a contempt petition over non-implementation of the Seventh Pay Commission for staff of government-aided schools. The next hearing is scheduled for July 21. The contempt proceedings concerns a petition filed by MP Madhyamik Shikshak Sangh in 2019. The petition said that teaching and non-teaching staff of schools receiving government aid were given the benefit of sixth wage commission. When their salaries were not revised following the seventh wage commission report, the Sangh moved the court. The court had directed the state government to take an appropriate decision on the demand for implementation of seventh wage board recommendations for the government-aided school staff. Following this, the state government dve several vague replies on the issue in the court during hearing of Sangh's petition. The court ultimately came to a conclusion that application of the petitioner for seventh pay commission for staff of government-aided schools has not been properly considered. The issue was not tabled in the state cabinet meeting nor was the NOC sought from the finance department. Considering this as contempt of court, the bench of Justice A K Singh has now summoned the two top officials of the school education department.

Punjab to amend Beggary Act to make stricter enforcement
Agency: PTI Chandigarh, Jun 21 (PTI) Punjab Women and Child Development Minister Baljit Kaur on Saturday said the government will make amendments to the Beggary Act to launch a stricter crackdown on racketeers. The amendments to the Punjab Prevention of Beggary Act, 1971, will carry heavy penalties against racketeers, guardians, or parents found forcing children to beg at traffic lights and other intersections, she said. Kaur said the state will form special teams to identify and act against those operating these rackets and rescue and rehabilitate children. The minister said that since July 2024, under the Jeevanjot project, 286 children have been rescued. She also said that this year, a pilot project 'Smile' will be launched in Amritsar, Jalandhar, Ludhiana, SAS Nagar, and Bathinda. Under the initiative, child beggars will be identified, and their families will be tracked through DNA tests, she said. The minister said she has issued directions to all deputy commissioners to strive to make their districts beggar-free. PTI CHS VN VN
